City Hall Beautification Project

The Courtyard Beautification Project consists of a Fountain Waterwise Demonstration Garden and Pollinator Garden. The project was made possible by the City of Seal Beach Staff Engagement Team (SET) and a Community Partnership Program grant from the Metropolitan Water District of Southern California.

SET focused on using waterwise and native plants. In order to accommodate optimal rooting time for the plants, SET began the project in February 2024. The City’s Public Works Department completed significant portions of the project, and the project could not be completed without the hard work and expertise of Joe Talarico, Maintenance Services Supervisor/City Arborist and the Public Works crew.

In March 2024, SET hosted a volunteer planting day to complete the waterwise fountain garden and pollinator garden. The fountain structure remained, and the fountain rocks were re-purposed around different areas throughout the courtyard to offer a cohesive look. A pollinator garden was constructed in a previously unused grass area of the courtyard.

Because children often visit the area to look at the turtles in the pond, we left a lawn area to play in and added the pollinator garden in the unused lawn area. City staff partnered with the Mary Wilson branch of the County of Orange Libraries to encourage children to check out books related to sustainability, pollinators, and gardening. Signage was added to inform those passing by about the importance of water conservation and pollinators.

405 Artwork Installed on Seal Beach Boulevard Bridge

Under the supervision of our Maintenance Services Supervisor, Joe Talarico, OC405 installed artwork on the Seal Beach Blvd. Bridge over the 405. Both artworks were born from the corridor cities' desire to have their respective cities showcased as motorists drive on the 405. Major bridges, including Seal Beach Boulevard, that cross the 405 received these art pieces.

The final art piece designs were a collaborative effort between OCTA, Caltrans, and the City Council. Different options were presented to the City Council several years ago, and the City Council decided on two designs. The first, which faces the interior of the bridge, viewable by those driving on Seal Beach Boulevard and not the 405, is a colorful markup of the beach and pier during sunset. The second is of the City’s seal. The second image is set facing the outside of the bridge, so motorists heading both northbound and southbound on the 405 will be able to see the City’s seal and recognize that they are driving through the City of Seal Beach.

Sewer Lift Pump Replacement

The Public Works Yard is home to the Adolfo Lopez lift station, which has two sewer pumps. Early last week, City staff called its on-call contractor to address a pump failure. The contractor replaced one of the pumps and the sewer lift station is back to being fully operational.

Graffiti Removal - San Gabriel River Bike Trail

In recent months, there has been an influx of graffiti appearing on the Pier and other areas around the City. As part of the City’s beautification efforts, staff continues to keep graffiti removal as a priority by going above-and-beyond to keep this high standard. Staff completes routine checks at graffiti hot spots, which includes the San Gabriel River bike trail.

Valve Can Replacement

As safety is always a top priority, Public Works crews responded to a call regarding a faulty valve can located on Seal Beach Boulevard and Town Center Drive. The valve cans showed signs of settling which created a lip, in turn, resulting in a safety hazard for vehicles. Staff set up traffic control, replaced both valve cans, and reset the asphalt paving.

Water and Sewer Reporting

The State Water Resources Control Board requires utility agencies to report critical water system and sanitary sewer system data to assess the status of the agency’s compliance with specific regulatory requirements. An extensive amount of data and information is compiled by staff, which is then uploaded into the Water Board’s online reporting tools, including: SAFER Clearing House, Drinking Water Information Clearinghouse (DRINC), and California Integrated Water Quality System (CIQWS). City staff has successfully compiled and submitted the required information for multiple reports related to the 2023 Reporting Year.

The Briefing Room

  • Parking Management Initiative: Captain Nicholas is actively seeking solutions to improve the parking situation at Sunset Aquatic Park. This effort is likely in response to challenges such as overcrowding, environmental concerns, or enhancing the overall visitor experience.

  • Emergency Services Engagement with the Community: Sergeant Brian Gray's participation in the College Park East town hall meeting highlights the importance of community engagement in emergency preparedness. His discussion on weather-related preparation, effective communication, and self-safety measures indicates a proactive approach towards community resilience in facing natural disasters or severe weather conditions.

  • Facility Dog Program Collaboration: The visit of Glendale PD's Facility Dog to SBPD indicates a collaborative effort to share knowledge and experiences related to the Facility Dog Program. Such programs often aim to provide support and stress relief to officers and the public, enhancing the wellbeing of the department and fostering a positive connection with the community.

  • Officers took part in the California Office of Traffic Safety grant and deployed on March 17th for St. Patrick’s Day. There were a total of 3 DUI arrests, and over 10 citations issued related to the primary collision factors in the city. These factors are speed, distracted drivers, and unsafe turning movements.

  • Leadership Seminar on Facility Dog Programs: Captain Nicholas and Yosa's participation in a leadership seminar organized by the California Peace Officers’ Association to discuss facility dog programs for other agencies shows a commitment to leadership and innovation. This engagement suggests an interest in expanding the benefits of such programs to other agencies, highlighting the potential value these programs can offer in terms of support and community engagement.

  • Engagement with the California Coastal Commission: Regular meetings with City staff and the California Coastal Commission regarding ongoing parking projects indicates a collaborative effort to address coastal access, environmental protection, and sustainable development issues. This demonstrates a commitment to working with regulatory bodies to ensure that projects align with broader environmental and public access goals.

Overall, these activities reflect a multifaceted approach to community service, leadership, and collaboration among various stakeholders, including public safety officials, regulatory agencies, and the community at large. Each initiative contributes to building a safer, more engaged, and environmentally conscious community.
