SAN FERNANDO SPOTLIGHT PROGRAMS
WATERING RESTRICTIONS FOR LAWNS
On June 6, 2022, the City Council adopted a new resolution that mandates a Citywide reduction in water usage by 20 percent. As part of this resolution, the City Council adopted new outdoor watering restrictions. Communications have been sent out to the community through social media and postcards on the requirements.

The City plans on phasing in the restriction by first reducing watering of lawns to two days each week, through October 15, 2022. All homes that end in an odd number, may water their lawns (10 minutes per station) on Monday and Thursday. All homes that end in an even number, may water their lawns on Tuesday and Friday. The restriction will go to one day each week starting October 16, 2022. The City wants to give the community time to adjust to the new requirement and encourage those with lawns to start looking at the rebate programs through the Metropolitan Water District on ways to replace turf and other water efficiency rebate programs. It should be noted that the restriction applies to the watering of lawns. Watering of plants, gardens, and trees can continue using hand-watering methods and drip irrigation systems.

The City of San Fernando, Anthem Blue Cross, and 3 WINS Fitness from the Kinesiology Department at Cal State University, Northridge have partnered to bring the first SAN FERNANDO VALLEY MILE to the City of San Fernando. 
 
Run or walk your best mile in the San Fernando Valley Mile race! This one-mile challenge, located in the City of San Fernando, will start at Eighth Street and Maclay Ave. You and your family will run, or walk, down Maclay Ave. until you reach Third Street.

RECREATION SCHOLARSHIP PROGRAM
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.

To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance will be available on a first-come, first-serve basis. A brief self-certifying form and a water bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit SFCITY.ORG/SFRecreation/#Scholarships.
SUMMER DAY CAMP
Campers have enjoyed a fun-filled summer with arts & crafts, science, water games, sports, and cooperative games. Campers also enjoyed a field trip to El Capitan Theatre to view Disney's movie, Lightyear. This summer program ended on August 12, 2022.

MISSION CITY BASEBALL (MCB) SUMMER CLINIC
Baseball clinic sessions began on July 19, 2022, with over 150 youth participants ranging in age from 3-14. The clinic focused on skill development covering all aspects of the sport: fielding, base running, and hitting. The four-week program met twice a week on Tuesday and Thursday, at Las Palmas Park.
MISSION CITY BASEBALL (MCB) FALL BALL
Registration for Fall Ball started on July 1, 2022. The league will run September 2022 through November 2022, out of Las Palmas Park and will serve youth ages 3 to 14. The Fall program will provide both individual registration as well as an advance team option. Secure your place and register today!

TUTCINT YOUTH EMPOWERMENT PROGRAM
Tutcint Youth Empowerment is enjoying a successful Summer Program which includes Field Trips, Reading and Cultural Programs. In addition, the program offers recreational outings to State Parks and Recreation Areas such as Castaic Lake, Ventura and Malibu Lagoon State Beaches. The highlight of the season was a three-day, two-night camping trip at Castaic Lake through FamCamp, a program offered through California State Parks.

This month, the current Cohort (Cohort 6) will have a Culmination/Rite of Passage Ceremony to be held at Las Palmas Park on Saturday, August 20, 2022. At this event youth will be honored for their participation in the six-month program. Enrollment is open now for youth ages 12-17 in the Northeast San Fernando Valley for the next Cohort (Cohort 7).

ELDERLY NUTRITION PROGRAM
In collaboration with ONEgeneration, Las Palmas Park is once again hosting the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a free Grab ’n Go lunch bag that is tasty and nutritious! Folks that are 60+ can receive a hot lunch (suggested donation is $3) Mondays through Fridays. LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on August 1, 2022, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) GRANT
The San Fernando Police Department is pleased to announce it has been selected for the third-straight year to receive a $72,780 grant from the California ABC as part of their Alcohol Policing Partnership Program. This year, ABC is only awarding $1.5M to agencies statewide for this partnership grant. This unprecedented third year in a row grant award is a testament to the effectiveness and efforts of Police Department personnel who have participated in and managed this program. The grant will allow the Police Department to continue to conduct Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) Inspections at retail and restaurant locations (including breweries), conduct Minor Decoy and Shoulder Tap operations to prevent minor age drinking of alcoholic beverages, and for the first time provide additional resources for park patrols to enforce laws prohibiting consumption and possession of alcoholic beverages in our City parks. This grant will also provide the opportunity for the Police Department and ABC agents to provide educational presentations at a Neighborhood Watch and Business Watch meeting this next year.
RESERVE OFFICER AWARDS
The Police Department is proud to announce that three unwavering and dedicated San Fernando Police Reserve Officers will be honored in August 2022, at the California Reserve Police Officers Association Conference Award Luncheon in Burbank, California.

  • Captain Sal Petrelli, a 38 year veteran of the Department, will receive the Meritorious Service Award.
  • Captain Carlos Fandino Sr., an 18 year veteran of the Department, will be honored with the Distinguished Service Award
  • Sergeant Fernando Miranda, a 25 year veteran of the Department who started Police Explorer with the Department and now is the lead Explorer Advisor, will be honored with Distinguished Service Award.

Chief Valdez, members of the command staff, and members of the Police Reserve Division will be in attendance to applaud the long overdue recognition of these three great leaders and their selfless, dedicated volunteer service to our Community.

HOMELESS CONNECT DAY
The City will cosponsor Homeless Connect Day on Wednesday, August 17, 2022, from 9am to 1pm, at Las Palmas Park. This event will be held in partnership with State Senate Majority Leader Emeritus Robert Hertzberg and Los Angeles County Supervisor Sheila Kuehl. The Police Department and Recreation and Community Services Department will collaborate to provide resources, support and the logistics for this event. Service and Non Profit providers including Department of Mental Health, Department of Public Health, Department of Public Social Services, Public Defender’s Office, MEND, Hope of the Valley, Los Angeles Family Housing will all be at the event to provide information and support to people experiencing homelessness.
SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
The City’s Construction Management consultant, CWE, arranged an Infiltration Project Field Day which took place on July 12, 2022, at the project site. Among the attendees were Mayor Mary Mendoza and Councilmember Celeste Rodriguez along with City Staff, Los Angeles County Public Works, City of El Monte, Los Angeles Department of Water and Power, and City of Glendora, among other agencies.
 
The installation of the first half of the underground storm water chambers has been completed. During the month of August 2022, work will continue on Glenoaks Blvd., between Griswold Ave. and Jessie St. where the eastbound lane has been reduced to a single lane. The installation of pipe continues on Jessie St. and Fifth St.

RESERVOIR RECONSTRUCTION PROJECT
Work has commenced at the Upper Reservoir (located near in the intersection of Foothill Blvd. and Hubbard Ave.) in preparation for demolition the existing structure. Due to the footprint required to perform the work, the portion of Foothill Blvd. directly in front of the jobsite will be reduced to a single lane. This lane closure will be in effect for the duration of the project, which is expected to be completed by the end of 2023. When completed, the City will have a new 1.1 million gallon water storage facility, which replaces a one million gallon facility that was damaged in the Northridge earthquake.

DOWNTOWN MASTER PLAN
On June 9, 2022, the City released a Request for Proposals (RFP) seeking qualified consultants to prepare the City’s Downtown Master Plan with a focus on completing a Downtown Vision, which is the first step towards development of a Downtown Master Plan. This visioning process gives residents, business owners, property owners, local organizations, and other stakeholders the opportunity to express ideas about the future of San Fernando Downtown, and help set goals and priorities for economic development. The visioning effort will focus on identifying the community’s desired level of Downtown economic vibrancy, what type and intensity of development is required to achieve that, and the related consequences/impacts. As part of the visioning effort, an economic and fiscal evaluation will be conducted to determine an Economic Vitality Strategy appropriate for Downtown San Fernando into the future.

Through a series of meetings, workshops, surveys, and growth-scenario comparisons facilitated by the City, participants (residents, business owners, property owners, and other stakeholders) will create a Downtown Vision that reflects the community’s goals and priorities and describes how the Downtown area should look and feel in years to come. The Downtown Vision will help shape and cultivate a sense of place, and buy-in for future land-use decisions and regulations. The Downtown Vision will outline the community’s vision, mission, and goals for San Fernando Downtown, and identify strategies and specific actions to achieve the goals.

HOUSING ELEMENT AND SAFETY ELEMENT UPDATE
On June 6, 2022, the City Council adopted the 2021-2029 Housing Element and Safety Element update. The adopted Housing Element is in review for State certification by the California Department of Housing and Community Development (HCD). Staff is working on Phase 2 of the Housing Element, which is required by state housing law to be completed by October 15, 2022. Phase 2 includes:

  1. Zoning Code Amendment to create a Mixed-Use Overlay to allow residential use on commercial sites that are identified as opportunity housing sites in the Housing Element.
  2. San Fernando Corridors Specific Plan (SP-5) Amendment to expand existing residential overlay to allow residential use on opportunity housing sites identified in the Housing Element.

SMOKE FREE MULTI-UNIT HOUSING ORDINANCE
On June 6, 2022, the City Council adopted Ordinance No. 1710, adding Chapter 24 to the San Fernando Municipal Code (SFMC) to prohibit smoking in multi-unit housing. This is a proactive step to prevent or eliminate secondhand smoke from infiltrating living spaces. The Ordinance will balance public health needs with the needs of individuals who smoke due to recreational uses and addiction by creating a phasing plan for current smokers to transition to no smoking inside their units.

The Ordinance applies to all multi-unit properties (two or more units) in the City, including duplexes, condominiums and apartments. It does not apply to single-family residential properties. The smoking regulations apply to traditional tobacco smoke, electronic cigarettes/vaping devices, and marijuana smoke.

  • EFFECTIVE JULY 7, 2022:

  1. Smoking is prohibited in new, renewed, or extended leases for all multi-unit housing and associated outdoor exclusive-use unenclosed areas such as private balcony, deck, porch, or patio. 
  2. Smoking is permitted inside the enclosed area of a detached unit, but no smoking is allowed in any outdoor exclusive-use unenclosed areas such as balconies, decks or patios associated with a detached unit. Smoking inside detached unit is allowed until July 7, 2027.

  • EFFECTIVE JULY 7, 2024:

  1. Smoking is prohibited anywhere on the premises of a Multi-Unit Housing as follows:
  • In all units, together with any associated outdoor exclusive-use areas such as balconies, decks, or patios; and
  • In all common areas and other outdoor areas except for a Designated Smoking Area established in compliance with the Ordinance.

WATER BILLS
If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

  1. By Mail: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
  2. Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.
  3. AutoPay: Available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

ALARM PERMIT RENEWALS
The 2022-2023 Alarm Permit Renewals have been mailed to all businesses and residences with an active alarm permit on file. The deadline to submit renewal payment is August 31, 2022.

CITY ANNOUNCES NOMINATION PERIOD FOR THE NOVEMBER 8, 2022 GENERAL MUNICIPAL ELECTION
The November 8, 2022 General Municipal Election is just around the corner. The Nomination Period for candidates interested in running for City of San Fernando City Councilmember, began on July 18, 2022 and closed on Friday, August 12, 2022 at 5:00 pm. There will be three (3) Member of the City Council elective offices/each four (4) full year term positions on the November 8, 2022 ballot.

On August 12, 2022, at 5:01 pm, the City announced that the candidate Nomination Period would be extended to Wednesday, August 17, 2022, at 5:30p.m., for the following Officers:

Three (3) Members of the City Council (Full Term of Four (4) years)

Note:   The extended period is a result of an incumbent Councilmember did not file for re-election by the deadline of August 12, 2022.

CITY COUNCIL
The next regular meetings of the City Council will be held on Tuesday, September 6, 2022 (due to the Labor Day holiday), at 6 pm.

EDUCATION COMMISSION
The next regular meeting of the Education (EDU) Commission will be held on August 30, 2022, at 4:30 pm.

PARKS, WELLNESS AND RECREATION COMMISSION
The regular Parks, Wellness and Recreation (PWR) Commission meeting scheduled for August 9, 2022, was cancelled. The next regular PWR Commission meeting will be held on September 13, 2022, at 6:30 pm.

PLANNING AND PRESERVATION COMMISSION
The regular Planning and Preservation (P&P) Commission meeting scheduled for August 8, 2022, was cancelled. The next regular P&P Commission meeting will be held on September 12, 2022, at 6:30 pm.

TRANSPORTATION AND PUBLIC SAFETY COMMISSION
The next regular Transportation and Public Safety (T&PS) Commission meeting is scheduled for September 7, 2022, at 6 pm.

The T&PS Commission has resumed meeting in person in the Council Chambers, located at 117 Macneil Street, San Fernando. Meetings are also live streamed via Youtube. Meeting agendas and audio/video is available on the City website at SFCITY.ORG/Commissions-Board/#Transportation-Public-Safety.
SAN FERNANDO CITY HALL
Effective January 3, 2022, San Fernando City Hall reopened to the public Monday through Thursday, from 7:30 am to 5:30 pm; and Fridays, from 8 am to 5 pm.

SAN FERNANDO POLICE DEPARTMENT
  1. Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
  2. Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
  3. Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
  4. Court Commitment Services has resumed: Call the Police Department to schedule.

RECREATION FACILITIES
Outdoor recreation programming and services have resumed at City parks with the condition that the current County of Los Angeles Health Officer Order and Protocols are observed.

  • San Fernando Park (208 Park Ave., San Fernando):
  • Providence Community Health Vaccination Clinic at Vaughn International Studies Academy: There will be a mobile vaccination clinic every Monday, Wednesday and Friday. Residents may call (818) 847-3860 to schedule an appointment.

  • San Fernando Community Health Center and Northeast Valley Health Corporation: Both of these federally qualified health centers receive a limited supply of vaccine. Residents may contact the following vaccination hotlines for additional information:
