SAN FERNANDO SPOTLIGHT PROGRAMS

EARTH DAY CELEBRATION
In honor of Earth Day, the City will co-host an event with TreePeople, the Fernandeño Tataviam Band of Mission Indians, and Assemblywoman Luz Rivas at Rudy Ortega Sr. Park to plant 15 oak trees. Festivities include a welcome and opening ceremony with the Fernandeño Tataviam Band of Mission Indians followed by a demonstration and tree planting. The event will take place on Saturday, April 23, 2022, from 9 am to 12 pm, at Rudy Ortega Sr. Park (2025 Fourth St, San Fernando). LAS PALMAS PARK REVITALIZATION PROJECT
The Recreation and Community Services Department cordially invites you to participate in the design of the various improvements being planned for Las Palmas Parks. The City wants to know how these improvements should be designed. SAN FERNANDO POLICE DEPARTMENT OPEN HOUSE
The SFPD will host an Open House at the San Fernando Police Facility (910 First Street, San Fernando) on Memorial Day (May 30, 2022), from 10:00 am to 1:30 pm. This is another opportunity for the community to get familiar with SFPD Officers and the services that is provided to the community. During the event, there will be opportunities for picture taking, equipment demonstrations, and a tour of the facility and its various divisions.

MISSION CITY BASEBALL
The spring season of Mission City Baseball kicked off on March 12, 2022, with Opening Day. Teams, family and friends came out and participated in the day’s event which began with a team procession through town, followed by Opening Day ceremonies including the flag salute by San Fernando Police Explorer Post 521 and First Pitch by Chief Valdez and former minor league player and Las Palmas alum Moises Ceja. The ceremony concluded with a Shetland Division exhibition game and carnival.

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was be held on April 4, 2022, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

FITNESS & COMMUNITY CLASSES
Fitness and Community Classes have resumed. All programs will continue to adhere to the current Los Angeles County Department of Public Health Protocols until further notice.

UPCOMING SPORTS CLINICS
Registration for the Summer Youth Basketball League began on April 1, 2022. Tennis classes, and Soccer, Karate and Basketball clinics are ongoing. All programs will continue to adhere to the current Los Angeles County Department of Public Health Protocols for Organized Youth Sports until further notice.

TEENS FOR A BETTER COMMUNITY (TBC)
Over 20 teens participated in a Tree Planting event held on March 12, 2022, which was organized by TreePeople. For most teens, this marked the first time they had ever planted a tree. One of the teens stated, “This was so much fun!” They really enjoyed naming the tree, with some of them having some unique names such as “Kimberlina” or “The Rock” to name just a few. The teens have been participating in multiple tree planting events including an event held on Saturday, March 26, 2022.
The group also held their first St. Patrick’s Day Potluck on March 18, 2022, at Las Palmas Park. The teens attend different high schools throughout the San Fernando Valley providing an opportunity for teens to hang out and learn a little bit more about each other. The teens enjoyed each other’s food, played board games, and had icebreaker activities. Overall, 25 teens participated in this event.
Teens interested in joining the TBC Youth Leadership Program, may complete the online application that can be found on the City website. All hours spent with the program will be recorded as community service hours and a certificate of completion will be awarded at the end of the program.

TUTČINT YOUTH EMPOWERMENT PROGRAM
Tutčint Youth Empowerment continues to meet regularly to provide Academic Support/Tutoring to youth. The program is open to youth ages 12-17 years in the northern San Fernando Valley, and all services are FREE.

SENIOR ACTIVITIES
A variety of programs and activities are offered at Las Palmas Park for older adults. Programs include educational, social, creative, musical, and physical activities in group settings that encourage personal interactions, regular attendance, and community involvement. Activity programs are a potential means to reduce social isolation among older adults. There is strong evidence that participating in these types of programs improve mental and physical health, reduce loneliness and social isolation, and improve overall well being and quality of life.

DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) SHOULDER TAP OPERATION
On March 12, 2022, the San Fernando Police Department (SFPD) participated in the ABC statewide Shoulder Tap operation. As a result of this operation, three citations were issued to individuals for furnishing alcoholic beverages to minors. As SFPD Officers conducted this operation, two minors ran out of a store with alcohol and entered an awaiting vehicle. SFPD officers stopped the vehicle, detained the individuals, returned the beer to the store, and issued citations for the violations.

SAN FERNANDO POLICE EXPLORER POST 521 - 2022 CHANDLER COMPETITION
Since 1999, Chandler Explorers have hosted the best youth Law Enforcement Explorer tactical competition in the nation. Law Enforcement Explorers from around the United States travel to Chandler every January to be part of this incredible event.
This year marked the 24th Chandler Explorer Competition from January 14-16, 2022. Over 25 explorer posts participated from as far as Kansas and Wisconsin and many Southern California post as well. The San Fernando Police Explorer Post 521 was fortunate to attend this year’s competition and competed in various events ranging from vertical assault, pistol shoot, and technical support to name a few. Although the San Fernando Police Explorer Post was one of the smallest teams, they placed in several events. Special thank you Lieutenant Irwin Rosenberg for assisting the Post with logistics and Detective Alex Licea for firearms training. Click here to view this year’s event video.

NEW POLICE PERSONNEL
- Police Chief Valdez is pleased to announce that Police Desk Officer Brandon Buckley recently completed the Riverside Sheriff’s Adult Custody Correctional Deputy Academy and received the award for Top Report Writing. Brandon excelled academically at the academy and SFPD is pleased to have him back and ready to support the Department's jail and dispatch operations.
- SFPD welcomes a new Police Cadet who graduated from the police academy at Rio Hondo on March 30, 2022. Police Cadet Raul Barahona has completed all requirements of the background process and joined the SFPD on April 1, 2022, as a new probationary police officer. Welcome Officer Barahona!

CHAT WITH THE CHIEF
Police Chief Valdez has started a new community outreach program called Chat with the Chief. This new program provides an opportunity for members of the community to have a casual conversation with Chief Valdez and Police Officers. This new program will help to strengthen trust and increase transparency with the community and the SFPD.
Chief Valdez will hold these meetings bi-monthly in English and in Spanish to engage with our Spanish speaking community. The first meeting was on April 6, 2022, at 10:00 am, at the Starbucks on Truman Street and the Spanish speaking meeting was held on April 13, 2022, at 10:00 am, at Valley Alarm on Pico Street.

CUSTOMER SATISFACTION SURVEYS
The SFPD will continue its customer satisfaction surveys to assess the performance and professionalism of Officers at calls for service. A new addition to this self-evaluation process is a random spot check by Sergeants on the Officers whom they supervise. Twice each month, Sergeants will contact the reporting parties from calls and evaluate the responding Officer’s professionalism, performance, and their overall experience with the SFPD. This is another level of accountability that ensures the SFPD is providing the best service possible to the San Fernando community.

INFILTRATION PROJECT PUBLIC OUTREACH
The City held two pop-up events (March 15, 2022 at Recreation Park and April 2, 2022 at Pioneer Park) to inform residents about the upcoming San Fernando Regional Park Infiltration Project. Both events saw teams engage with the community to inform them of the project and the impact it will have on Recreation Park between April 2022 and April 2023. Over 150 flyers were handed out to members of the community – providing them with information on the many environmental benefits of the project, including diverting stormwater from entering the Pacoima Wash and recharging the groundwater table with up to 130 million gallons of water.

GLENOAKS BLVD BRIDGE OVER THE PACOIMA WASH SAFETY IMPROVEMENTS PROJECT
Safety improvements are being developed by an engineering firm for the Glenoaks Bridge at the Pacoima Wash that consist of bolting a Type 7 Chain link railing on top of existing fencing, significantly increasing the height, and potentially adding railing on the side of the existing deck. Once the design is finalized, a construction bid packet will be developed then formally advertised leading to the construction phase of the project.
It is anticipated that construction will occur over the Summer and Fall months, with a likely completion date of November 2022.

HOUSING ELEMENT AND SAFETY ELEMENT UPDATE
The City is wrapping up its 2021-2029 Housing Element and Safety Element update over the next couple of months. The Draft Housing Element is being revised to address comments from the State Department of Housing and Community Development (HCD), and will be presented for adoption by City Council and for certification by HCD this spring.

SENATE BILL 9 (SB 9)
The City is studying various standards that better balance the limitations of Senate Bill 9 (SB 9) with the City’s objectives for ensuring that residential development in the City is properly managed in the best interests of the public health, safety, and welfare. SB 9 allows a single-family lot to be subdivided into two lots and development of two-residential units per lot.
An Interim Urgency Ordinance was adopted by the City Council on January 18, 2022 that includes a set of restrictive temporary regulations to minimize the initial impact of SB 9 and helps preserve the character of single-family residential neighborhoods, while allowing the City to establish permanent regulations.
On February 14, 2022, the interim regulations were presented to the Planning and Preservation Commission and the Commission expressed an interest in revising the interim regulations to include additional standards for a proposed permanent ordinance.

SMOKE FREE MULTI-UNIT HOUSING ORDINANCE
To protect and promote public health, the City Council will consider adoption of a Smoke-Free Multi-Unit Housing Ordinance on April 18, 2022. This is a proactive step to prevent or eliminate secondhand smoke from infiltrating living spaces. The proposed ordinance will balance public health needs with the needs of individuals who smoke due to recreational uses and addiction by creating a phasing plan for current smokers to transition to no smoking inside their units. The proposed ordinance would be applicable to two or more units and would ban smoking in all new construction and new leases of multi-family units, and a phasing plan for all existing multi-family units to transition to no smoking.

CLIMATE ACTION AND RESILIENCE PLAN
On March 21, 2022, the City released a Request for Proposals (RFP) seeking qualified consultants to prepare the City’s first Climate Action and Resilience Plan (CARP) and associated environmental document pursuant to the California Environmental Quality Act (CEQA). The CARP will provide a roadmap that outline specific activities that the City will undertake to reduce greenhouse gas emissions and to adapt to climate change. The CARP must provide an inventory of greenhouse gas (GHG) emissions and a vulnerability assessment, outline actions to mitigate climate change through GHG reductions, and identify strategies to adapt to the effects of climate change.
The CARP will be completed in two phases. Phase 1 involves data collection and analysis of Greenhouse Gas Emission Inventory and a Vulnerability Assessment. Phase 2 will be completion of the CARP that will build upon the information gathered in Phase I. Phase 2 will focus on identifying specific activities that the City can achieve with the greatest emission reductions in the most cost effective manner, and include strategies for climate adaptation and resilience.

SPRING WEED ABATEMENT
In an effort to keep San Fernando neighborhoods neat and clean, the City will implement the Spring Weed Abatement Program. Throughout May and June 2022, City staff will conduct property inspections, focusing on public nuisances of overgrown vegetation and storage in the front and side yard. Please help keep San Fernando clean by removing overgrown vegetation, weeds, and rubbish.

IMPORTANT DATES FOR THE FISCAL YEAR 2022-2023 BUDGET PROCESS
The Fiscal Year (FY) 2022-2023 Budget process officially kicked-off on March 7, 2022, when staff gave a presentation reviewing the City's Annual Comprehensive Financial Report for FY 2020-2021, an update to the FY 2021-2022 Budget, and a preliminary outlook for the FY 2022-2023 Budget. Below are key dates for those community members interested in providing input to the City's Budget process:

If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

- Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.
