SAN FERNANDO SPOTLIGHT PROGRAMS
FOURTH OF JULY CELEBRATION: RED, WHITE, AND LIGHTS LASER SHOW
After several years on hiatus, the Fourth of July Celebration returns to San Fernando! 

The event will take place in Downtown San Fernando on Saturday, July 2, 2022, from 6 pm to 9:30 pm. The festivities will feature live music, line dancing, amazing food, artisan vendors, activities for the family and to end the night with a bang, a spectacular Laser Show is sure to light up the sky!. Come ready to celebrate!

REPORT ILLEGAL FIREWORKS
Fireworks are Illegal in the City of San Fernando! Violators may be fined up to $3,000. The City has two methods to report and document the use of fireworks in progress in your neighborhood:

The City will be conducting a prevention campaign through social media to educate our residents about the dangers and illegality of setting off fireworks. In addition to these efforts, the Police Department will be conducting undercover operations prior to, during, and after the 4th of July holiday to catch individuals in the act of discharging these illegal fireworks. AS illegal fireworks is one of the largest complaints from the community, the Police Department remains committed to preventing these dangerous and disturbing acts.

POTENTIAL DEVELOPMENT ON CITY PARKING LOT NO. 3
The City of San Fernando is working with Azure Development, LLC on three design concepts with affordable for-sale residential housing and commercial uses on the City’s Parking Lot No. 3, located on San Fernando Mission Blvd, between Celis Street and Pico Street (adjacent to Jack in the Box):
OPTION NO. 1:
MIXED-USE
47 affordable for-sale residential housing units, with 16,800 square feet for a food hall, small-format two-screen movie theater, and other commercial uses.
OPTION NO. 2:
MIXED-USE
35 affordable for-sale residential housing units, with 12,325 square feet for a food hall, small-format two-screen movie theater, and other commercial uses.
OPTION NO. 3:
100% COMMERCIAL
No housing, with 12,800 square feet of commercial for a food hall, a small-format two-screen movie theater, other retail uses, and wellness/social service center.

MANDATORY WATER CONVERSATION
The State of California is in a historical multi-year drought. On May 25, 2022, the State Water Resources Control Board adopted emergency regulations that require all urban water suppliers to reduce their water consumption by 20 percent. On June 6, 2022, the City Council adopted a resolution that restricts the irrigation of lawns and landscapes to one day a week with the exception for the use of a drip system for growing food, plants, or trees. As up to 50 percent of water consumption can come from irrigation, restricting the watering of lawns and landscapes to just one day a week can have a significant impact on the success of the City’s ability to reach its mandatory requirement of an overall 20 percent reduction in water consumption. More information will be available to the residents in the upcoming weeks. For additional water conservation information including conservation rebate programs go to www.bewaterwise.com and www.socalwatersmart.com.

RECREATION SCHOLARSHIP PROGRAM
The San Fernando City Council established a Recreation Scholarship Program (RSP) to assist families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.

To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance will be available on a first-come, first-serve basis and starts July 1, 2022. A brief self-certifying form and a water bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit SFCITY.ORG/SFRecreation/#Scholarships.
SUMMER DAY CAMP
Sign up today! This year’s Summer Day Camp program will consist of eight fun-filled weeks, from June 20, 2022 to August 12, 2022. Children ages 5 -13 years will enjoy activities such as arts & crafts, science, sports, cooperative games, swimming and more!

FINANCIAL LITERACY WORKSHOPS
The City of San Fernando and The Dragon Kim Foundation are collaborating on five workshops for high school students and young adults this Summer. The free workshops provide all the necessary materials and equipment to teach you how to better prepare for your future. If that isn’t enough to motivate you, prizes will be given at each workshop for those that attend!

MARIACHI MASTER APPRENTICE PROGRAM (MMAP)
MMAP has just returned from the Tucson International Mariachi Conference (TIMC)., where they participated in mariachi workshops and performed at the TIMC student showcase. Four MMAP students were invited to participate as master students in the TIMC Gala Concert that featured Mariachi Los Camperos, Mariachi Cobre and Guest Singer Lupita Infante. It was a great learning experience for the group!

MEMORIAL DAY - 2022 VETERAN RECOGNITION PROGRAM
The City of San Fernando held a Memorial Day Event on May 30, 2022 to honor and remember hometown heroes for their service to our country. The festivities and Veteran Recognition Program unveiling were held at the American Legion Post 176. All veterans and family members were invited to celebrate Memorial Day with the American Legion. In attendance were City of San Fernando Councilmembers and staff. The event included the unveiling of the 2022 Veteran Banner Program, which displays the likeness, military branch, and date of service of local veterans. The program concluded with a National Moment of Remembrance, which is an annual event that asks Americans, wherever they are at 3:00 p.m. local time, to pause for a duration of one minute to remember those who have died in military service to the United States.
3 WINS FITNESS
The 3 Wins Fitness Program continues to operate outdoors with limited use of equipment for the safety of its participants. Participant outreach is on-going and community member are encouraged to take advantage of the free fitness program. CSUN interns and 3 Wins instructors are on-site at Recreation Park Monday, Wednesday and Fridays, from 8 am to 9:30 am to answer any questions or assist with registration.

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on June 6, 2022, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

MISSION CITY BASEBALL (MCB) ALL STARS
MCB will send two teams to the Pony All Stars this year. One team from the Shetland Division (ages 5 to 6) and a Pinto Division (ages 7 to 8) team have been entered in the program. Teams are practicing at Las Palmas Park and tournaments are scheduled to begin at the end of June 2022, early July 2022.
MISSION CITY BASEBALL (MCB) SUMMER CLINIC
MCB is partnering with Game Speed Athletics once again to offer a four-week summer clinic for youth ages 3 to 14. The program will teach fundamental concepts and focus on technique using activities that build on each other and help gradually increase the participant’s ability to play the sport all while having fun.

YOUTH BASKETBALL SUMMER 2022
The Summer season will serve ages 7 to 16 and run from June 2022 to August 2022, with weekday practices and all games played on Saturdays. Interested participants may continue to enroll through the end of June 2022, and will be placed on a team at the discretion of the Recreation and Community Services Sports staff.

The Summer league will boast a newly resurfaced wood floor at Recreation Park. Periodic wood floor maintenance is an important component in keeping a safe playing surface. The seal not only protects the wood but also provides tack which eliminates slipping and potential injuries.
FITNESS & COMMUNITY CLASSES
Fitness and Community Classes have resumed. All programs will continue to adhere to the current Los Angeles County Department of Public Health Protocols until further notice.

LOPEZ ADOBE HAPPENINGS
Tours of the Lopez Adobe will resume this month with self-guided tours on the fourth Sunday of the month from 1 pm to 4 pm. Guided tours can be requested by calling the Recreation and Community Services Office at (818) 898-1290, but vary depending on the availability of the volunteer docents.

TEENS FOR A BETTER COMMUNITY (TBC)
On May 25, 2022, a ceremony was held to recognize all the hours of hard work the TBC teens have provided during special events, weekly meetings, and other projects that provide leadership development and character building opportunities. Certificates of appreciation were distributed, courtesy of Assemblywoman Luz Rivas.   
 
TBC participants are preparing for the upcoming Summer Camp Counselor-in-Training Program in preparation for Day Camp. Applications are available at Las Palmas Park for current 9th – 11th grade students.

TUTČINT YOUTH EMPOWERMENT PROGRAM
Tutčint Youth Empowerment continues to meet regularly to provide Academic Support/Tutoring to youth. The program is open to youth ages 12-17 years in the northern San Fernando Valley, and all services are FREE.

SENIOR ACTIVITIES
A variety of programs and activities are offered at Las Palmas Park for older adults. Programs include educational, social, creative, musical, and physical activities in group settings that encourage personal interactions, regular attendance, and community involvement. Activity programs are a potential means to reduce social isolation among older adults. There is strong evidence that participating in these types of programs improve mental and physical health, reduce loneliness and social isolation, and improve overall well being and quality of life.

BACK BY POPULAR DEMAND: THE SENIOR EXPO!
This free event was held at Las Palmas Park on May 20, 2022. Participants enjoyed goodies and refreshments, valuable information from a variety of vendors and exhibitors, health screenings, raffles and giveaways, exercise demos, and fabulous entertainment. Seniors were thrilled to be back and look forward to next year’s event!

TRAFFIC ENFORCEMENT DETAIL
Areas within the City that have been identified as needing focused traffic enforcement continue to receive the much-needed attention by the Traffic Enforcement Details. 

Chief Valdez authorized the following traffic enforcement operations:

  • May 4, 2022 - This operation focused on pedestrian safety and Officers issued nine citations for drivers failing to yield to pedestrians
  • May 5, 2022 and May 17, 2022 - These two operations focused on the primary collision factors that cause accidents and reckless driving. The results of both of these operations yielded 10 citations for serious violations, including some for driving without a license, and two vehicles were impounded.

These operations will continue in order to address the growing need of the community and to ensure safe streets for everyone.
CATALYTIC CONVERTER THEFT OPERATION
On May 5, 2022, Police Officers conducted an overnight catalytic converter theft operation with the focus of catching thefts in progress. During the operation, Officers arrested one subject for possession of burglary tools. An additional subject was arrested for possession of stolen property, narcotics, and drug paraphernalia. These focused operations will continue in an effort to thwart and minimize the menace of reoccurring thefts of catalytic converters in San Fernando.
ALCOHOLIC BEVERAGE CONTROL (ABC) DECOY OPERATION
On May 4, 2022, Detectives and Patrol Officers joined with California ABC Agents to conduct a minor decoy operation. The operation is conducted periodically under the Department ABC Alcohol Policing Partnership Grant to assure compliance of retail sellers of alcohol and prevent sale to underage youth. As a result of this operation, one licensee was cited for selling alcohol to the minor decoy. Several other businesses were visited and were not cited as a result of their compliance with licensee regulations and compliance with the law. The Police Department will continue these operations in June 2022 and is grateful for its partnership with the ABC.
NOTABLE ARREST MADE BY NEW OFFICERS
On Friday, May 6, 2022, at approximately 3:25 am, two of the Police Department's newest Patrol Officers, Officer Lopez and Murillo, were working uniformed patrol driving on Fourth Street near Brand Boulevard when they observed a green 2007 Toyota Yaris commit a traffic violation. A third officer, Officer Talbot, who also recently joined the Department, responded to assist them with this stop.

Based on the circumstances of the stop and with the consent of the vehicle owner, the Officers conducted a search of the vehicle and observed a small khaki bag on the floorboard of the driver’s seat with the butt of a black handgun protruding from the large pocket of the bag. The weapon, a loaded black and grey semi-automatic Smith and Wesson handgun, was recovered and the suspect (a convicted felon) was arrested for being in possession of a gun, as well as other charges.

The District Attorney’s Office filed charges on the suspect. The Department is grateful for the Officers' diligent and proactive efforts which took another gun off San Fernando streets. Great job to these three new Officers!
CHAT WITH THE CHIEF
Police Chief Valdez is continuing his new community outreach program called Chat with the Chief. This new program provides an opportunity for members of the community to have a casual conversation with Chief Valdez and San Fernando Officers and will help to strengthen trust and increase transparency with the community and the Police Department. Chief Valdez will continue to hold these meetings bi-monthly in English and in Spanish to engage with San Fernando's Spanish speaking community.

SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
The City is making great progress with building the infiltration system at Recreation Park, which involves intercepting stormwater that would normally flow directly into the Pacoima Wash and diverting it to an infiltrating basin under the baseball field. The first half of the concrete slab foundation for the subsurface storage system will be poured in early June 2022 by the City’s contractor, Ortiz Enterprises, Inc. The laying of drainage pipe continues along Jessie Street, between Fifth Street and Glenoaks Boulevard. Additionally, a diversion structure is being completed on First Street adjacent to the park.

TREE PLANTING IN SAN FERNANDO
On May 14, 2022, 16 native trees were planted on Fourth Street, between Orange Grove Avenue and Lazard Street. These plantings are part of the City's continuing project, “Calles Verdes,” and will add much needed shade to these beautiful streets. PICO STREET IMPROVEMENTS
The City’s contractor, Hardy and Harper, completed the street rehabilitation along Pico Street, between Brand Boulevard and Kalisher Street. The project included repaving of the street, sidewalk repairs, and curb ramp upgrades. Funding for this project was obtained through a grant from the Community Development Block Grant (CDBG).
UPPER RESERVOIR REPLACEMENT PROJECT
Construction work to replace one of the City’s reservoirs is expected to begin in mid-July 2022. The City has contracted Pacific Hydrotech to perform the work that will involve the demolition of the existing one million gallon reservoir with a new 1.1 million gallon reservoir. Funding for this project was obtained through a grant from the California Department of Water Resources (DWR).

CLIMATE ACTION AND RESILIENCE PLAN
The City received four proposals from consultants interested in preparing the City’s first Climate Action and Resilience Plan (CARP) and associated environmental document. Staff is reviewing all four proposals and will provide a recommendation to City Council on July 5, 2022 for the most qualified team to prepare Phase 1 of the CARP. The CARP will provide a roadmap that outline specific activities that the City will undertake to reduce greenhouse gas emissions and to adapt to climate change. The CARP will be completed in two phases. Phase 1 involves data collection and analysis of Greenhouse Gas (GHG) Emission Inventory and a Vulnerability Assessment. Phase 2 will be completion of the CARP that will build upon the information gathered in Phase I. Phase 2 will focus on identifying specific activities that the City can achieve with the greatest GHG emission reductions in the most cost effective manner, and include strategies for climate adaptation and resilience.
SPRING WEED ABATEMENT
In an effort to keep San Fernando neighborhoods neat and clean, the City will implement the Spring Weed Abatement Program. Throughout June 2022, City staff will conduct property inspections, focusing on public nuisances of overgrown vegetation and storage in the front and side yard. Please help keep San Fernando clean by removing overgrown vegetation, weeds, and rubbish.
DOWNTOWN MASTER PLAN
On June 9, 2022, the City released a Request for Proposals (RFP) seeking qualified consultants to prepare the City’s Downtown Master Plan with a focus on completing a Downtown Vision, which is the first step towards development of a Downtown Master Plan. This visioning process gives residents, business owners, property owners, local organizations, and other stakeholders the opportunity to express ideas about the future of San Fernando Downtown, and help set goals and priorities for economic development. The visioning effort will focus on identifying the community’s desired level of Downtown economic vibrancy, what type and intensity of development is required to achieve that, and the related consequences/impacts. As part of the visioning effort, an economic and fiscal evaluation will be conducted to determine an Economic Vitality Strategy appropriate for Downtown San Fernando into the future.

Through a series of meetings, workshops, surveys, and growth-scenario comparisons facilitated by the City, participants (residents, business owners, property owners, and other stakeholders) will create a Downtown Vision that reflects the community’s goals and priorities and describes how the Downtown area should look and feel in years to come. The Downtown Vision will help shape and cultivate a sense of place, and buy-in for future land-use decisions and regulations. The Downtown Vision will outline the community’s vision, mission, and goals for San Fernando Downtown, and identify strategies and specific actions to achieve the goals.

SMOKE FREE MULTI-UNIT HOSING ORDINANCE
To protect and promote public health, the City Council adopted a Smoke-Free Multi-Unit Housing Ordinance on June 6, 2022. The Ordinance will be effective on July 7, 2022. This is a proactive step to prevent or eliminate secondhand smoke from infiltrating living spaces. The Ordinance will balance public health needs with the needs of individuals who smoke due to recreational uses and addiction by creating a phasing plan for current smokers to transition to no smoking inside their units. The Ordinance would be applicable to two or more units and would ban smoking in all new construction and new leases of multi-family units, and a phasing plan for all existing multi-family units to transition to no smoking.

WATER BILLS
If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

  1. By Mail: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
  2. Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.
  3. AutoPay: Available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

IN PERSON MEETINGS ARE BACK!
At their regular May 2, 2022 meeting, the City Council presented City Clerk Julia Fritz with a Proclamation Declaring the week of May 1 - 7, 2022 as Professional Municipal Clerks Week. 

What does the City Clerk do? “The City Clerk is the local official who administers democratic processes such as elections, access to city records, and all legislative actions ensuring transparency to the public. The City Clerk acts as a compliance officer for federal, state, and local statutes including the Political Reform Act, the Brown Act, and the Public Records Act. The City Clerk serves the Mayor, the City Council, the City Manager, and all Administrative Departments working diligently on many loose ends of city administration. Its work is not spectacular, but it demands versatility, alertness, accuracy, and no end of patience."

Conducting City Council and Commission meetings in-person in the Council Chambers (117 Macneil Street, San Fernando) have resumed. Meeting attendees will be required to wear face coverings and practice social distancing while in the Council Chambers. PLANNING AND PRESERVATION COMMISSION
The regular meeting of the Planning and Preservation (P&P) Commission scheduled for June 13, 2022 has been cancelled. The P&P Commission will resume its regular meeting on July 11, 2022.

TRANSPORTATION AND PUBLIC SAFETY COMMISSION
The next regular Transportation and Public Safety (T&PS) Commission meeting is scheduled for July 6, 2022, at 6 pm.

SAN FERNANDO CITY HALL
Effective January 3, 2022, San Fernando City Hall reopened to the public Monday through Thursday, from 7:30 am to 5:30 pm; and Fridays, from 8 am to 5 pm.

SAN FERNANDO POLICE DEPARTMENT
  1. Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
  2. Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
  3. Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
  4. Court Commitment Services has resumed: Call the Police Department to schedule.

RECREATION FACILITIES
Outdoor recreation programming and services have resumed at City parks with the condition that the current County of Los Angeles Health Officer Order and Protocols are observed.
