CITY HOSTS ANNUAL PET VACCINATION, MICROCHIP AND LICENSING CLINIC
The City of San Fernando and the Los Angeles County Department of Animal Care and Control co-hosted this annual low-cost event on June 22, 2019, from 9 am to 2 pm, in the City Hall parking lot. The purpose of the event was to provide health check-ups and vaccines that protect cats and dogs from diseases, to issue or renew pet licenses, and to implant microchips. Thirty-six rabies vaccines and 40 total other (FVRCP, Bordertella and DHLPP) vaccines were administered. Eight new dog licenses were issued, nine licenses were renewed, and 24 microchips were implanted. The Community Development Department thanks staff from Recreation and Community Services and Public Works Departments for facilitating this event to make these services more accessible to the community.

CITY HOSTS EXHIBIT AT URBAN LAND INSTITUTE'S URBAN MARKETPLACE AT BANC OF CALIFORNIA STADIUM
Staff from the Planning Division hosted an exhibit at the Urban Land Institute’s Urban Marketplace on June 6, 2019, at the Los Angeles Football Club Banc of California Stadium. Also attending were Councilmember Antonio Lopez, and City Manager Nick Kimball.
The Urban Marketplace is ULI’s premier annual event that brings together developers and cities to forge partnerships and identify real estate investment opportunities with a goal to, “Make a deal, make a difference.” The event was an opportunity for San Fernando to showcase its local enterprises, the award-winning San Fernando Corridors Specific Plan, the public transit investments of the East San Fernando Valley Transit Corridor, and development opportunities to developers and deal makers.

The Planning and Preservation Commission held a Planning Commissioner Training workshop created by the American Planning Association at its July 2, 2019 regular meeting.

MEASURE A COMMUNITY ADVISORY COMMITTEE
On November 19, 2018, the City Council approved the formation of a Measure "A" Community Advisory Committee to review the Annual Measure "A" Report and provide general recommended budget priorities for the use of Measure "A" funds during the annual budget process.
The committee will be made up of two residents, up to two business owners, up to two labor representatives, and one at large member. The Committee is expected to meet at least twice per year. Anyone interested in serving the community on the Measure "A" Community Advisory Committee is encouraged to apply. Applications can be found on the City website (

Simplify your life and avoid late fees at the same time by signing up for AutoPay and have your Water Bill debited directly from your account automatically. There is no charge to you from the City, but some financial institutions may charge a fee for electronic fund transfers (ask your bank regarding any possible fees). You may also pay your Water Bill in person at City Hall; acceptable payment methods include cash, check, and debit card ($1.50 processing fee for debit card transactions). SAN FERNANDO POLICE DEPARTMENT HOSTS 2019 NATIONAL NIGHT OUT
On August 6, 2019, from 6 pm to 9 pm, the San Fernando Police Department, in partnership with Neighborhood Watch and the San Fernando Police Advisory Council, will host the annual National Night located in the Civic Center parking lot located at the corner of First Street and N. Maclay Avenue. Here are some exciting updates on this event:
- Host of Ceremonies: Lydia Pantazes Garcia, TV Reporter for Spectrum News
- Local Officials: US Congressman Tony Cardenas, State Senator Robert Hertzberg, State Assemblymember Luz Rivas, Mayor Joel Fajardo, San Fernando City Councilmembers, and San Fernando Chief of Police Tony Vairo
- Special Appearance: Actor of TV and Film, Jacob Vargas, star of the current hit television show on Netflix, Mr. Iglesias
- Entertainment: Honey County, a nationally acclaimed country band that recently performed at Stagecoach and the Country Music Festival in Nashville; San Fernando Mariachi Program; Go Country 105FM Street Team; and Entrusted will return to close out this special evening with a mini concert.

LAW ENFORCEMENT TORCH RUN
On June 5, 2019, SFPD joined forces with the Los Angeles School Police and Department of Motor Vehicles Investigators to carry the Special Olympics Flame of Hope throughout the City of San Fernando. The team also included our City Manager Nick Kimball and Deputy City Manager Tim Hou, along with other city staff.
The Flame of Hope was carried 2.6 miles along the streets of San Fernando. Team San Fernando accepted the Flame of Hope from the Los Angeles Police Department Mission Division team runners in front of O’Melveny Street Elementary School, where the staff and students feverishly cheered them on motivating them for this great cause. The run continued along its route past San Fernando Middle School, where middle school students lined Brand Boulevard; past a third school, Morningside Elementary School, where students stood on the playground chanting Gerardo's (the Special Olympics Athlete) name, and giving great ovation to the Team San Fernando runners; and finished by following the route along Maclay Avenue where it eventually made its way through the San Fernando Mall from San Fernando Mission Blvd.
Thank you to all who made this event possible, especially Sergeant Irwin Rosenberg and Team Captain Walter Dominguez, whose combined leadership helped raise over $8,000 in support of Special Olympics Southern California, SFPD's largest contribution in the four years participating in the Torch Run.
Additional thank you to the runners, support personnel, Reserve Police Officers, and sponsors who contributed to this event. A special thank you to the Los Angeles Fire Department for presentation of the US Flag, Rydell Automotive for the Hospitality Tent at end of run and again to the students, staff and principals at Morningside Elementary School, O’Melveny Elementary School and San Fernando Middle School who cheered and encouraged Team San Fernando.

TRAFFIC ENFORCEMENT UNIT (TEU) CONDUCTS SOBER GRADUATION DETAIL AND NETS TWO DUI ARRESTS
On June 7, 2019, the TEU conducted selective enforcement to combat impaired driving. Detective Hector Torres, Field Training Officer Jeffery Pak, Officers Alex Licea and Kevin Wilmott, in addition to on-duty personnel Sergeant Peter Aguirre and Officer Brittney Najera began the detail at 6 pm and concluded at 2 am. The detail made a total of two DUI arrests and issued two citation for the following violations: unlicensed driver and driving on a suspended license. Great job by our traffic enforcement unit continuing to keep the streets of San Fernando safe.

TRAFFIC ACCIDENT INVESTIGATION LEADS TO RECOVERY OF STOLEN GUN AND NARCOTICS
On June 8, 2019, at approximately 8:15 am, Sergeant Brian Woodward and Officers Ernesto Esquivel, Michael Delgado, Art Lesmez, and Daniel Delgado responded to the area of Coronel St and South Huntington St regarding a traffic collision that just occurred. As officers arrived, they learned that the male driver placed something in a near-by trash can immediately after the accident. Officers detained both the male driver and a female passenger, searched the trash can, and recovered a loaded Glock handgun that had been reported stolen.
Further investigation revealed the male driver was a “San Fer” gang member with a suspended license and had a NO BAIL warrant for his arrest. The female was found to be in possession of heroin and provided false information to the officers. Additionally, a nitrous oxide tank was located in the vehicle and subsequently seized. Both the driver and passenger were arrested and the vehicle impounded. Another gun recovered and dangerous felon taken off the streets by SFPD!

ANNUAL STREET RESURFACING PROJECT FY 2018-2019
On June 19, 2019, the City received five bids for the Annual Street Resurfacing Project. Staff is currently reviewing the bids and plans to recommend an award of contract at the July 15, 2019 City Council meeting. The streets that form part of the project are:
- North Lazard Street between Fourth Street and Glenoaks Boulevard;
- Alexander Street between Library Street and Lucas Street;
- North Workman Street between Glenoaks Boulevard and Seventh Street; and
- Lucas Street between North Workman Street and Orange Grove Avenue.
Work includes street repaving, sidewalk and curb and gutter repairs, water main upgrades and sewer main repairs. Contact the Public Works Department for additional information: 818.898.1222.

2018 WATER QUALITY REPORT
The 2018 Water Quality Report has been mailed to all customers in the City and is also available online. The Water Quality Report informs customers about the quality of the drinking water, where it comes from, what it takes to deliver water to your home, and the importance of protecting drinking water sources. The City is pleased to announce that San Fernando’s water meets or exceeds all state and federal drinking water standards.

NITRATE - ION EXCHANGE SYSTEM INSTALLATION PROJECT UPDATE
Water Well 7A has been back on-line for nine months and immediately increased the production of quality groundwater by 900 gallons per minute (GPM) which has eliminated the need to purchase imported water from the Metropolitan Water District. Prior to bringing Well 7A back online, the City had only two active wells pumping at 2,505 gpm. With the addition of Well 7A, three City wells are active and pumping at 3,405 gpm. The City will now focus on bringing Well 3 back online so that the City’s water infrastructure is running efficiently and at full capacity.

NEW HORIZONS PARTNERSHIP
The City's partnership with New Horizons Serving Individuals with Special Needs began in early June offering classes at Las Palmas Park and Rudy Ortega Park. The goal of the organization is to integrate their participants into the community while catering to their needs. June was the test-run and programming ran smoothly; this month classes will open to the community free of charge. Interested participants can register with the department office and may call 818.898.1290 for more information.

SUMMER DAY CAMP
The Summer Day Camp program started its first day of camp on June 17, 2019, with 115 campers registered for Week One. Currently there is a wait list for all age groups.
The campers have participated in various activities such as arts & crafts, science, sports, swim, and a field trip to Pacific Park at the Santa Monica Pier. The Summer Day Camp Program offers a free Summer Lunch that is being provided by the County of Los Angeles Department of Parks and Recreation. The free lunch is available for youth, ages 0 to 18, and will be served through August 2, 2019, at Recreation Park. Campers and the community (ages 0-18) are invited to participated in this program. The Summer Camp Program will run through August 16, 2019.

ADULT BASKETBALL CHAMPIONSHIP GAME
Emotions ran high on June 17, 2019, during the Adult Basketball playoff and championship games. Congratulations to manager Robert Zuniga and Team Derek on their win! Fall season begins September 16, 2019.

MARIACHI MASTER APPRENTICE PROGRAM (MMAP)
- MMAP traveled to New Mexico to participate in the five-day Mariachi Spectacular de Albuquerque (MSA) Conference and Workshops on July 9, 2019. The Showcase Competition Concert will be in the Albuquerque Civic Plaza Amphitheater and provides an opportunity for musicians from around the country to perform for the people of Albuquerque in an open air theater free of charge for all to enjoy.
- MMAP will travel to Sacramento to participate in the Second Annual California State Fair Youth Mariachi Competition on July 20, 2019 and July 21, 2019. Youth mariachi bands from around the state are invited to participate on the PG&E Center Stage. This year MMAP will be including selected members from Los Tesoritos for a total of 50 participants.
- The City has received notification that the California Arts Council will award MMAP with $18,000 in funding for Fiscal Year 2019-2020.

SUMMER SPORTS HEROES
Summer Sports Heroes is a new six-week sports program that will feature a clinic-style introduction to Soccer, Fitness and Pickle Ball. Each sport and activity will run for two weeks, meeting three times a week, and each will take place at a different park.
