San Fernando Park (208 Park Ave., San Fernando): A smaller-scale mobile unit has replaced the SuperSite located at San Fernando Recreation Park. Pfizer vaccinations, including booster dose for eligible residents, are offered Tuesdays, Wednesdays, Fridays, and Saturdays from 8 am to 4 pm. No appointment required. COIVD Testing (Monday through Saturday), Free Wellness Checks (Tuesday, Wednesday, Friday, and Saturday), and Public Assistance Programs (Monday through Saturday) are also offered at this site.

San Fernando Community Health Center (732 Mott Street): On November 13, 2021, there will be a mobile vaccination clinic offering the Pfizer and Johnson & Johnson vaccines. Walk-ups are welcome. Residents may register online at MyTurn.ca.gov or call (818) 521-6348. .

Providence Community Health Vaccination Clinic at Vaughn International Studies Academy: There will be a mobile vaccination clinic every Monday, Wednesday and Friday. Residents may call (818) 847-3860 to schedule an appointment.

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on October 4, 2021, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

FALL SPORTS CLINICS

3 WINS FITNESS
The nationally recognized program, formally known as 100 Citizens, has returned to Recreation Park! The fall semester began on August 30, 2021, and participation has been steadily growing with more and more community members every week.
This semester the program is focusing on equipment-free exercises, using different techniques to provide participants with a full body workout. Program runs Monday, Wednesday and Friday, from 8:15 am to 9:15am, on the outdoor basketball courts at Recreation Park.

FITNESS & COMMUNITY CLASSES
Bringing Back the Fun! The Recreation and Community Services Department (RCS) is rolling out some of the classics this month to reintroduce indoor fitness and community classes.
Get into shape with Total Body Conditioning, Cycling and Zumba or come learn something new with the Line Dancing, Senior Music and Folklorico classes. Register today and join the FUN! All indoor classes will require temperature checks at the door and masks to be worn at all times while in the facility.

TEENS FOR A BETTER COMMUNITY (TBC)
This program provides opportunities for leadership, character building, and personal development of individual strengths and talents for high school students. Participants receive training by actively participating in community service activities, fundraising efforts, City-wide events and various recreational programs and projects.
The TBC participants will be volunteering their time at the following events:
- Upcoming Movie Nights at various City Parks; and
- Day of the Dead event on October 30, 2021, at Recreation Park.

PARENT AND ME PAINTING CLASS
Layne Park hosted a Parent and Me Paint Class on Saturday, September 18, 2021. Each child teamed up with a parent, grandparent, or guardian and participated in a step-by-step painting class. Each participant received all the supplies needed to create a master piece and got to keep their work of art as a memento.

SENIOR RAFFLE WINNER
Seniors have the opportunity to enter in a quarterly raffle by completing a word puzzle which is then entered into a drawing. Gloria Morales was one of three winners selected in September 2021. She came in to Las Palmas Park to claim her prize and pose for a picture.

NATIONAL NIGHT OUT 2021
On October 5, 2021, the Police Department hosted its annual National Night Out event on Macneil Street (between First St and Second St). Over 800 community members attended this annual event, including: the host of ceremonies, Lynette Romero (KTLA Channel 5 News Anchor) and Emilio Rivera (star of FX's Myans M.C.); Entertainment by Mariachi Tesoro de San Fernando; special guest speakers Congressmember Tony Cardenas, Senate Majority Leader Robert Hertzberg; Mayor Sylvia Ballin, Vice Mayor Mary Mendoza, and Councilmembers Cindy Montañez, Hector Pacheco, and Celeste Rodriguez. The evening also included special presentations to Chief Anthony Vairo who is schedule to retire at the end of December 2021. This was truly another community event where all City resources were available to our community.

OFFICE OF TRAFFIC SAFETY (OTS) ENFORCEMENT OPERATION
On September 15, 2021, Sergeant Dominguez, Officers Diaz and King, and Desk Officer Ruvalcaba conducted a OTS grant sponsored pedestrian enforcement operation on N. Maclay Ave at Second St, Third St and Lucas St, respectively. During the operation, Sergeant Dominguez walked across the street in the marked crosswalk and identified drivers who failed to yield for him. The overall operation netted 10 citations for failing to yield to a pedestrian in a marked cross walk. The Police Department reminds drivers to be cautious when approaching cross walks and to always be alert for pedestrians. Drive safely San Fernando!

POLICE OFFICERS PERFORM CPR ON OVERDOSE VICTIM
On August 28, 2021, at approximately 2:00 am, Sergeant Yoo and Officer Rodriguez responded to a residence regarding a male who had overdosed and was unconscious. Upon their arrival, responding officers immediately administered two doses of NARCAN, however the male subject had no pulse. Sergeant Yoo and Officer Rodriguez began performing CPR on the male until the Los Angeles Fire Department (LAFD) arrived. Shortly after LAFD's arrival, the male subject regained consciousness and was able to walk under his own power to the ambulance. The quick response of responding officers, coupled with their training and composure, saved a life. Excellent work to both Sergeant Yoo and Officer Rodriguez!

OFFICER INTERRUPTS VEHICLE BURGLARY IN PROGRESS
On September 18, 2021, at approximately 2:15 am, Officer Najera attempted to stop two males on bicycles that were tampering with a parked vehicle. The suspects fled and Sergeant Yoo and Officers Zibli, Rodriguez, Silva, and Raygoza responded to assist. As the two suspects rode in different directions, one (a male juvenile) was apprehended and arrested for tampering with a vehicle and obstructing an officer. During the subsequent search of the suspect's backpack, officers located two wallets, three laptops, and two pairs of Nike shoes. Officers located the rightful owners of the property and determined that the suspect had burglarized three vehicles and stole the property belonging to four victims.
Thanks to the diligent work of the responding officers, a vehicle burglary suspect was arrested and the stolen property was returned to the four residents. Excellent work team!

POLICE DEPARTMENT AWARDED GRANT FROM CALIFORNIA ALCOHOLIC BEVERAGE CONTROL (ABC)
The Police Department has been awarded a new grant from ABC to continue the education of retail sellers of alcoholic beverages and focused enforcement to prevent underage use of alcoholic beverages by minors. This $32,000 grant allows the Police Department to conduct inspections of restaurants, retail stores and breweries serving alcoholic beverages. In addition, the grant makes it possible to conduct additional driving under the influence enforcement details, specialized training for officers, and increased enforcement during some school holiday periods focused on teenage parties involving illegal consumption of alcoholic beverages. The minor decoy and shoulder tap operations will also continue with this funding through June 30, 2022.

SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
On September 21, 2021, the City Clerk received 11 bids for the San Fernando Regional Park Infiltration Project. Staff will be analyzing the bids and expect to award a contract in November 2021. The project consists of a regional stormwater infiltration project within Recreation Park (located at 208 Park Ave) that will divert up to 130 million gallons of runoff from entering the Pacoima Wash. This water will be redirected to Recreation Park and infiltrated into the ground to recharge the groundwater basin. Sections of Jessie Street and Park Avenue will also be repaved as part of this project to start construction in April 2022.

NO OVERNIGHT PARKING SIGNS
The City installed No Overnight Parking signs at all of its Public Parking Lots. The sign restricts vehicle from being parked between the hours of 2 am to 5 am.

CALLES VERDES TREE PROJECT
The City, through its partnership with TreePeople and many community volunteers, planted 10 trees in parkways along Library St on September 25, 2021. Future events will include planting 86 trees on Fifth St on October 16, 2021, October 23, 2021, and November 18, 2021.

SAFE AND ACTIVE STREETS PROJECT
On September 25, 2021, the City’s project team for the Safe and Active Streets Project held an community outreach event at the San Fernando Mall street closure. Over 100 community members met with the team and provided comment cards to respond to the design concepts being prepared for improvements to streets and sidewalks. The project team will take these comments in and modify the conceptual plans to share with the community at future events. The City is very thankful to our community members for being so involved in this project every step of the way. There is more information to come in future City Manager reports.

WATER BILLS
The City of San Fernando WILL NOT be disconnecting any customers’ water and WILL BE waiving all late fees due to limited access to City Hall. If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:
- By Mail: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
- Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.

The Parks, Wellness and Recreation (PWR) Commission held a Special Meeting on Tuesday, September 21, 2021. Items discussed included consideration to approve a Mural Application and updates on the Department including programming, re-opening efforts, and the response to COVID-19.
The regular PWR Commission meeting scheduled for October 12, 2021 was cancelled.

SAN FERNANDO CITY HALL
Effective April 19, 2021, San Fernando City Hall reopened to the public Monday through Thursday, from 7:30 am to 5:30 pm. City Hall will remain closed on Fridays and certain services will be by appointment only until further notice.
SAN FERNANDO POLICE DEPARTMENT
- Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
- Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
- Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
- Court Commitment Services has resumed: Call the Police Department to schedule.
RECREATION FACILITIES
Limited outdoor recreation programming and services have resumed at most of the City parks with the condition that the County of Los Angeles Protocols for Organized Activities are implemented. Las Palmas Park and Recreation Park are currently offering limited indoor recreational programs and services.
All visitors to City facilities must adhere to the County of Los Angeles Department of Public Health guidelines for physical distancing and wear a cloth face covering to help slow the spread of COVID-19 (Coronavirus) in our community.
We strongly encourage the public to continue to conduct business with City Hall via telephone and email.
