REPORT ILLEGAL FIREWORKS
Fireworks are Illegal in the City of San Fernando! Violators may be fined up to $3,000. The City has two methods to report and document the use of fireworks in progress in your neighborhood:

The City will be conducting a prevention campaign through social media to educate our residents about the dangers and illegality of setting off fireworks. In addition to these efforts, the Police Department will be conducting undercover operations prior to, during, and after the 4th of July holiday to catch individuals in the act of discharging these illegal fireworks. As illegal fireworks is one of the largest complaints from the community, the Police Department remains committed to preventing these dangerous and disturbing acts.

RECREATION SCHOLARSHIP PROGRAM
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance will be available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. FIRST-TIME HOMEBUYERS
LOAN PROGRAM
San Fernando residents qualify for first-time homebuyers loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

HAPPENINGS AT THE LOPEZ ADOBE
On May 20, 2023, the Recreation and Community Services (RCS) Department hosted a reiki workshop and yoga demonstration at the Lopez Adobe. Participants learned about the health benefits of yoga, lava stones and essential oils and were able to take home a lava stone bracelet. The Theodore Payne Foundation was also on site offering fire safety information and giving away packets of poppy seeds to all in attendance.
In June 2023, the Lopez Adobe will light up in honor of Pride Month. The house will open on June 24, 2023, from 6 pm to 9pm, with tours, rummage sale and snow cones and a special musical performance by the local band Tough Front. Free pride-inspired giveaways to the first 50 visitors!

ADULT BASKETBALL SPRING LEAGUE
The inaugural season came to an exciting end on May 31st as The Nonooks and Team Loading played for the title of season champions. Emotions ran high but in the end it was Team Loading that came up on top. Congrats to the Champs!

MISSION COLLEGE CENTER FOR ADVANCED TRANSITION SKILLS (CATS)
RCS partnered with Mission College and the Center for Advance Transition Skills as a job training site for their students. During the Spring semester, students reported to work at Recreation Park, Monday through Friday, for two hours. Their assignment included training in facility maintenance, event preparation, and checking in/out for their shift. Staff hosted a luncheon for the student workers on June 1, 2023, to culminate their internship with the Department. RCS hopes to continue partnering with Mission College and CATS in the future.

EDUCATION COMMISSION SCHOLARSHIP CEREMONY
2023’s Education Commission Scholarship Award Ceremony saw 12 high school seniors receive scholarships totaling $6,350. The ceremony took place at Rudy Ortega Sr. Park in the outdoor amphitheater. Prior to the ceremony, all were invited to mingle and enjoy delicious appetizers and light fare. The program was hosted by the Education Commission and included guest speakers such as Mayor Celeste Rodriguez, Vice-Mayor Mary Mendoza, and Councilmembers Mary Solorio and Joel Fajardo. Each of the awardees had the opportunity to speak to those in attendance which included family members and their respective school administrators. This was truly a momentous achievement for each student which will help set them on their way to realizing their educational goals.

VOLUNTEER INCOME TAX ASSISTANCE (VITA) CLINIC
California State University at Northridge's (CSUN) VITA Clinic served 353 community members this tax season. The professionally trained volunteers from CSUN prepared and electronically filed federal and state income tax returns at Las Palmas Park, on Fridays and Saturdays, from January 2023 through April 2023. The program is scheduled to return next tax season.

SENIOR EXPO
The annual Senior Expo was held at Las Palmas Park on Friday, May 19, 2023. As always, plenty of vendors and exhibitors were onsite to provide valuable information and free health screenings to participants. A delightful continental breakfast was provided as well as lunch. Various raffle prizes were provided, courtesy of event sponsors, and of course no Expo is complete without great dance music! This year’s live entertainment was provided by the Susie Hansen Latin Band.

FAMILY HIKING PROGRAM
Approximately 40 participants registered for this free hiking activity at Malibu Creek held on Saturday, May 20, 2023. The weather was perfect for this lovely nature hike which included transportation, lunch, and educational workshops on keeping trails clean and how to preserve them for the next generation to enjoy. This hiking activity was a great opportunity to get outdoors and enjoy being active. Be on the lookout for more family hikes coming soon!

MEMORIAL DAY CEREMONY
Over 200 people attended the Memorial Day Ceremony hosted at the American Legion San Fernando Post 176 on May 29, 2023. Dignitaries such as Congressmember Tony Cardenas, Senator Caroline Menjivar, and Los Angeles County Board Supervisor Lindsey Horvath were in attendance. Free lunch was provided to participants beginning at 12:30 pm. This special event was held to honor the service and sacrifice of the members of the United States Armed Forces. The National Moment of Remembrance was held at 3:00 pm.

NATURE ADVENTURE & DISCOVERY CAMP PROGRAM
The RCS Department will host the Nature Adventure & Discovery Camp Program this summer where kids can escape the heat, smog and crowds of the city and step into the wilderness! Explore nature and have an adventure of a lifetime. The City is collaborating with UCLA UniCamp and YMCA Porter Ranch to host the Nature Adventure & Discovery Camp Program experience at Camp River Glenn or Camp Whittle in the San Bernardino Mountains. Space is limited to the first 30 campers per camp location. The camp program is free; however, a $50 (refundable) deposit reserves a slot for anyone interested in participating in the camp experience.
Campers may chose one of two dates:
- YMCA’s Camp Whittle (ages 8 to 15) – June 18, 2023 through June 24, 2023.
- UCLA’s Camp River Glenn (ages 10 to 17) – July 24, 2023 through July 29, 2023

FOCUSED PATROLS
- During the May 2023, Officers conducted multiple focused patrols in commercial areas throughout the City, the San Fernando Mall, the Mission City Trail, residential neighborhoods, and City Parks. Officers also conducted extra traffic details in the areas of Fourth Street and Orange Grove Avenue, the Mall District, Fifth Street and Arroyo Avenue, and Fifth Street and Fermoore.
- On May 10, 2023, at about 3:40 pm, Officers initiated a traffic stop on an individual who was speeding and driving recklessly on a motorized scooter. The driver ran several red lights near Truman Street and South Workman Street and then deliberately acted in a manner that presented a danger to other drivers. Officers initiated a pursuit that ended when the suspect stopped in the 13000 block of Van Nuys Blvd and fled on foot. The subject was later arrested without incident.
- On May 11, 2023, at 6:45 am, Community Service Officers responded to a call regarding illegally parked vehicles on Park Ave. Ten vehicles were cited and two were later stored.
- On May 13, 2023, at about 9:22 am, Officers responded to a shoplifting investigation in the 900 Block of San Fernando Road. The subject was later arrested.
- On May 14, 2023, at about 11:04 am, Officers responded to a call of a male subject yelling and making threats. The subject was later transported to Olive View Medical Center for a mental health evaluation.

OPEN HOUSE
The Police Department hosted its Second Annual Open House on Memorial Day, May 29, 2023, from 10:30 a.m. to 1 p.m. Approximately 150 members of the community visited the Police Facility and learned about its various specialties and divisions, including the K9 unit, Evidence, Firearms Training, and more.

COMMUNITY ACADEMY CULMINATION
The Community Academy concluded its series of sessions during in May 2023. An average of 11 participants joined each Community Academy meeting. Topics covered during the series included introductions to the Patrol Bureau, Records Bureau, the Police Department Reserve Officer Program, Explorer POST, Traffic Unit, and K-9 Unit. The Community Academy sessions will reconvene in Fall 2023.

SPECIAL OLYMPICS REGIONAL SWIM COMPETITION
Police Department personnel hosted the 2023 Special Olympics Regional Swim Competition on May 13, 2023, at the San Fernando Regional Pool Facility. Sworn and civilian members of the Department assisted with awarding medals to athletes.

PAROLE AND PROBATION COMPLIANCE OPERATION
In collaboration with the State Department of Corrections and Rehabilitation, the Police Department conducted a Parole and Probation Compliance Operation on May 22, 2023. The focus of operations was on sex offenders. One individual was arrested for violation of parole.

ALCOHOLIC BEVERAGE CONTROL (ABC) DETAILS
- On May 9, 2023, Detectives conducted an ABC Minor Decoy Operation during which minor decoys were deployed at various off-sale licensee establishments (where alcohol is purchased for consumption off site). Three adults received citations for selling beer to the decoys.

On May 18, 2023, the Police Department conducted Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) inspections of on-sale licensed establishments.
- On May 23, 2023, Detectives conducted a “Shoulder Tap Operation.” During this operation, decoys contacted nine individuals at various locations and asked for beer. Two adults supplied beer to decoys at two separate locations. They received misdemeanor citations.

"THE LINE"
The Police Department has hosted Day in the Life Film Director Timur Bootzin as he prepares to film a documentary, "The Line," highlighting the work of Police Officers.
In 2022, two San Fernando Police Officers were featured in episodes of the docuseries, "Day in the Life." "Day in the Life" was created to show the different professions and lifestyles that exist in the world. Each video was centered around a specific person and profession with an in depth view of what a typical day looks like for them.

Chief Valdez hosted his monthly Chat-with-the-Chief at Bodevi Wine and Expresso Bar on April 12, 2023. Topics of discussion included enhancing Neighborhood Watch and current crime trends.

PUBLIC WORKS ONLINE PERMIT COUNTER
The Public Works Department now has an Online Permit Counter!
Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
During June 2023, the contractor will be installing the new landscape around the park grounds. The final layer of the trench paving will also be applied along Park Avenue, Fifth Street, and Glenoaks Boulevard. Traffic delays and road closures may be expected during the course of this work. The contractor will also be prepping the baseball field to install the new infield mix. The park is expected to be reopened to the public in September 2023.

TREE CITY RECOGNITION

The City has been recognized as a Tree City for calendar year 2022 by the Tree City USA organization. This marks the 15th year that the City has received this recognition.
- The City has been awarded the Tree City USA Growth Award for 2022. The award is presented to participating Tree City USA communities that demonstrate higher levels of tree care and community engagement during the calendar year.

PEDESTRIAN FENCING GLENOAKS BLVD. BRIDGE PROJECT
Construction began in mid-May 2023 for the Pedestrian Fencing Glenoaks Blvd. Bridge Project. The project involves the construction of pedestrian fencing on the north and south sides of the Glenoaks Blvd. bridge over the Pacoima Wash, to provide enhanced safety to pedestrians. The City’s Contractor, CT&T Concrete Paving, has completed the installation of the tubular steel fence and has begun painting the existing bridge railing. Work is scheduled to be completed by mid-June 2023.

ANNUAL STREET RESURFACING PROJECT
American Asphalt South has started applying the slurry layer as the final layer of pavement treatment to the streets that form part of the project. Pavement markers and striping will be done in June 2023, once the slurry has had time to cure. Additionally, house numbers on the curb will be repainted within the projects limits.

UPPER RESERVOIR PROJECT
The City’s contractor, Pacific Hydrotech Corporation, continues to prepare the site for the demolition of existing reservoir. Traffic delays may be expected along Foothill Blvd. between Hubbard Ave. and the Sylmar Post Office during construction.

LAYNE PARK REVITALIZATION PROJECT
KASA Construction continues to work on the Layne Park Revitalization Project by preparing the park grounds for the installation of a new soccer field, a new half-basketball court, and the installation of a new restroom building. Additional improvements include an upgrade to the tot lot/play area and the installation of a walkway to make it easy for patrons to navigate the park.

A TOOL TO REDESIGN YOUR FRONT YARD LANDSCAPE
The Master of Landscape Architecture candidates at Cal Poly Pomona have created a valuable resource for the residents of San Fernando. Their remarkable endeavor, titled "Lawn Gone: Every Last Drop," involved an extensive research project. Taking into account San Fernando's unique climate conditions, neighborhood ambiance, local traditions, and design patterns, these students created 12 prototypical front yard designs for three distinct types of lots in San Fernando. These affordable designs showcase the use of drought-tolerant and climate-resistant native plant species. Catering to different lifestyles, they enable residents to revitalize their front yards without the need for a professional landscape designer.

HOUSING CREATES COMMUNITIES
In partnership with the Valley Economic Alliance, the City has installed street pole banners and bus shelter posters to support the Housing Creates Communities Campaign. The purpose of the campaign is to raise awareness among our residents for the critical need for more affordable housing units.

FENCE AND WALL HEIGHT
On April 10, 2023, the Planning and Preservation (P&P) Commission held a workshop on updates for walls and fences in residential zones. The P&P Commission expressed the desire to provide flexibility to residents while ensuring safety and aesthetic attractiveness of the neighborhoods and supported changes to the existing regulations. A draft amendment to the code was presented to the P&P Commission on June 12, 2023 for recommendation to City Council. Below is a short summary of the proposed changes.
- Increasing the permitted height of the front yard fence from 3 to 4 feet.
- Allowing decorative elements and gates to be higher than the fence.
- Allowing side yard fences within a front yard setback to be solid (view-obscuring).
- Allowing tubular iron fences for private schools in residential zones to be up to 8 feet.

OUTREACH FOR INDIVIDUALS EXPERIENCING HOMELESSNESS
On April 17, 2023, the City Council approved a contract with local non-profit, North Valley Caring Services (NVCS), for street outreach for unhoused individuals. The organization is known for their person-centered approach and was awarded “2020 California Non-Profit of the Year’” nominated by California State Assemblymember Adrin Nazarian (District 46). NVCS has direct experience providing services to communities surrounding San Fernando, such as Sylmar, Pacoima, Van Nuys, Granada Hills and more, which further demonstrates that the organization has a unique understanding of the current needs of the City’s homeless population.
How to Request Outreach:
If you ever come across an individual experiencing homelessness in the City and would like to request outreach, please follow these two steps:

Send an email to City staff at homeless@sfcity.org.

Submit a request to the Los Angeles Homeless Services Authority through LA-HOP at LA-HOP.ORG.
In both the email and request, please be sure to include pertinent information, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once both steps have been competed, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours. By reporting through LA-HOP, we can ensure that they receive the necessary assistance to transition into housing.

HELP KEEP SAN FERNANDO BEAUTIFUL AND SAFE
A “Help Keep San Fernando Beautiful & Safe” postcard was sent to all residents in the City asking everyone to help keep our residential properties beautiful and safe for their family and the community. The postcard encourages all residents to keep trash cans, large household items, portable canopies, abandoned or wrecked vehicles, and other unattractive items out-of-sight from the street to keep the San Fernando community beautiful. The postcard also encourages everyone to fix or remove broken fences or walls to keep the community safe. Please see postcard for more information.

IMPORTANT DATES FOR THE FISCAL YEAR 2023-2024 BUDGET PROCESS
The Fiscal Year (FY) 2023-2024 Budget development process will tentatively conclude on Tuesday, June 20, 2023 with Budget Adoption. Community and business members are invited to share feedback on the upcoming year fiscal priorities.

FISCAL YEAR 2023-2024 FEE SCHEDULE
On June 5, 2023, City Council adopted Resolution No. 8233 updating the fees accordingly for Fiscal Year 2023-2024. The purpose of charging user fees is to recover part, or all, of the cost of providing the service. In cases that costs are not fully recovered, the activity is being ‘subsidized’ by the General Fund.

The City offers a variety of payment options as follows:

By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.

Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.

AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).
The City of San Fernando WILL NOT be disconnecting any customers’ water and WILL BE waiving all late fees. If you are behind on your account, the City encourages you to set up a payment plan, if possible. If having issues paying your utility bill, significant resources are available via assistance programs for qualified residents:

STATE PROGRAMS: Low Income Household Water Assistance Program (LIHWAP): provides financial assistance to low-income Californians to help manage their residential water utility costs. Established by Congress in December 2020, this federally funded program helps low-income households pay down their outstanding residential water or wastewater bills. California has been allocated $116 million in one-time funding to provide LIHWAP assistance. - OTHER UTILITY PROGRAMS:

Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify. LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil. In addition to help with paying your energy bill, LIHEAP can also provide in-home weatherization services. To learn more about the LIHEAP program, visit the LIHEAP program overview.

SoCalGas recently announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

ONLINE RECORDS COUNTER
The City Clerk Department has launched a new feature to provide the ability to search for records through the Online Records Counter. The portal below provides instant access to public record documents that are available for instant viewing.
