SPECIAL MUNICIPAL ELECTION: MARCH 5, 2024
The Nomination Period to pull candidate nomination papers closed on Friday, December 8, 2023, at 5:00 p.m., for the City’s March 5, 2024 Special Municipal Election. There were three candidates that pulled and returned nomination papers by the closing of the nomination period, and all three candidates have qualified to appear on the March 5, 2024 ballot in the contest to fill the remaining term of the unscheduled Councilmember vacancy, expiring in November 2024.

WATER BILLS: NEW WATER RATES
Beginning January 1, 2024, water and sewer rates will be increasing, as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025.
February 2024 and March 2024 bills will be prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.

Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.

AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

STATE PROGRAMS: Low Income Household Water Assistance Program (LIHWAP): provides financial assistance to low-income Californians to help manage their residential water utility costs. Established by Congress in December 2020, this federally funded program helps low-income households pay down their outstanding residential water or wastewater bills. California has been allocated $116 million in one-time funding to provide LIHWAP assistance. Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify. LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil. In addition to help with paying your energy bill, LIHEAP can also provide in-home weatherization services. To learn more about the LIHEAP program, visit the LIHEAP program overview.

SoCalGas recently announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. RECREATION SCHOLARSHIP PROGRAM
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. HOLIDAY TREE LIGHTING
The City's Annual Holiday Tree Lighting Event was held at the San Fernando Mall on Saturday, December 2, 2023. The ambience was a holiday winter wonderland with falling snowflakes, holiday cheer and the hope to catch a glimpse of Santa. Rows of parked classic cars decorated in holiday lights added to the festive mood.
Participants enjoyed a train ride, arts and crafts at the Lopez Adobe “Santa’s Workshop”, holiday music and great entertainment including Los Tesoros de San Fernando and Los Tesoritos, the award-winning Mariachi Master Apprentice Program group. In addition, the Las Palmas Folklorico Program, the City of Los Angeles Community Choir, Vane Band and the Music Center of Los Angeles County also performed. And of course, the main attraction was the lighting of a 15-foot-tall Christmas tree to officially kicking off the holiday season.
Assemblymember Luz Rivas, Mayor Celeste Rodriguez, Councilmember Mary Solorio, and a representative from LA County Supervisor Lindsey Horvath’s Office were present to greet Santa as he pulled up in a classic 1950s police car. Families also enjoyed delicious treats from the food trucks and shopping from local vendors. All in all, this family-friendly event was a great way put everyone in a festive holiday mood.

SENIOR PROGRAMS

Senior Meals: In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals 5 days a week! Please call (818) 898-7340 for more information.

Senior Jewelry Making Workshop: Las Palmas Park hosted a free jewelry making workshop for seniors to learn how to use their creativity to design and assemble jewelry. All supplies and materials were provided at no cost and the three sessions were a hit!

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank monthly distribution was held on Monday, December 6, 2023, at Las Palmas Park, from 9 am to 11 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The January 2024 distribution date will be announced as soon as the Los Angeles Food Bank provides the information. HAPPENING AT THE LOPEZ ADOBE
- On November 24, 2023, Recreation and Community Services (RCS) staff hosted a private tour of the Lopez Adobe for Janet Loperona and guests. Mrs. Loperona is the great-great granddaughter of Valentin Lopez, brother of Catalina Lopez and the individual who built the Lopez Adobe in 1882.

- On December 2, 2023, the Lopez Adobe was lit up in celebration of the annual Holiday Tree Lighting event. This year, the Lopez Adobe was host to the City’s Santa’s Workshop with crafts and treats for all to enjoy, as well as games and photos with Santa inside the historical home.

POLICE BLOTTER
FOCUSED PATROLS
- On Wednesday, November 1, 2023, at 7:40 pm, a Police Officer responded to a report of a burglary from a motor vehicle in the 1100 block of San Fernando Road. During the investigation, the Officer learned that two unsecured, unregistered firearms had been stolen from the victim’s vehicle. A crime report was completed and the victim was issued a citation for improper storage of a firearm.
- On Thursday, November 2, 2023, at 6:15 am, Police Officers responded to a medical call for service in the 600 block of Orange Grove Avenue. Officers administered Narcan to the subject, and the Los Angeles Fire Department took over. The subject was subsequently transported to the hospital for medical care.
- On Saturday, November 4, 2023, at about 6:50 pm, the Communications Center received a call from Los Angeles County Sheriff’s Department’s Santa Clarita Station regarding a domestic violence incident that occurred in the 1900 block of Phillippi Street, but the involved parties were detained in Santa Clarita. San Fernando Police Officers responded to Canyon Country to conduct the investigation and two subjects were later arrested for domestic battery.
- On Saturday, November 4, 2023, at about 4:30 pm, a Police Officer responded to a report of a residential security camera being moved in the 1600 block of Second Street. Upon investigation, the Officer learned that the subject had stolen a ladder from his neighbor’s residence. The subject was later arrested for petty theft.
- On Sunday, November 5, 2023, at 10 am, a Police Officer responded to a report of a male subject being detained by security in the 1100 block of O’Melveny Street. The Officer learned that the subject had been following a female in the area, the female became frightened and contacted the Trinity Church Security Guard. The subject was detained by the security guard and subsequently arrested.
- On Tuesday, November 7, 2023, at 3 pm, a Police Officer responded to a report of suspicious activity in the 100 block of Huntington Street. Two subjects were detained and later arrested for attempted burglary.
- On Saturday, November 11, 2023, at 2:35 am, Police Officers conducted a traffic enforcement stop in the 1700 block of Truman Street. A male subject was arrested for possession of methamphetamine and drug paraphernalia.
- On Saturday, November 11, 2023, at 7 pm, Police Officers responded to a vehicle/pedestrian traffic collision at South Brand Boulevard and Truman Street. The pedestrian suffered minor injuries and was transported to the hospital for medical treatment.
- On Tuesday, November 14, 2023, at about 2:34 am, a Police Officer responded to an alarm activation in the 1400 block of Truman Street. On arrival, the Officer discovered that the front window of the business had been shattered and the window’s security gate had been damaged. A review of the CCTV footage by the Officer showed a male suspect smashing the store window, tying a rope or strap to the rear of his vehicle and the security gate and attempting (unsuccessfully) to remove the gate with his vehicle. The suspect then fled the area. At approximately 3:11 am, another Officer observed the suspect’s vehicle in the 14700 block of Rinaldi Street where the front window to another business had been shattered. The Officer attempted to contact the suspect who fled the area. Officers pursued the suspect’s vehicle, where it eventually stopped in the 700 block of Jessie Street. The suspect was subsequently arrested for burglary.
- On Tuesday, November 21, 2023, at about 9:40 am, a Police Officer responded to a call of a vehicle blocking a driveway in the 1100 block of Truman Street. While the Officer spoke with the subject, the subject admitted to stealing the vehicle in Glendale. The theft and registered owner of the vehicle were verified by Glendale Police Department and the subject, who was also in possession of methamphetamine, was later arrested for possession of methamphetamine, grand theft auto, and an outstanding warrant.
- On Wednesday, November 22, 2023, at about 5:36 pm, Police Officers responded to a report of a misdemeanor hit and run in the 1700 block of First Street. While responding to the call, Officers saw the suspect leave the scene. An Officer conducted a traffic stop of the subject, who was later arrested for misdemeanor hit and run, driving under the influence, and driving with a blood alcohol content of .08 or higher.
- On Saturday, November 25, 2023, at approximately 3:05 am, a Police Officer was patrolling the 700 block of Pico Street when he saw a suspect who was wanted for parole violation, as well as two additional outstanding warrants. Officers established a perimeter and found the suspect hiding in a shed. The suspect was subsequently arrested for the outstanding warrants.
- During November 2023, Police Officers conducted focused patrols in commercial areas, City parks, and along the Mission City Trail.

INITIATION OF CRIMINAL INVESTIGATIONS INTO "DRAG QUEEN STORY HOUR" PROTEST AT SAN FERNANDO COUNTY LIBRARY
On October 25, 2023, protesters gathered at the San Fernando County Library, expressing opposition to a "Drag Queen Story Hour" program. The Police Department has initiated criminal investigations and encourages the public to share relevant information. - On November 14, 2023, Acting Sergeant Talbot presented information on traffic collision investigations and Field Training Officer Robles provided information on how police officers identify individuals that are driving under the influence (DUI) of alcohol and drugs, along with how DUI investigations are conducted.
- On November 28, 2023, Acting Lieutenant Aguirre provided a presentation on the Department's Traffic Enforcement Team; Community Office Officer Padilla presented information on Parking Enforcement; Police Desk Officers Buckley and Avelar presented information on the Communications Division's 911 Call Center and the Jail; Reserve Captain Fandino presented information on the Police Reserve Division; and Reserve Sergeant Miranda provided information on the Explorer Post.

DOWNTOWN MASTER PLAN
The City of San Fernando is currently developing the Downtown Master Plan. Identified as one of the priorities in the City’s 2022-2027 Strategic Goals, the Downtown Master Plan will help guide the future development and revitalization of the City’s historic downtown area, which encompasses approximately 60 city blocks or 185 acres around San Fernando Road and Maclay Avenue.
While the City’s ultimate goal is to facilitate the long-term success of Downtown San Fernando as a thriving, vibrant, and resilient destination for both locals and visitors, the objectives of this planning effort will be to:
- Study Downtown San Fernando;
- Engage the San Fernando community;
- Develop a community-driven vision for Downtown San Fernando; and
- Recommend strategies for how to implement the community’s vision.

LOS ANGELES COUNTY RENT RELIEF PROGRAM FOR LANDLORDS
Discover the Los Angeles County Rent Relief Program, designed to assist local landlords impacted by the economic fallout of the COVID-19 pandemic. This program provides grants of up to $30,000 per unit to mom-and-pop landlords with up to four rental units. The aim is to prevent tenant evictions, sustain rental businesses, and ensure housing stability in the City.
Beginning in mid-December 2023, eligible landlords may apply at LACountyRentRelief.com. Register now for updates and access additional resources. Funds will be prioritized for those showing the greatest need, focusing on areas identified by the LA County Equity Explorer Tool and income levels at or below 80% of the LA County Area Median Income (AMI).

RESOURCE ALERT!
On November 6, 2023, the City Council approved a partnership with Home Again LA (HALA), a local non-profit. Beginning the second week of December 2023, HALA will provide essential resources and services to individuals and families at risk of homelessness, leveraging programs such as the United Way Rental Relief Program, SoCal Gas Program, and more.

OUTREACH FOR INDIVIDUALS EXPERIENCING HOMELESSNESS
To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

FIRST-TIME HOMEBUYERS
LOAN PROGRAM
San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

CONDITIONAL USE PERMIT FOR ALCOHOL SALES AT MIDNIGHT HOUR RECORDS
On November 13, 2023, the Planning and Preservation Commission approved a Conditional Use Permit and a Letter of Public Convenience or Necessity for a Type 40 Alcoholic Beverage Control (ABC) license to permit the sale of beer for on-site consumption during special events at the Midnight Hour Records store, located at 1103 San Fernando Road. Conditions of approval limited the number of events by 12 per year; restricted minimal age of attendees at 21 years old; requested that security personnel is present on site; allowed to consume beer only inside; and imposed a report in one year of the approval to ensure the compliance to the conditions. The project received over 60 written public comments from residents, most of them in favor of issuance the Conditional Use Permit.

HELP KEEP SAN FERNANDO BEAUTIFUL AND SAFE
A “Help Keep San Fernando Beautiful & Safe” postcard was sent to all residents in the City asking everyone to help keep our residential properties beautiful and safe for their family and the community. The postcard encourages all residents to keep trash cans, large household items, portable canopies, abandoned or wrecked vehicles, and other unattractive items out-of-sight from the street to keep the San Fernando community beautiful. The postcard also encourages everyone to fix or remove broken fences or walls to keep the community safe. Please see postcard for more information.

SAN FERNANDO REGIONAL PARK INFILTRATION SYSTEM
On November 8, 2023, a second job walk was conducted to assess the progress made on the street improvements and substructures along the infiltration system route. Notably, pavement markings and striping have been successfully installed on the repaved streets as part of this project.
As mid-December 2023 is approached, the 90-day plant establishment period will conclude, and staff is excited to soon announce the reopening of the park to the public. In the meantime, the community may enjoy access to the exercise equipment. Thank you for your patience and cooperation as San Fernando's public spaces are enhanced!

CITYWIDE TRAFFIC SIGNAL SYNCHRONIZAITON PROJECT
The City is thrilled to inform you that the Citywide Traffic Signal Synchronization Project is actively underway! From October 2023 to November 2023, the City's engineering firm is hard at work creating comprehensive project plans, specifications, and estimates for the replacement of controller cabinets.
In addition to this, there is ongoing coordination to secure approvals for the updated timing charts of traffic signals adjacent to existing railroad crossings. The public's patience and cooperation is appreciated as traffic signal efficiency is enhanced throughout the City. Stay tuned for more updates on this exciting project!

UPPER RESERVOIR PROJECT
The City is excited to share that Pacific Hydrotech Corporation, the City's dedicated contractor, has successfully finished pouring the walls and columns inside the tank! Currently, they are diligently shaping the edges of the roof in preparation for the concrete pour scheduled for December 2023.

PUBLIC WORKS ONLINE PERMIT COUNTER
The Public Works Department now has an Online Permit Counter!
Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

SMALL BUSINESS BID AND CONTRACTING OPPORTUNITIES: REGIONAL ALLIANCE MARKETPLACE FOR PROCUREMENT(RAMP) INITIATIVE
The City has proudly joined the RAMP LA initiative to post bid and request for proposals opportunities. RAMP provides a one-stop hub for small businesses to more easily and efficiently find and pursue business opportunities across Southern California. RAMP is intended to address procurement reform and equitable access to contracting opportunities.
Staff encourages San Fernando businesses to register to be alerted of regional procurement opportunities. For more details and to start pursuing contract opportunities register at RAMPLA.org.
