SAN FERNANDO SPOTLIGHT PROGRAMS
FREE COVID-19 TESTING SITE AND PUBLIC ASSISTANCE PROGRAM INFORMATION AT RECREATION PARK
A free testing site for COVID-19 is available at San Fernando Recreation Park (208 Park Avenue) Monday through Saturday, from 8 am to 4 pm. Public Assistance Program Information (i.e., CalFresh/SNAP, WIC, Medi-Cal, LIHEAP, and General Relief) will be offered on Wednesdays and Saturdays, from 8 am to 4 pm. No appointment is required.
MISSION CITY TRAIL CLEAN UP
Show your community pride and join us as we clean-up the Mission City Trail! Meet at the Civic Center Parking Lot (1000 First Street, San Fernando) at 7:45 am.

Refreshments and tools will be provided, but bring gloves if you like! For our community's protection, masks are encouraged.

ALL INDIVIDUALS AGE 12 AND OLDER ARE ELIGIBLE TO BE VACCINATED
VACCINATION CLINICS IN SAN FERNANDO

  • San Fernando Park (208 Park Ave., San Fernando): A smaller-scale mobile unit has replaced the SuperSite located at San Fernando Recreation Park. Moderna, Pfizer, and Janssen J&J vaccinations are offered Wednesdays and Saturdays, from 8 am to 4 pm. No appointment required.

  • Kidneys Quest Foundation: On September 4, 2021, there will be a mobile vaccination clinic offering the Pfizer vaccine. Residents may register online at MyTurn.ca.gov or call (818) 521-6348. Walk-ups are welcome.

  • Providence Community Health Vaccination Clinic at Vaughn International Studies Academy: There will be a mobile vaccination clinic every Monday, Wednesday and Friday. Residents may call (818) 847-3860 to schedule an appointment.

  • San Fernando Community Health Center and Northeast Valley Health Corporation: Both of these federally qualified health centers receive a limited supply of vaccine. Residents may contact the following vaccination hotlines for additional information:

LOS ANGELES COUNTY HEALTH OFFICER ORDER & MASKING GUIDANCE HAVE CHANGED!
On July 30, 2021, the Los Angeles County Department of Public Health revised the Health Officer Order.

Modifications to the Health Order:

  • Incorporation by reference, the July 26, 2021 State Public Health Officer Order that mandates specific public health requirements regarding worker vaccine status, respirators or masks, and testing requirements for Acute Health Care and Long-Term Care settings, High-Risk Congregate settings and other Health Care settings;

  • Reiterates that, because the County is currently experiencing high rates of COVID-19 community transmission, all persons, in indoor public and business settings, must wear a face mask regardless of vaccination status;

  • Clarifies that customers, guests, and patrons are not required to wear face mask indoors while actively eating or drinking in a stationary place, receiving a personal care services that requires the removal of their mask, or when alone in a room or office; and

  • Strongly recommends that all persons at Outdoor Mega-Events wear a face mask at all times when not seated in their ticketed seat.

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on August 2, 2021, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

SUMMER YOUTH SPORTS CLINICS
The July sessions of the Summer Sports Clinics were a success! Over 200 youth participated in the Baseball, Basketball and Soccer clinics.
RCS will host another round of Basketball and Soccer clinics during the month of August 2021 and have also added Tennis and Mission City Baseball.

ADULT SPORTS RETURN!!
The RCS Department has been working to resume Adult sports leagues in the fall! Adult Coed Softball and Men's Wooden Bat leagues are set to lead the way as San Fernando moves forward with in-person programming.

SENIOR ACTIVITIES (VIRTUAL AND IN PERSON)

VALLEY COMMUNITY ROLLERS (VCR)
RCS is excited to partner with VCR to provide a future Roller Derby program in the City for all ages. VCR is the new up and coming roller derby league in the San Fernando area. The community-based team aims to provide all people with the opportunity to learn to skate, roller derby and give back to the community. CRAFT FOR SENIORS
Las Palmas Park hosted an indoor craft activity for seniors on July 8, 2021. The group of seniors gathered in the newly renovated Banquet Room, observing all guidelines and recommendations to prevent the spread of COVID-19. Staff member Jenniffer Moreno lead the class. Each participant was provided materials to create a unique work of art. The result was a lovely original painting depicting fireworks in observance of Independence Day. Each participant took their artwork home as a keepsake. Look for more senior craft classes in the weeks to come!

TUTČINT YOUTH EMPOWERMENT PROGRAM
The Summer portion of the program has officially ended. Participants enjoyed five weeks of activities, events, and a summer reading program for youth ages 13 to 17.

The performance and outcomes remain strong in the fourth cohort with 30 participants enrolled and eight returning youth in the program. Youth and families continue to access an average of two to three services each week, consisting of academic support, cultural programming, environmental stewardship, and case management services.

Cultural programming focused on the theme of Mind/Intellect to assist youth in developing their thinking, reasoning, and Indigenous intelligence. Activities included presentations from the Fernandeño Tataviam Band of Mission Indians, Somos Familia del Valle, and the GRT818ERS/ AWOKE. Three field trips were held in June 2021, including Tait Ranch in Frazier Park for viewing of Lummi Totem Pole on its “Red Road to D.C.” journey, a Summer Solstice presentation at San Buenaventura State Park by Chumash/Tataviam Elder, Alan Salazar, and to the Gene Autry Museum in Griffith Park for a private tour of the current collection and Biodiversity Garden.

Tutčint Case Managers and MSW interns continue to assess families for basic needs, and linkage support for local food drives, utilities, and housing assistance programs including Pukúu’s One-Stop Emergency Services (OSES). They also share information on local COVID-19 testing and vaccine sites. In addition, a “Fresh Start” event was organized providing free summer haircuts to participants, courtesy of Caballeros Barber Shop, in Panorama City. The estimated number of services last month was 90; which includes families and youth accessing academic tutoring, cultural programming, and case management services to divert youth.

SUMMER CAMP
Summer Day Camp ended on July 30, 2021. Campers had a great summer this year at Las Palmas Park with various activities and programs. On Friday, July 16, 2021, a talent show was put on for parents by the staff and campers. A variety of performances by the children showcased the talented campers. Campers also participated in outdoor sports, art, science, memory games and the ever popular Battle of the Battleships to cool off from the summer heat. Summer Day Camp 2021 was a great success. Staff looks forward to more Day Camp fun possibly this winter. Look for updates on the City website: SFCITY.ORG/SFRecreation.
PARKS, WELLNESS AND RECREATION COMMISSION
The Parks, Wellness and Recreation Commission regular meeting was held on August 10, 2021. The Commission provided feedback on the Beautification Program, approved a Art Mural Permit, and the San Fernando Mesoamerican Ballgame Association topic was tabled to the next regular meeting.

The Commission has resumed meeting in person in the Council Chambers, located at 117 Macneil Street, San Fernando. Meetings are also live streamed via Youtube. Meeting agendas and audio/video is available on the City website at SFCITY.ORG/Commissions-Board/#Parks-Wellness-Recreation.
MEMORIAL BIKE RIDE
On July 24, 2021, the San Fernando Police Department (SFPD) hosted a portion of the route for the Los Angeles Police Department (LAPD) Memorial Bicycle Ride in memory of and in support of the family of LAPD Officer Valentin Martinez. Officer Martinez tragically loss his battle with COVD-19 last year; hee was survived by his fiancé and twins that he was not able to meet before his death. LAPD Chief Michel Moore and over 250 riders came to our city, were greeted by members of the SFPD, and were provided refreshments by the generosity of Rydell Automotive.
DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) SHOULDER TAP DETAIL
On July 27, 2021, SFPD Detectives, and ABC Agents conducted a Shoulder Tap operation in the City of San Fernando. Three adults were cited for purchasing alcoholic beverages for a minor decoy. This operation was made possible by funds received under a grant from the State of California.
UPPER RESERVOIR REPLACEMENT PROJECT
The Upper Reservoir Replacement Project is currently out to bid. The project will consist of demolishing the existing reservoir located at 13655 Foothill Boulevard and constructing a new 1.1 million gallon potable water storage reservoir. Proceeds for design and construction of the Upper Reservoir Replacement Project is covered through a $5,000,000 Proposition 1 grant administered by the California Department of Water Resources (DWR). Bidding is open until September 3, 2021. Award of Contract is expected to be considered in September 2021 or October 2021. Staff anticipates that the construction of the new reservoir will be complete by Fall 2022. Visit the City's website to view the Notice Inviting Bids: SFCITY.ORG/rfps-rfqs-nibs-nois.
INTERSECTION IMPROVEMENTS
Public Works Engineering staff recently completed traffic studies at several intersections in the City. As a result, staff has received bids and is selecting a contractor to install new stop signs at the intersections of Fourth St. and Fermoore St., Fifth St. and Fermoore St., and new flashing beacons at the stop signs located at the intersection of S. Huntington St. and Griffith St. These traffic calming measures should help reduce speeding and promote safer walking and biking opportunities for San Fernando residents.

WATER BILLS
The City of San Fernando WILL NOT be disconnecting any customers’ water and WILL BE waiving all late fees due to limited access to City Hall. If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

  1. By Mail: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
  2. Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.
  3. AutoPay: Available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

ALARM PERMIT RENEWALS
The 2021-2022 Alarm Permit Renewals have been mailed to all businesses and residences with an active alarm permit on file. The deadline to submit renewal payment is August 31, 2021.

Conducting City Council and Commission meetings in-person in the Council Chambers (117 Macneil Street, San Fernando) have resumed. Meeting attendees will be required to wear face coverings and practice social distancing while in the Council Chambers. EDUCATION COMMISSION
At its regular meeting on July 28, 2021, the Education Commission awarded the $1,250 Gerry’s Kids Scholarship Fund to Mahika Ahmed for her essay that earned 99 out of 100 points.

Ms. Ahmed graduated from the Academy of Scientific Exploration and was also previously chosen as “Student of the Month”. Her academic achievements did not go unnoticed, earning her acceptance at Yale University where she will attend this fall. 

The Scholarship check presentation will take place in-person in the Council Chambers (117 Macneil Street, San Fernando), on August 16, 2021, during the regular City Council meeting.
SAN FERNANDO CITY HALL: Effective April 19, 2021, San Fernando City Hall reopened to the public Monday through Thursday, from 7:30 am to 5:30 pm. City Hall will remain closed on Fridays and certain services will be by appointment only until further notice.

SAN FERNANDO POLICE DEPARTMENT:
  1. Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
  2. Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
  3. Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
  4. Court Commitment Services has resumed: Call the Police Department to schedule.

RECREATION FACILITIES: Both recreational facilities (Las Palmas Park, located at 505 S. Huntington St., San Fernando; and Recreation Park, located at 208 Park Ave., San Fernando) remain closed to the public. Outdoor Fitness classes, including Zumba and Total Body Conditioning, began at Las Palmas Park.
