WATERING RESTRICTIONS FOR LAWNS
On June 6, 2022, the City Council adopted a new resolution that mandates a Citywide reduction in water usage by 20 percent. As part of this resolution, the City Council adopted new outdoor watering restrictions of lawns to just one day each week. Communications will be sent out to the community through social media and postcards on the requirements.
The City plans on phasing in the restriction by first reducing watering of lawns to two days each week, through October 15, 2022. All homes that end in an odd number, may water their lawns (10 minutes per station) on Monday and Thursday. All homes that end in an even number, may water their lawns on Tuesday and Friday. The restriction will go to one day each week starting October 16, 2022. The City wants to give the community time to adjust to the new requirement and encourage those with lawns to start looking at the rebate programs through the Metropolitan Water District on ways to replace turf and other water efficiency rebate programs. Watering of plants, gardens, and trees can continue using hand-watering methods and drip irrigation systems.

RECREATION SCHOLARSHIP PROGRAM
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance will be available on a first-come, first-serve basis and starts July 1, 2022. A brief self-certifying form and a water bill must be submitted to the Department when registering for any fee base activity. July is Recreation Month! At their regular July 5, 2022 meeting, the City Council issued a proclamation declaring July as Parks and Recreation Month. The City Council also recognized Irmgard "Irma" Mierzynski for over 20 years of service as the Line Dance Instructor, and members of Teens for a Better Community for their volunteer service at City events.

On Monday, June 20, 2022, Las Palmas Park celebrated Father’s Day from 9 am to 11 am, with hot coffee and delicious tamales. All who attended received a Father's Day mug and stress ball donated by Kaiser Permanente. The 20 male participants enjoyed themselves listening to music and socializing amongst each other and expressed appreciation of the Father’s Day acknowledgement. The men enjoyed their time so much that several of their wives called to express how thankful they were and how much fun they gentlemen had.

WALKABLE WEDNESDAY 5K CHALLENGE
Seniors were challenged to walk a total distance of five kilometers during May 2022. On June 22, 2022, a total of 24 finishers were surprised with a continental breakfast received their finisher t-shirt. Las Palmas looks forward to hosting the next Walkable Wednesday Challenge soon. Stay tuned!

RED WHITE AND LIGHTS - FOURTH OF JULY CELEBRATION
After years on hiatus, the City’s Fourth of July Celebration finally returned! This patriotic event was held on Saturday, July 2, 2022, in beautiful Downtown San Fernando. Over 2,000 participants enjoyed a day full of fun and adventure with great family attractions, amazing food, lots of vendors and live entertainment. Families stayed well into the evening to experience the laser show spectacular. This Independence Day celebration was a hit!

FINANCIAL LITERACY WORKSHOPS
The City of San Fernando and The Dragon Kim Foundation are collaborating on five workshops for high school students and young adults this Summer. The free workshops provide all the necessary materials and equipment to teach you how to better prepare for your future. If that isn’t enough to motivate you, prizes will be given at each workshop for those that attend!

MISSION CITY BASEBALL (MCB) ALL STARS
All Star tournaments have begun! The two teams representing MCB played in Bakersfield and West Hills in June 2022, and in July 2022 they will be playing in Santa Clarita. The teams are holding their own and representing the new league well. “These games are definitely teaching them about perseverance,” said team mom Brenda Estrada. Good luck to all the players!

YOUTH BASKETBALL SUMMER 2022
The summer league is off to a great start, two weeks down and eight more to go. This season the department is running a full program with 120 youth participants distributed between four divisions, and a total of 16 coed teams. Games are on Saturday mornings at Recreation Park.

UNDERCOVER FIREWORKS OPERATIONS TO PROMOTE SAFETY
Through June and July 2022, the Police Department received numerous concerns from residents about the use of illegal fireworks in San Fernando. In response, the Police Department organized and conducted multiple undercover operations within the City to educate residents about the dangers of illegal fireworks and enforce State laws, when appropriate. The undercover operations were geared towards enhancing safety and educating residents about the dangers of fireworks. From June 1, 2022 through July 5, 2022, the Police Department handled 188 fireworks related calls-for-service and confiscated fireworks from 25 locations within the City. The Police Department issued two administrative citations for fireworks possession, which carry fines up to $1,000 per incident.
As a reminder, fireworks are illegal in San Fernando and violators may be fined up to $3,000. The City has two methods to report fireworks in progress:

POLICE DEPARTMENT'S INCREASED PRESENCE AT CITY PARKS AND MISSION CITY TRAIL
The Police Department has increased its presence at City Parks and along the Mission City Trail in an effort to enhance safety and promote the use of these treasured public spaces. In conjunction with promoting the safe use of these public spaces, Police Officers have engaged in enforcement activities, which have led to several arrests and issuance of numerous citations for different violations. The Police Department’s goal is to deter criminal behavior in these areas and make them safe for residents and visitors to enjoy.

CHAT WITH THE CHIEF AT FIESTA FURNITURE
On June 19, 2022, Chief Fabian Valdez hosted the latest Chat with the Chief at Fiesta Furniture, in San Fernando. The well-attended event is part of the Department’s ongoing effort to interact closely with members of the business community and listen to their concerns about what steps the Police Department can take to further support business activity. More Chat with the Chief events will be hosted in the Downtown Mall District in the near future to ensure comprehensive community engagement.

HIGH FREQUENCY COMMUNICATIONS GRANT AWARD
The Police Department submitted an application for high frequency radio equipment through a grant program with CalOES. If awarded, this equipment will be used to ensure communication during a natural disaster situation with County, State, and Federal agencies. If all other means of communication fail, these systems would allow the Police Department and the City to coordinate resources and tasks in a timely manner during critical incidents.

NOTABLE ARREST FOR ILLEGAL FIREARM AND POSESESSION OF STOLEN POLICE UNIFORM
While conducting a traffic enforcement stop on a vehicle near San Fernando Road and Hubbard Avenue, a San Fernando Police Officer recovered two stolen firearms, narcotics, evidence of distribution and sales of narcotics, as well as a stolen Los Angeles Police Department uniform. The Police Department believes this uniform was likely used by the suspect to impersonate a Police Officer. This proactive effort is another great example of the Department’s commitment to keep the community safe.

CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) AND TOBACCO GRANT OPERATIONS
On June 16-17, 2022, the Police Department conducted ABC and Tobacco grant operations. During these operations, numerous citations were issued for violations of local ordinances and state law. These operations are critical to keep alcohol and tobacco out of the hands of minors within the community, and also serve as a means to address quality of life issues within the City.

K-9 COMPETITION
The K-9 Officer Ernesto Esquivel will be entering his partner into a Police K-9 Competition, in Redondo Beach, on July 16, 2022. This competition will draw Police K-9’s and their human partner from various police departments and will showcase their skills to determine which team has the “toughest” K-9 for 2022.

SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
Ortiz Enterprises, Inc. continues to work on various tasks for the San Fernando Regional Park Infiltration Project. An 87-inch diversion structure has been installed on First Street, adjacent to Recreation Park. The diversion structure will capture stormwater run-off and divert it into the infiltration system. Work along Glenoaks Blvd., between Griswold Ave. and Jessie St., is scheduled to commence in July 2022. Lane closures may cause traffic delays in the area for approximately six weeks.

PHASE 1, ANNUAL STREET RESURFACING PROJECT
The City has released the bid package for the first phase of the Annual Street Resurfacing Project. This year, the plan is to pave approximately 30 miles of streets in the City using various slurry seal methods. This first phase will focus on many of the streets in the City that are in fair condition, but require a treatment to preserve them before they exhibit heavy distress in the surface. Staff is currently working on the second phase, which will focus on some of the heavier distressed streets in the City. Overall, the program will take approximately three years to complete, with more than half the streets addressed in this next year. A list of streets to be addressed in Phase 1 of the project will be available in August 2022 and construction is anticipated to begin in September 2022 and continue through March of 2023.

UPPER RESERVOIR REPLACEMENT PROJECT
Pacific Hydrotech is scheduled to begin work on the Upper Reservoir Replacement Project during the week of July 18, 2022. The existing reservoir, near the intersection of Foothill Blvd. and Hubbard Ave., will be demolished to construct a new reservoir at the same location.

DOWNTOWN MASTER PLAN
On June 9, 2022, the City released a Request for Proposals (RFP) seeking qualified consultants to prepare the City’s Downtown Master Plan with a focus on completing a Downtown Vision, which is the first step towards development of a Downtown Master Plan. This visioning process gives residents, business owners, property owners, local organizations, and other stakeholders the opportunity to express ideas about the future of San Fernando Downtown, and help set goals and priorities for economic development. The visioning effort will focus on identifying the community’s desired level of Downtown economic vibrancy, what type and intensity of development is required to achieve that, and the related consequences/impacts. As part of the visioning effort, an economic and fiscal evaluation will be conducted to determine an Economic Vitality Strategy appropriate for Downtown San Fernando into the future.
Through a series of meetings, workshops, surveys, and growth-scenario comparisons facilitated by the City, participants (residents, business owners, property owners, and other stakeholders) will create a Downtown Vision that reflects the community’s goals and priorities and describes how the Downtown area should look and feel in years to come. The Downtown Vision will help shape and cultivate a sense of place, and buy-in for future land-use decisions and regulations. The Downtown Vision will outline the community’s vision, mission, and goals for San Fernando Downtown, and identify strategies and specific actions to achieve the goals.

HOUSING ELEMENT AND SAFETY ELEMENT UPDATE
On June 6, 2022, the City Council adopted the 2021-2029 Housing Element and Safety Element update. The adopted Housing Element is in review for State certification by the California Department of Housing and Community Development (HCD). Staff is working on Phase 2 of the Housing Element, which is required by state housing law to be completed by October 15, 2022. Phase 2 includes:
- Zoning Code Amendment to create a Mixed-Use Overlay to allow residential use on commercial sites that are identified as opportunity housing sites in the Housing Element.
- San Fernando Corridors Specific Plan (SP-5) Amendment to expand existing residential overlay to allow residential use on opportunity housing sites identified in the Housing Element.

SMOKE FREE MULTI-UNIT HOUSING ORDINANCE
On June 6, 2022, the City Council adopted Ordinance No. 1710, adding Chapter 24 to the San Fernando Municipal Code (SFMC) to prohibit smoking in multi-unit housing. This is a proactive step to prevent or eliminate secondhand smoke from infiltrating living spaces. The Ordinance will balance public health needs with the needs of individuals who smoke due to recreational uses and addiction by creating a phasing plan for current smokers to transition to no smoking inside their units.
The Ordinance applies to all multi-unit properties (two or more units) in the City, including duplexes, condominiums and apartments. It does not apply to single-family residential properties. The smoking regulations apply to traditional tobacco smoke, electronic cigarettes/vaping devices, and marijuana smoke.
- Smoking is prohibited in new, renewed, or extended leases for all multi-unit housing and associated outdoor exclusive-use unenclosed areas such as private balcony, deck, porch, or patio.
- Smoking is permitted inside the enclosed area of a detached unit, but no smoking is allowed in any outdoor exclusive-use unenclosed areas such as balconies, decks or patios associated with a detached unit. Smoking inside detached unit is allowed until July 7, 2027.
- Smoking is prohibited anywhere on the premises of a Multi-Unit Housing as follows:
- In all units, together with any associated outdoor exclusive-use areas such as balconies, decks, or patios; and
- In all common areas and other outdoor areas except for a Designated Smoking Area established in compliance with the Ordinance.

CITY ANNOUNCES NOMINATION PERIOD FOR THE NOVEMBER 8, 2022 GENERAL MUNICIPAL ELECTION
The San Fernando City Council voted during its June 21, 2022 meeting to consolidate the City’s General Municipal Election with the Statewide General Election to be held on Tuesday, November 8, 2022, for the purpose of electing three City Councilmembers, each to serve for a term of four years.
Nomination papers will be available from the City Clerk during the official nomination period, which commences on Monday, July 18, 2022 and closes on Friday, August 12, 2022, by 5:00 p.m. Should an incumbent choose not to file for re-election, the nomination period will be extended until Wednesday, August 18, 2022, by 5:30 p.m. for that seat only to allow additional time for voters to nominate candidates other than the incumbent.

EDUCATION COMMISSION
The next regular meeting of the Education (EDU) Commission will be held on July 26, 2022, at 6 pm.

PARKS, WELLNESS AND RECREATION COMMISSION
The next regular Parks, Wellness and Recreation (PWR) Commission meeting will be held on July 12, 2022, at 6:30 pm.

PLANNING AND PRESERVATION COMMISSION
The next regular Planning and Preservation (P&P) Commission meeting will be held on July 11, 2022, at 6:30 pm. The P&P Commission will review and provide a recommendation to City Council on a proposed Tentative Tract Map (TTM No. 2022-001) to subdivide a 9.29-acre site (project site) into five parcels to allow individual ownership of each parcel. The project site contains three businesses (El Pollo Loco, KFC, and Taco Bell) and a vacant former Sam’s Club building located at 12920 Foothill Blvd. A location map with the project site outlined is provided below.

After receiving a recommendation from the P&P Commission, TTM No. 2022-001 will be presented to the City Council for consideration, which is tentatively scheduled for August 1, 2022.

TRANSPORTATION AND PUBLIC SAFETY COMMISSION
The next regular Transportation and Public Safety (T&PS) Commission meeting is scheduled for August 3, 2022, at 6 pm.

SAN FERNANDO CITY HALL
Effective January 3, 2022, San Fernando City Hall reopened to the public Monday through Thursday, from 7:30 am to 5:30 pm; and Fridays, from 8 am to 5 pm.
SAN FERNANDO POLICE DEPARTMENT
- Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
- Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
- Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
- Court Commitment Services has resumed: Call the Police Department to schedule.
RECREATION FACILITIES
Outdoor recreation programming and services have resumed at City parks with the condition that the current County of Los Angeles Health Officer Order and Protocols are observed.
All visitors to City facilities must adhere to the current County of Los Angeles Department of Public Health guidelines to help slow the spread of COVID-19 (Coronavirus) in our community.
We strongly encourage the public to continue to conduct business with City Hall via telephone and email.
