RECRUITMENT 
  • Public Works Maintenance Worker (full-time) - A total of 36 applications were received for this job opening and on May 23, 2016, ten candidates that passed the written test participated oral interviews/ performance tests. A selection will be made shortly.
  • Program Specialist (full-time) - A total of 40 applications were received for this job opening and on May 26, 2016, seven candidates that passed the written test participated in oral interviews. A selection will be made shortly.
  • Open Positions - Applications are currently being accepted for Police Officer, Day Camp Counselor, Junior Cadet, and Recreation Leader I, II, and III positions. Filing for all the positions are open until filled.
COMMUNITY DEVELOPMENT DEPARTMENT

DOG AND CAT VACCINATION CLINIC HELD
The annual City of San Fernando Low Cost Pet Vaccination Clinic event was held on May 21, 2016, in the City Hall employee parking lot.  The event was scheduled to begin at 10 am, but participants were lined up as early as 8 am. Despite the clouds the event was well attended.  Services for this event were provided by the Society for California Veterinary and Vaccine Care (SCVVC).  SCVVC was able to accommodate all residents that were in line by noon. The event concluded at 2 pm.  

SCVVC staff reported that a total of 44 Rabies vaccinations, 46 DHP, 2  DHPP, 48 Bordetella w/Parainfluenza, 2 Feline Rabies vaccinations were given at the event.  Residents also took advantage of the microchip services being offered and a total of 13 dogs were implanted with a microchip. A grand total of 64 dogs and 2 cats received services at this event.

The Community Development Department wishes to thank the San Fernando Police Explorer Post 521, who assisted residents in filling out the necessary forms translated for the Veterinarian staff and provided general information.  As in past years, this event continues to provide a valuable service to the community.

POLICE DEPARTMENT

MARIJUANA ARREST AND SEIZURE
On May 19, 2016, the Police Department was patrolling in the area of Glenoaks Boulevard and Hubbard Street. In the Walgreens parking lot, a narcotics sale was observed.  Contact was made with the two males and five pounds of marijuana and approximately $1,100 in cash was found.  The males were arrested for drug related crimes and all were items booked into evidence.  Felony charges have been filed against the suspects.

GANG RELATED SHOOTING
On May 20, 2016, at approximately 8:20 pm, two male suspects walked up to a vehicle, occupied by two males and asked the occupants where they were from, meaning what gang. One of the suspects then began shooting into the parked vehicle, striking one of the occupants.  The suspects fled on foot, then in a newer model Toyota RAV4 heading northbound on Wolfskill Street.  The shooting victim sustained minor injuries and was transported to Providence Holy Cross Hospital for further medical treatment.  Detectives are currently working on several leads and contacting surrounding police agency's for further information.

BUSINESS ROBBERIES
  • On May 21, 2016, at approximately 10:30 am, two male suspects entered a business armed with weapons and robbed the business.  Items taken were prescription drugs and U.S. Currency.  The suspects were captured on surveillance cameras and our Detectives are reviewing the video.
  • After several robberies at the Subway restaurant on Maclay Avenue, the suspect has been arrested.  On May 22, 2016, LAPD apprehended a male subject that matched the description of the Subway robberies.  The suspect, who lives in the City of San Fernando, confessed to the robberies. San Fernando Detectives are working closely with LAPD Detectives and on May 25, 2016, jointly filed criminal charges against the suspect for multiple robberies.  The suspect will also be arraigned for those felony charges, on the same day of criminal filing with the District Attorney's Office.  This has been a joint investigation between San Fernando and Los Angeles Detectives, which resulted in the apprehension of the Subway robbery suspect. Great work by both police agencies!
BANK ROBBERY UPDATE
On March 25, 2016, at approximately 2:15 pm, the Chase Bank located at 745 S. Workman Street, was robbed by two male black suspects.  Since that robbery, San Fernando Detectives have been working with Federal Bureau of Investigation (FBI) and the Los Angeles Police Department (LAPD) to identify and locate the suspects involved in this robbery.  Last week, the FBI identified and arrested those suspects, with the assistance of LAPD South Bureau Division.  The suspects, who lived in South Central Los Angeles are known gang members and have committed several bank robberies all over Los Angeles County and will be prosecuted at the federal level.
PUBLIC WORKS DEPARTMENT

PUBLIC WORKS DAY OPEN HOUSE A SUCCESS!
In recognition of National Public Works Week, on May 18, 2016, the Public Works Department hosted an open house for local school-aged children and the event was a great success! 

Approximately 150 children attended the event and learned about the importance of water conservation, recycling, construction, and other public works operations. Additionally, with the Assemblymember's Office, an art contest was held where children designed drawings that illustrated what public works means to them.  Several drawings were selected to be displayed at local transit stop displays.  Thank you to the Mayor and entire City Council for showing their support for this special event!



 
MISCELLANEOUS STREET PATCHING AND STRIPING
You may notice that street patching repairs were recently completed in busy areas of the City, including Truman Street/Brand Boulevard, Truman Street/Hubbard Street, Truman Street/San Fernando Mission Boulevard, and Glenoaks Boulevard.  With these repairs now completed, crews have begun to complete striping improvements throughout the City, including speed humps, arterial centerlines/lane lines/curb markings, and crosswalk striping.  The work will also include the restriping of Arroyo Avenue, adjacent to Cesar Chavez Learning Academy.  For more information, please contact Public Works at 818.898.1222.

URBAN WATER MANAGEMENT PLAN
Public Works staff is finalizing the update to the City's Urban Water Management Plan (UWMP).  This document must be updated every five years in accordance with state law.  The UWMP includes an overview of the City's water system, a forecast of water supplies/demand, and other issues facing our water system, such as water quality and conservation programs. The UWMP will be presented to the City Council for consideration at a future meeting.

HUNTINGTON STREET RESURFACING
On June 20, 2016, the City Council will consider the award of a construction contract to complete street resurfacing improvements on Huntington Street, from San Fernando Road to Hollister Street.  This project is funded under the City's Community Development Block Grant program and will consist of road repaving, sidewalk/curb and gutter/curb ramp repairs, and tree planting.  It is anticipated that work will get underway in early July 2016.

TRANSPORTATION SERVICES - NEW CONTRACTOR STARTS JULY 1, 2016
Transportation services, including the Trolley and Mission City Transit (Dial-A-Ride), will transition to the City's new contractor on July 1, 2016.  Staff is working with the new contractor, PCA, to ensure a smooth transition as we move closer to this start-up date. There will be no changes to service levels or routes and all contact information will remain the same.  Staff is also working on developing the route map/schedule application that will be available at no charge to the community.  It is expected that the phone application will help transit riders to better track service times and keep up-to-date with the location of transit vehicles.

COMPRESSED NATURAL GAS (CNG) FUELING STATION PROJECT
The City recently completed the evaluation of proposals received for the CNG Improvement Project.  As a reminder, these improvements will help to improve fueling efficiency and increase capacity at the existing CNG station.  These improvements are entirely funded through grant monies provided by the Federal Transportation Administration and the Air Quality Management District.  The City Council will consider an award of contract for this project in late June 2016 and work is expected to begin shortly thereafter.  The project includes a design/build approach whereby the selected contractor will be responsible for the entire project from developing engineering plans to building improvements.

COMMODITY SUPPLEMENTAL FOOD PROGRAM (CSFP)
The Los Angeles Regional Food Bank distribution was conducted on June 6, 2016. The program serves low income senior citizens over the age of 60 that are in need of food assistance.  In order to qualify for the program, interested participants brought proof of income and proof of age (identification). CSFP intake workers and agency volunteers registered participants and the truck driver will conduct the physical distribution.  Clients received one free food kit that contained meats, canned fruit, vegetables, dry milk and related products, cereals and other grain products. Usually, the CSFP distributions are conducted once a month on the first Monday of the month.

AARP DRIVER SAFETY PROGRAM
The Recreation and Community Services Department, in collaboration with AARP, will offer a Driver Safety course at Las Palmas Park. The AARP Driver Safety Program covers defensive driving techniques and the normal changes in vision, hearing, and reaction time associated with aging. The course also provides practical techniques for adjusting to these changes to ensure the driver's own safety and that of others on the road. During the course, participants learn about current rules of the road and how to operate their vehicles more safely in today's increasingly challenging driving environment. Course participants may be eligible to receive a discount on their auto insurance premiums, contact your insurance company for more details.

SENIOR EXPO 2016 "BLAZE A TRAIL"
In honor of Older American's Month 2016, the Recreation and Community Services Department held its 21st Annual Senior Expo on May 20, 2016.  The event took place at Las Palmas Park and was a great success.  Over 300 seniors attended this year's event. Various agencies such as Care 1st Health Plan, Facey Medical, Providence-Faith Community Center, and San Fernando Medical Center participated by offering valuable information and free health screenings to the seniors. There was also an opportunity to join in a Fitness Demo lead by 100 Citizens. Participants also enjoyed live entertainment, lunch, a dance and raffles.
