SAN FERNANDO SPOTLIGHT PROGRAMS
|
|
WATERING RESTRICTIONS FOR LAWNS & LANDSCAPE REGULATIONS
Due to the current drought conditions, the City of San Fernando implemented a restricted watering schedule. All homes that end in an odd number may water their lawns (10 minutes per station) on Monday and Thursday. All homes that end in an even number may water their lawns on Tuesday and Friday. The watering restriction will go to one day each week starting October 16, 2022. Watering of plants, gardens, and trees can continue using hand-watering methods and drip irrigation systems.
The City is also exploring modification to front yard landscape standards to encourage replacement of lawns with drought-tolerant landscape. Modification to the landscape standards will provide flexibility for property owners to change their front yard landscape and to take advantage of the Turf Replacement Program currently offered by Metropolitan Water District (MWD). It should be noted that the restriction applies to the watering of lawns.
As the City explores modification to front yard landscape regulations, the City encourages community members to email suggestions or photographs of desirable front yard landscapes that you would like to see in San Fernando to CommunityDevelopment@sfcity.org.

The City of San Fernando, Anthem Blue Cross, and 3 WINS Fitness from the Kinesiology Department at Cal State University, Northridge have partnered to bring the first SAN FERNANDO VALLEY MILE to the City of San Fernando.
Run or walk your best mile in the San Fernando Valley Mile race! This one-mile challenge, located in the City of San Fernando, will start at Eighth Street and Maclay Ave. You and your family will run, or walk, down Maclay Ave. until you reach Third Street.

COYOTE MANAGEMENT AND CO-EXISTENCE PLAN AND FENCE AND WALL REGULATIONS
On August 15, 2022, the City Council adopted a Coyote Management and Co-Existence Plan that includes best management practices and strategies for managing coyotes in the City. A mailer providing valuable information will be sent to all residents in September 2022. The Coyote Management and Co-Existence Plan also includes a recommendation to consider revising the height limits for fences and walls on residential properties. City staff will explore modification fence and wall regulations, and the City encourages community members to email suggestions or photographs of desirable fences and wall that you would like to see in San Fernando to CommunityDevelopment@sfcity.org.

RECREATION SCHOLARSHIP PROGRAM
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance will be available on a first-come, first-serve basis. A brief self-certifying form and a water bill must be submitted to the Department when registering for any fee base activity. CITY OF SAN FERNANO'S 111TH BIRTHDAY
The City of San Fernando celebrated it’s 111th birthday on Wednesday, August 31, 2022, at the Casa de Lopez Adobe, the first two-story adobe residential structure in the San Fernando Valley, and to this day the City’s oldest standing building.
The event kicked-off with the Master of Ceremonies, Francisco Javier Verdin, welcoming all guests and introducing the Folklorico Program Las Palmas group. Mariachi Master Apprentice Program serenaded all guests with Las Mañanitas as Mayor Mary Mendoza, Councilmember Cindy Montanez, and Councilmember Celeste Rodriguez cut the City’s birthday cake. In addition to the piñata making station for children, tours of the Lopez Adobe were provided throughout the event and led by local historian and Lopez Adobe docent Richard Arroyo. The festivities continued with more mariachi music. The Recreation and Community Services Department would like to give a special thank you to the community partners who participated in the event: Office of Congressman Tony Cardenas, Office of Assemblywoman Luz Rivas, TreePeople and Pukúu Cultural Community Services.

LOS ANGELES EDUCATION PARTNERSHIP (LAEP) GRANT AWARD
The City’s application for LAEP’s Northeast Valley Social Resources Project Grant for Technology Projects and Programs, was selected for a $70K grant! Thanks to the efforts of Juan Salas, Community Services Supervisor, and Marisol Diaz, Recreation and Community Services Coordinator, these funds will be put to great use by purchasing computers and offering tech workshops for the community.

MISSION CITY BASEBALL (MCB) FALL BALL
The MCB Fall Ball program will run from September 2022 through November 2022, at Las Palmas Park. This season will offer both an instructional league and an advance team league. 3 WINS FITNESS PROGRAM
The Summer session ran from May 20, 2022 through August 19, 2022, with over 80 participants. In addition to their usual exercise routines, the program incorporated a training component for the upcoming San Fernando Valley Mile. The fall semester session began on September 7, 2022, at Recreation Park.

MOSS FARM - ART OF NATURE
Moss Farm will return in September 2022 with their Art of Nature workshop at Rudy Ortega Sr. Park. In April 2022, the organization hosted three workshops that focused on the history of the native people of San Fernando while introducing art through nature, giving participants an opportunity to create and express their creativity through nature.

TEENS FOR A BETTER COMMUNITY (TBC)
TBC is a youth leadership program offered by the City. The first meeting was held September 1, 2022, but it's not too late to register. Teens interested in joining may download a registration application form from the City's website. Once accepted to the program, the teen will receive an acceptance email with a link to the Group Chat where they will receive information and updates. The TBC meetings occur on the first Thursday of every month, at 6:30 pm, at Las Palmas Park.

SENIOR ACTIVITIES
A variety of programs and activities are offered at Las Palmas Park for older adults. Programs include educational, social, creative, musical, meal program, and physical activities in group settings that encourage personal interactions, regular attendance, and community involvement. Activity programs are a potential means to reduce social isolation among older adults. There is strong evidence that participating in these types of programs improve mental and physical health, reduce loneliness and social isolation, and improve overall well being and quality of life. LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on August 1, 2022, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

SAFETY TRAINING FOR SWAP MEET VENDOR ASSOCIATION AND ADMINISTRATION
The Police Department will host safety training for the San Fernando Swap Meet administrative staff and the Swap Meet Vendor Association. The training is will take place on September 21, 2022, with a variety of topics covered, including safety, Alcoholic Beverage Control regulations, and civil disputes.

SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
Work continues on Glenoaks Blvd. with the installation of pipe and a vault between Griswold Ave. and Jessie St. Due to the footprint required to perform the work, Glenoaks Boulevard will have to be reduced to two lanes (one lane in each direction) in that section of street. Additional street work is taking place on Park Ave., between First St. and Fifth St. Work at Recreation Park involves site preparation for the installation of the second half of the infiltration modules.

LOWER RESERVOIR SITE IMPROVEMENTS
The City awarded a contract to FS Contractors, Inc., for site preparations in anticipation of the installation of a second Nitrate Treatment Unit at the lower reservoir site. Work will include the construction of concrete pads to house the nitrate unit and a brine tank, relocation of water lines, and water and electrical connection to the new equipment. Work is expected to begin in September 2022.

PHASE 1, ANNUAL STREET RESURFACING PROJECT
The City awarded a contract to Toro Enterprises, Inc. to slurry seal approximately 18 miles of City streets. Additional work will include installing striping, signage and house numbers within the project area. Work is scheduled to commence in Fall 2022.

SAN FERNANDO PACOIMA WASH BIKEWAY AND PEDESTRIAN PATH PROJECT
The long awaited San Fernando Pacoima Wash Bikeway and Pedestrian Path will soon be under construction. The project consists of construction a 12 foot wide, 1.34 mile long, Class 1 asphalt concrete bikeway within the Pacoima Wash Right-of-Way, from Fourth St. to Eighth St. Other amenities include a prefabricated pedestrian bridge, retaining wall, ramps, fence, solar lighting, at-grade crossings, rectangular rapid flashing beacons, striping, markings, signage, and bollards. The project bids opened on September 1, 2022 and contract will be presented to City Council for consideration to award on September 19, 2022. This project is funded by ATP federal grant, Congestion Mitigation Air Quality (CMAQ) funds, South Coast Air Quality Management District (AQMD)/ Mobile Source Air Pollution Reductions Review Committee (MSRC) funds, and City funds.

TRACT MAP AT 1001 GLENOAKS BLVD.
On September 19, 2022, the final Tract Map No. 83144, located at 1001 Glenoaks Blvd., will be presented to City Council for approval. The map was formerly known as Tentative Tract Map 2018-002 and is located at 1001 Glenoaks Blvd. The development consists of six-unit condominiums in a Multiple Family R-2 zone.

HELP KEEP SAN FERNANDO BEAUTIFUL AND SAFE
A “Help Keep San Fernando Beautiful & Safe” postcard was sent to all residents in the City asking everyone to help keep our residential properties beautiful and safe for their family and the community. The postcard encourages all residents to keep trash cans, large household items, portable canopies, abandoned or wrecked vehicles, and other unattractive items out-of-sight from the street to keep the San Fernando community beautiful. The postcard also encourages everyone to fix or remove broken fences or walls to keep the community safe. Please see postcard for more information.

DOWNTOWN MASTER PLAN
On June 9, 2022, the City released a Request for Proposals (RFP) seeking qualified consultants to prepare the City’s Downtown Master Plan with a focus on completing a Downtown Vision, which is the first step towards development of a Downtown Master Plan. This visioning process gives residents, business owners, property owners, local organizations, and other stakeholders the opportunity to express ideas about the future of San Fernando Downtown, and help set goals and priorities for economic development. The visioning effort will focus on identifying the community’s desired level of Downtown economic vibrancy, what type and intensity of development is required to achieve that, and the related consequences/impacts. As part of the visioning effort, an economic and fiscal evaluation will be conducted to determine an Economic Vitality Strategy appropriate for Downtown San Fernando into the future.
Through a series of meetings, workshops, surveys, and growth-scenario comparisons facilitated by the City, participants (residents, business owners, property owners, and other stakeholders) will create a Downtown Vision that reflects the community’s goals and priorities and describes how the Downtown area should look and feel in years to come. The Downtown Vision will help shape and cultivate a sense of place, and buy-in for future land-use decisions and regulations. The Downtown Vision will outline the community’s vision, mission, and goals for San Fernando Downtown, and identify strategies and specific actions to achieve the goals.

SMOKE FREE MULTI-UNIT HOUSING ORDINANCE
On June 6, 2022, the City Council adopted Ordinance No. 1710, adding Chapter 24 to the San Fernando Municipal Code (SFMC) to prohibit smoking in multi-unit housing. This is a proactive step to prevent or eliminate secondhand smoke from infiltrating living spaces.
The Ordinance applies to all multi-unit properties (two or more units) in the City, including duplexes, condominiums and apartments. It does not apply to single-family residential properties. The smoking regulations apply to traditional tobacco smoke, electronic cigarettes/vaping devices, and marijuana smoke.
EFFECTIVE JULY 7, 2022:
- Smoking is prohibited in new, renewed, or extended leases for all multi-unit housing and associated outdoor exclusive-use unenclosed areas such as private balcony, deck, porch, or patio.
- Smoking is permitted inside the enclosed area of a detached unit, but no smoking is allowed in any outdoor exclusive-use unenclosed areas such as balconies, decks or patios associated with a detached unit. Smoking inside detached unit is allowed until July 7, 2027.
EFFECTIVE JULY 7, 2024:
- Smoking is prohibited anywhere on the premises of a Multi-Unit Housing as follows:
- In all units, together with any associated outdoor exclusive-use areas such as balconies, decks, or patios; and
- In all common areas and other outdoor areas except for a Designated Smoking Area established in compliance with the Ordinance.

BUSINESS LICENSE PERMIT RENEWALS
The Business License Permits Renewals for calendar year 2023 have been mailed to all businesses required to have an approved Business License Permit. The deadline to submit permit renewals is September 30, 2022. The City Council will consider approval of the Business License Permits at the December 5, 2022 Council meeting.

If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

RECREATION FACILITIES
Outdoor recreation programming and services have resumed at City parks with the condition that the current County of Los Angeles Health Officer Order and Protocols are observed.
All visitors to City facilities must adhere to the current County of Los Angeles Department of Public Health guidelines to help slow the spread of COVID-19 (Coronavirus) in our community.
