Community Development

San Leandro Adds Four New Households to its Below Market Rate Housing Program

Through the City of San Leandro's Inclusionary Housing (IH) Program, four San Leandro based first-time homebuyer households have purchased new Below Market Rate (BMR) homes at the Maple Lane Development. The four BMR homes are part of DR Horton’s newly constructed Maple Lane Development located at 687 Manor Drive. The City’s IH Program requires that at least fifteen (15%) percent of homes sold in new developments are set aside at prices affordable for low to moderate-income households, with priority given to first-time homebuyers who live and/or work in San Leandro.

The city conducted a significant amount of community outreach in Spanish, English, and Chinese focused on securing San Leandro-based first-time homebuyers. The opportunity was widely marketed through the City’s social media outlets (San Leandro Next, Facebook, Next-door, etc.), press release, City facilities (City Hall, Library, and community centers), local churches, school districts (San Leandro and San Lorenzo), local media/publication outlets, and television coverage by KDTV-DT, which serves as the Spanish-language Univision network outlet for the San Francisco Bay Area.

To further prepare San Leandro households for the process, City partners provided two HUD approved homebuyer education courses (English/Spanish) and two informational workshops delivered by Alameda County based A-1 Community Housing Services. These comprehensive outreach activities generated close to 900 inquiries and 735 BMR lottery applications, resulting in a total of 270 qualifying households. The lottery intake, screening, administration, and IH Program underwriting was conducted by the city-contracted non-profit, Bay Area Affordable Homeownership Alliance (BAAHA).

The city is underway with selecting homebuyers for the remaining two BMR units. The private developer for the Maple Lane Development, DR Horton, is separately marketing the remaining 33 market rate units, most of which are sold and occupied.

On June 27, 2023, at approximately 5:11 PM, the Alameda County Fire Department (ACFD) responded to the 13700 block of E. 14th Street in San Leandro for a 3-story apartment fire.

Upon arrival, firefighters discovered flames and smoke in one of the units on the third floor that extended into an adjacent unit. Twenty-nine firefighters were on-scene and aggressively attacked the fire and quickly extinguished the fire in approximately thirty minutes.

Unfortunately, the building was red-tagged and approximately 160 residents were displaced. The city of San Leandro along with the assistance of the Red Cross will provide shelter. There were no injuries to community members or firefighters reported.
