Happy October! Did you know that October 1 is National Manufacturing Day?

This is especially relevant to those of us who live or work in San Leandro, as nearly one-third of all San Leandro jobs are in the Manufacturing, Construction, Transportation and Wholesale sectors. That’s more than 16,000 jobs!

Little surprise, then, that the City is collaborating with the Chamber of Commerce and the Bay Area Urban Manufacturing Initiative to celebrate manufacturers all week long with the Bay Area Manufacturing Week. Meet our newest Commissioner

Congratulations to Francesca Carney, sworn in as the Youth representative to the Library-Historical Commission at the Sept. 7 City Council meeting. There was a record number of applicants for the yearlong appointment; Francesca was selected based on her active participation on the Library’s Teen Advisory Group and overall record of volunteerism. The Library-Historical Commission makes recommendations to the City Council regarding policies for the use and improvement of City libraries, as well as the preservation of important historical sites and items within the City. Francesca will bring a valuable youth perspective to these recommendations.

Pre-applications open for Loro Landing affordable housing
 
Pre-applications are being accepted through 4 p.m. Friday, Oct. 8 for Loro Landing, featuring 62 affordable homes for low-income residents, with a mix of studios, 1-bedroom, and 2-bedroom rental units plus an on-site manager. The property is located at 1604 San Leandro Blvd within 0.1 mile of San Leandro BART station and within a few blocks of shops and other amenities in downtown San Leandro. The project is partnership between Eden Housing and the City of San Leandro. Pre-applications will be accepted online through the Alameda County Housing Portal (https://housing.acgov.org/) through 4 p.m. Friday, Oct. 8.
Save the date! Provide input on housing needs in San Leandro
 
The City of San Leandro invites you to participate in one of two online workshops for the 2023-2031 Housing Element Update. The Housing Element is a comprehensive strategy to promote the production of available, affordable, and adequate housing within the community and address housing needs across all income levels.
 
Please save the date for one of two online workshops to learn more about the Housing Element and new state requirements, and share your insights about housing needs and opportunity in the community:

Zoning protections for mobile home park residents
 
In September, the City Council unanimously approved enhanced protections for mobile home park residents through amendments to the Zoning Code. Key protections include extending anti-displacement protections to RV owners when mobile home parks face a threat of land use conversion, and adding a new Mobile Home Park zoning for all mobile home parks in the City.
 
With the approval of the enhanced protections for mobile home park residents, the City Council is moving ahead with considering rezoning of the Bay Fair Transit-Oriented Development plan area.
 
The Bay Fair Transit-Oriented plan area includes two mobile home parks; in February, the Council had tabled proposed Zoning Code amendments for the plan area pending exploration of additional protections for all mobile home park residents city-wide.
 
The second and final reading for the Bay Fair TOD rezoning will go for City Council review and approval on October 4.

Learn about FLEX RIDES senior transportation options
Learn about San Leandro's FLEX RIDES transportation services for seniors and persons 18 and older with disabilities during a special online information session on Thursday, Oct. 28 at 2:30 p.m. at www.sanleandrorec.org (activity # 18599) (must sign up in advance).

The program consists of two options: the FLEX Shuttle service for those 50 and older, and the FLEX RIDES on demand services, which provides subsidized Uber and Lyft rides for persons 70 and older. Both programs are open to those with disabilities.

Personal Emergency Preparedness class
 
Are you prepared for emergencies? If not, check out this free one-hour Personal Emergency Preparedness workshop presented online by the Alameda County Fire Department and the City of San Leandro. Learn what to do before, during and after an earthquake; how to build an emergency kit; and what you can do in your home to protect yourself, your loved ones and valuables.

SLPD welcomes Academy graduates

Welcome to San Leandro’s newest police officers, Quinton May, Arnold Rivera and Casey Schwitters. On Monday, Sept. 27, the trio graduated from the Alameda County Sheriff Office’s 171st Academy Class and were sworn in as police officeres. They will undergo an 18-week training program before becoming “solo” officers. Animal Control provides help in Caldor Fire response

Earlier this month, San Leandro Police Animal Control Officer Ed Bell responded to the area of Grizzly Flats to provide mutual aid assistance related to the Caldor Fire. He spent three days there and assisted in the recovery of animals. Mutual aid is coordinated through the Office of Emergency Services and is requested when local resources are exhausted.
LIBRARY
The library has been awarded $104,000 grant for Project Literacy from the California State Library, California Library Literacy Services fund. Since its start in 1989, San Leandro’s Project Literacy has helped 30 or more adults and families learn to read every year. Traditionally an in-person program, Project Literacy successfully transitioned to a virtual program due to COVID-19.
 
About 18% of San Leandro residents do not have access to adequate bandwidth. In an effort to address this Digital Divide, the City’s Library and IT Departments are jointly exploring the opportunity to join the statewide CENIC fiber broadband network that services schools and libraries, with the goal of getting a fiber network connection to the Mulford/Marina Branch Library at no cost to the city.

Annual street sealing under way

The Annual Street Sealing 2019-2021 project is now under way. Work did not occur in 2020 due to the COVID-19 pandemic; the streets slated for sealing last year will be sealed as part of this year’s project. The project includes the implementation of a road diet - including the installation of Class IV bike lanes - on Fairmont Drive between E. 14th Street and Hesperian Boulevard.

The majority of the work will be completed in approximately three months. This $3.7M project will require periodic road closures for the preparation work, seal installation and curing of the applied treatments.

A notice was mailed to all properties on streets receiving seal improvements. Additionally, the contractor will distribute advanced notices in English, Spanish and Chinese to the affected properties advising of road closures and parking restrictions. “No Parking” signs will be posted 72 hours in advance of each work stage.

Cape seal is a two-part application; chip seal is initially installed and after an approximate 5-day curing period, a slurry seal is applied over the chips.)

The Alameda County Fire District Community Annual Report is now available online for Fiscal Year 2020-21. The report celebrates accomplishment, reviews goals, and provide updates on Department statistics, programs and projects, and budget. "I am incredibly pleased with the outstanding service the Department provides to our communities. UPDATE: Local Eviction Moratoriums Beyond September 30, 2021

Local eviction moratorium will continue for residential renters, but will end for commercial renters on September 30.

Residential tenants in San Leandro cannot be evicted for nonpayment of rent due to loss of income caused by COVID-19, as long as they have notified their landlords of the inability to pay.

The City’s residential eviction moratorium will continue in effect until both the local state of emergency and the Governor’s proclamation of emergency have terminated.

Once the eviction moratorium ends, tenants will have at least 120 days to repay any outstanding back due rent.

Local Commercial Eviction Moratorium Ending 

The City of San Leandro’s eviction moratorium for commercial tenants will end on September 30, 2021, the same date as the scheduled end of the State of California Commercial Eviction Moratorium.

Following the end of the moratorium, businesses will have until January 28 to pay past rent. A business may have a 60-day extension if unable to pay the total amount past due because of COVID-related decrease in income by notifying their landlord by February 7. 

During this time, a landlord may not charge a late fee for rent that is delayed due to COVID-related income loss. Additionally, landlords and tenants may voluntarily negotiate payment agreements which may be longer or more forgiving than outlined in the ordinance.

Rental assistance for mobile home residents affected by COVID-19
Please join Senator Connie M. Leyva and the California Department of Housing and Community Development (HCD) for a webinar on the Emergency Rental and Utility Assistance Program. This program is available to California residents, particularly for individuals and families living in mobile homes / manufactured homes, who have been affected by COVID-19 and are past due on their rent and or utilities, or are in danger of being evicted. The online event will be streamed live from noon to 1 p.m. Thursday, Oct. 7 on Sen. Leyva’s website or her Facebook page.
