Happy New Year!
What a year 2021 has been! San Leandro’s commitment to community members, businesses, and organizations helping one another has been so evident throughout these challenging times and in the face of various adversities. We came together through displays of human kindness and compassion, united in our commitment to stay strong and help make things better.
Just when everything seemed to slowly return to normalcy, we were hit again, most recently with the Omicron variant. Thankfully, while very contagious, this strain appears milder but nonetheless, has been very disruptive especially during the holiday season. Rest assured, public safety is our number one priority, and we will continue to monitor and implement CDC guidelines to keep our community safe. Please continue to stay strong, and responsibly cautious. We will get through this together!
Later this month we will celebrate and recognize the life of Dr. Martin Luther King Jr. City Hall will be closed Monday, January 17th in honor of remembering Dr. King’s vision for equality, dignity, and respect for all human beings. Dr. Martin Luther King Jr. spoke to us of transforming struggle into action and building a beloved community, a just society, united by a common purpose. Through his wisdom, we see that together we can accomplish all things.

San Leandro History Museum Opening Postponed
|
The planned general opening of the San Leandro History Museum of 1/5/22 is postponed to February in order to manage the holiday surge in Covid cases. We are excited to open to the general public, but for the safety of the community and our staff, we are postponing that general opening to February when experts predict the post-holiday Covid surge will subside. We will announce a February opening date in the near future.

AC Transit Joins Transportation Leaders Nationwide to "Put the Brakes on Human Trafficking"
The Alameda-Contra Costa Transit District (AC Transit) pledges to “Put the Brakes on Human Trafficking”. The Alameda County District Attorney’s Office reports that Alameda County has the 3rd highest concentration of victims within the United States. Human trafficking is one of the fastest-growing criminal enterprises in the world. Recognizing the need to spotlight this growing epidemic of human trafficking, the AC Transit’s Board of Directors adopted Resolution No. 20-019, which unequivocally declares our solidarity with nationwide Transportation Leaders Against Human Trafficking (TLAHT).
AC Transit is taking action by (1) educating our employees on how to recognize and report signs of human trafficking, and (2) raising awareness among our riders.

San Leandro Welcomes La Plazita Preschool
|
|
Mayor Pauline Cutter and city officials joined La Plazita and BRIDGE to celebrate the opening of La Plazita Preschool and Infant Center, located in BRIDGE’s Marea Alta family affordable housing community across the street from the San Leandro BART Station. The center serves 65 children, caring for and preparing them for Kindergarten through a multicultural, Spanish-immersion approach.

Ward Redistricting Starts with YOU!

Voting is one of our most fundamental rights. The redistricting process follows the decennial federal census, adjusting ward boundaries to equalize populations and ensure equal representation. AC Transit invites all policymakers and community members in its service area to participate in the process of determining ward (geographic) boundaries.

Alameda County Housing Secure
|
|
Alameda County Housing Secure, established by the Board of Supervisors in 2018 and operated by Centro Legal de la Raza, is implementing the Emergency Rental Assistance Program funded primarily by federal stimulus funds. The program was built-out from the City of SL’s 2020 ERAP program that established an online application and prioritization system that targets the lowest income households, large families with children, the elderly, and the disabled. As of the beginning of December 2021, Housing Secure has received 1,477 applications for approximately $30.4M in emergency rental assistance requests and has paid almost $6,650,000 to San Leandro residents. Housing Secure has applied for additional stimulus funds as the total funding request of all applications currently submitted exceeds the $100M in funds that they were originally granted for this program and that is available for distribution.

The library has been awarded $104,000 grant for Project Literacy from the California State Library, California Library Literacy Services fund. Since its start in 1989, San Leandro’s Project Literacy has helped 30 or more adults and families learn to read every year. Traditionally an in-person program, Project Literacy successfully transitioned to a virtual program due to COVID-19.
About 18% of San Leandro residents do not have access to adequate bandwidth. In an effort to address this Digital Divide, the City’s Library and IT Departments are jointly exploring the opportunity to join the statewide CENIC fiber broadband network that services schools and libraries, with the goal of getting a fiber network connection to the Mulford/Marina Branch Library at no cost to the city.

Summary and Recommendation
This report provides information regarding letters that will be sent to certain properties on and near Manor Boulevard, which is scheduled for pavement repair as part of the Annual Street Overlay/ Rehabilitation 2019-21 Project. This is for information only and no action is required.
Background and Discussion
Manor Boulevard from Farnsworth to Kesterson is one of the streets receiving new pavement as part of the Annual Street Overlay/Rehabilitation 2019-21 Project. This segment of Manor Boulevard currently has parking on both sides of the street; however, the street is narrow and many people park vehicles on the sidewalk to avoid being hit or sideswiped. Parking on the sidewalk is against the vehicle code and prevents pedestrians from using the sidewalk. Staff plans to poll property owners and residents for their opinion on removing parking from one side of the street. Eliminating parking on one side of the street will create additional room for vehicles to park safely without driving up onto the sidewalk and will keep our sidewalks open for use by pedestrians. Staff will make a recommendation to the City Council based on the results of this poll. The responses will be tabulated separately for the section from Farnsworth to Endicott, and for the section from Endicott to Kesterson so that a recommendation can be made for each section of Manor Boulevard independently. Responses will be counted for the properties on Manor, as well as properties adjacent to Manor that may see an increase in parking demand if the proposal is approved. Staff will recommend moving ahead with the proposed parking changes if at least 67% of properties on Manor vote in favor and less than 25% of adjacent properties protest the action.
