Subject: Annual Street Overlay / Rehabilitation 2019-21, Project No. 2021.0050 Substandard Residential Driveway Approach Replacement
|
|
SUMMARY AND RECOMMENDATION
This report provides information regarding letters which will be sent to certain residents on the street segments of the Annual Street Overlay / Rehabilitation 2019-21 project. This notice is for information only and no action is required.
BACKGROUND AND DISCUSSION
Construction will begin this fall on the $8 million Annual Street Overlay/Rehabilitation 2019-21 project. Some of the driveway approaches within the project limits were built to old standards and may cause clearance issues with modern vehicles when transitioning from the streets to the driveways. A driveway approach is the section of the driveway between the street and the back of the sidewalk. To prevent future cuts in the new pavement and maximize their life spans, staff will notify the property owners, who have driveway frontages on the streets, of an opportunity to replace their non-standard drive approaches ahead of the pavement work. The property owners may replace their driveway approaches either by hiring a licensed contractor and obtaining an encroachment permit from the City, or by paying the City’s contractor to install the work as part of the City project. In 2005, by Resolution No. 2005-156, the City Council amended Title 8, Chapter 5 of the Administration Code to allow for the City to equally share the cost of replacing substandard residential driveways on certain streets that are reconstructed. The amendment, also, authorized the City to suspend the program when insufficient funds are available for its implementation. Since none of the streets on this year’s project have substandard driveways, the City will not be responsible for the shared costs of any of the driveways that property owners opt to replace.
The attached letter will be sent to approximately 194 property owners that may be eligible for the program on the following streets:
• Aurora Drive – Marina Boulevard to Williams Street
• Corbett Court – Thornally Drive to the S. End
• Grand Avenue – Joaquin Avenue to Sybil Avenue
• Manor Boulevard – Farnsworth Street to Kesterson Street
• Marina Court – W Avenue 130th to the S. End
• Norene Way – Benedict Drive to Sandelin Avenue
• Olive Street – Hesperian Boulevard to the E. End
• Pleasant Way - Belleview Drive to Stoakes Avenue
• Thornally Drive – Hesperian Boulevard to Central Avenue
