City Manager's Report
Bainbridge Islanders,

The City of Bainbridge Island has an on-line tool we want and encourage the community to use to report maintenance and other issues such as graffiti, potholes, code enforcement, illegal dumping, etc.. The tool is SeeClickFix and can be found on the City’s website by clicking on “How Do I?,” and then “Report a Road Issue or Code Violation.” In theory, SeeClickFix is intuitive. A map is used to mark the location of concern. There is a drop-down menu of various issues. The tool is intended to make it as easy as possible to report issues or maintenance problems.

At two recent community meetings, residents expressed concern with the lack of responsiveness to the complaints entered into SeeClickFix. In response to the concerns raised, City staff gathered and reviewed the data from SeeClickFix. Upon reviewing the information, one can easily see that some City functions have a prompt response rate and others do not.

Not all complaints are equal. Some complaints need just a simple response. A dead animal in the road normally requires nothing more than dispatching maintenance personal to the site and removing the dead animal. A code violation, on the other hand, normally requires investigation and time to correct the potential violation. The timelines are different; however, all concerns entered into SeeClickFix should be acknowledge with a response provided regardless of the type of complaint.

Greater oversight and scrutiny are being provided to the response rate of SeeClickFix. I expect that the community will see improvements. By working together we can make Bainbridge Island better for everyone.

Program, Project & Operation Updates
Pavement Management Plan
The Public Works Department will be working with Infrastructure Management Services (IMS) for data collection and the development of a pavement management plan. IMS will collect photographic data on all of the city’s 140 miles of paved roadways and rank the conditions of each segment according to a pavement management score (100 being the best condition, and 0 being the worst.) With that data, IMS will work with staff to develop a 5-year pavement management strategy using the assumed annual roads program budget of $1M per year. 

The pavement management score is a standardized system recognized by the civil engineering community. Annual investments in pavement management and preventative maintenance help minimize the long-term costs of roadway reconstruction. Our current overall pavement management score is 68, and the target score is 80. 
Road Striping
Road striping will begin on July 10 and take about 3-4 weeks to complete. Drivers should stay clear of the striping truck to avoid overspray on their vehicle. Drivers are also encouraged to follow any signage or other notifications to avoid areas that were recently striped or about to be stripped including not parking in areas near striping.

Road striping is performed annually as part of the City’s road maintenance and safety program and will be preformed this year by the City's contractor, Stripe Rite.

Rotary Auction & Rummage Sale - July 8
The 63rd annual Bainbridge Island Rotary Auction & Rummage Sale happens on July 8 at Woodward Middle School.

Expect long traffic delays near Woodward Middle School in the areas of Sportsman Club Rd from 305 to NE New Brooklyn Rd due to heavy traffic from the Rotary Auction and Rummage Sale event.

Bainbridge Prepares helps to staff traffic control, first aid, communication, and emergency management. Additional Sale Day health and safety information HERE.

City of Bainbridge Island Police Department and Public Works Department staff provide significant support with this event. This event is a key community expression of the Bainbridge Island values of reuse and recycling.
Ad-Hoc Steering Committee Meeting - July 13
The ad-hoc steering committee overseeing the Winslow Subarea Plan Update and Comprehensive Plan Periodic Update will meet for the second time on July 13. The committee will be helping to guide public engagement opportunities.
