March is gearing up to be a very busy month here in El Cerrito. Our City staff team is ready to go with a number of exciting events, projects, and programs, including several that have been years in the making.
We are happy to announce the Groundbreaking Ceremony for the El Cerrito del Norte Complete Streets Project on March 6, which will implement a variety of improvements for bicyclists, pedestrians, transit users, and motorists in the del Norte area. This project will transform the north end of El Cerrito, and we invite you to join us as we kick off the construction of these vital infrastructure improvements.
Also coming very soon is the release of the Climate Action & Adaptation Plan Public Draft for review and comment from March 8 – April 1. Many of our residents have been highly and passionately engaged in the development of this Plan, and we're eager to share the Draft and get even more input on the strategies that will enable the City to achieve or exceed our climate action goals.
One of the City's values, as outlined in our newly adopted Strategic Plan, is Fiscal Responsibility: ensuring responsible stewardship of the City’s finances and assets while delivering services in the most cost-effective and efficient manner. At the City Council meeting on March 5, City staff will be presenting the Mid-year Budget Update, and are also hard at work on developing the budget for the next two fiscal years. And we're really thrilled that the Recreation Department Crab Feed is back! It will be held on March 9 and thank you to all who bought tickets because it is sold out! This event benefits the David Hunter Youth Memorial Scholarship which provides scholarships for swim lessons, summer camps, enrichment classes, and more. Our generous community's support means that we can extend that support to others, and we appreciate everyone who bought a ticket, donated, or otherwise contributed to this event.
While these are just a few of the many activities underway for March 2024, as always our focus remains on providing the services that our residents, businesses, and visitors depend on. You can be assured that our City staff team is on the job, day in and day out, doing our best to maintain our excellent quality of life in El Cerrito.

Opportunity for New
El Cerrito Library
Since 2002, the City has been exploring potential sites and funding for a new El Cerrito Library. The current 6,500 square foot Library was built in 1948 and is significantly undersized and outdated for our population and compared to communities throughout the Bay Area, and is unable to meet the needs of current and future patrons. In numerous community surveys throughout the years, a replacement Library has been identified by El Cerrito residents as a top priority.
The El Cerrito Plaza BART Transit-Oriented Development (TOD) project is moving forward a concept to incorporate a new, modern El Cerrito Library into the project. Doing so would cost approximately two-thirds as much as building a stand-alone library facility, which translates to approximately $10 million in savings. The TOD project developers and designers, working with City staff and County Library staff, contemplate a proposed Library that would be built to the most contemporary standards and incorporates community feedback. Although the final design would not be completed until the City identifies funding, the Library will plan to accommodate identified needs including adult, senior, teen, and children’s areas, multipurpose rooms, meeting spaces, staff areas, and enhanced services and technologies; as well as emergency response capabilities such as providing clean air, a cooling center, or charging electronics in the event of an emergency.
In 2024, City staff will continue to explore financing options that could enable this unique opportunity for a new El Cerrito Library to become a reality, while also continuing to collect input from the community on features and amenities desired in the new Library. Contra Costa County Point in Time Count
On January 24, Community Development staff and over 200 volunteers teamed up to conduct a county-wide canvassing effort, aiming to tally the number of individuals residing in emergency shelters or outdoors. Known as the point-in-time count (PIT), this yearly initiative captures a single-day snapshot of homelessness in Contra Costa County. The data collected holds significant weight, influencing funding allocations, providing valuable insights into demographics, and guiding Contra Costa Health Services in tailoring effective support for individuals experiencing homelessness. The comprehensive PIT report, slated for completion in June, will offer additional geographic and demographic insights. Affordable Housing Waitlist Opportunities
|
Affordable Housing Events and Workshops The California Housing Finance Agency (CalHFA) is ramping up for the launch of their Dream For All Shared Appreciation Loan Program (DFA). DFA is designed for income eligible first-generation homebuyers who will occupy the property as their primary residence by providing a down payment assistance loan up to $150,000 or 20% of the sales price, whichever is less. Building Permits Update
For January, 105 building permits were issued, which is consistent with previous years (January 2022: 102, January 2023: 108). Currently, the application processing time for building permits requiring plan check is up to 15 days after the date a complete application is submitted. Over the counter permits are available in person during counter hours or can be submitted via email at buildingapplications@ci.el-cerrito.ca.us and will be issued within 1-2 business days. Neighborhood Preservation
On January 23, Neighborhood Preservation received reports of significant illegal dumping spanning from 11965 San Pablo Avenue extending northward into the City of Richmond. Taking prompt action, Neighborhood Preservation issued a legal notice to the property owner of 11965 San Pablo Avenue and coordinated efforts with Richmond’s Parks and Landscaping Department to address the illegal dumping that also involved their property. The cleanup operation was successfully concluded by February 8. Currently, Richmond’s Parks and Landscaping Department is in the process of planning for the installation of a swinging arm gate at the driveway entrance to deter vehicular access from San Pablo Avenue, enhancing mitigation efforts to combat illegal dumping.

Plaza BART Station TOD – Master Site Plan
On January 17, the Planning Commission and Design Review Board held a joint meeting to conduct advisory review on the Master Plan for the El Cerrito Plaza Station Transit Oriented Development (TOD) project. Materials from the meeting are available here. The entire project consists of six new multifamily residential and mixed-use buildings with a total of 743 new residential units, 446 automobile parking spaces, a proposed new El Cerrito Library, an approximately 0.5-acre community open space plaza along Fairmount Avenue, and connectivity improvements to the existing Ohlone Greenway for pedestrians and bicyclists of all ability levels. The mixed income project includes 47% below market rate units. Pursuant to AB 2923, approval of the Master Plan shall occur within 180-days of the development application being deemed complete and upon demonstrated compliance with applicable objective development standards. The application was deemed complete on January 10, 2024. The application will be acted upon by the El Cerrito Zoning Administrator. This action will be documented through an administrative memorandum and will include Conditions of Approval necessary to ensure compliance with adopted objective standards. 1711-1755 Eastshore Boulevard Development
On February 7, the Design Review Board (DRB) approved a Tier II Design Review application for a new 6-story multi-family residential building with 305 residential units 63 automobile parking spaces, bicycle parking, public open space, private open space, and various amenities for residents. The applicant submitted this project pursuant to the SB 330 process, which limits the application to five public meetings and requires that the project be subject only to objective design standards. The project applicant had made numerous revisions to the project in response to comments they received from the DRB during the DRB’s November 1, 2023 meeting. The project would include 75 residential units affordable to lower income households and 15 residential units affordable to moderate income households. This project will help the City to achieve it’s Regional Housing Needs Allocation (RHNA) and will also help the City achieve Climate Action Plan goals of locating new housing near transit in order to reduce greenhouse gas (GHG) emissions.

Firefighter of the Year At the February 6 City Council meeting, Captain/Paramedic Thomas Wade received the Firefighter of the Year award from Chief Saylors. All Department personnel vote on the annual Firefighter of the Year. 2023 was Wade's first full year as a Captain--he made quite an impression! Congratulations, Captain/Paramedic Wade!

Operations
El Cerrito's Truck 51, staffed by Captain/Paramedic Renshaw, Engineer Dawson, Firefighter Ferreira-Clifton and led by Battalion Chief Janes, assisted the Berkeley Fire Department in suppressing a two-alarm commercial fire. Mutual aid and cooperation between the regional fire departments continue to be a key to maintaining public safety.

Engine 51 C shift (Captain/Paramedic Ciappara, Engineer Clarine, Firefighter Ratliff) responded to a fully involved car fire under an apartment building. The fast and effective actions of the crew kept the fire out of the living quarters, saving $2.5 million dollars in property value.

Training
Three new firefighters started a joint academy with the Richmond Fire Department. The academy will run for fourteen weeks while the firefighters learn the basics of operating in a highly dense urban environment. El Cerrito's Engineer Anthony Dawson and Reserve Engine 151 joined the proud academy staff to help guide the next generation of recruits into the profession and craft of firefighting.

Police Officer of the Year
Congratulations to Corporal Kenneth Hashimoto, our esteemed Officer of the Year! Corporal Hashimoto has been an integral part of the ECPD since 2013, showcasing commendable dedication and expertise. Over the past year, Corporal Hashimoto has demonstrated versatility by fulfilling roles as a detective and a field training officer. His guidance in mentoring new team members and his pivotal contributions to resolving criminal cases have been truly invaluable.

The El Cerrito Police Department is hiring part-time Police Cadets. Starting pay is $18.13/hr. Cadets perform a variety of non-sworn law enforcement duties, including providing non-emergency assistance in the office and in the field. Police Cadets are hired as temporary non-sworn staff for up to five years while enrolled in college.
Qualifications:
Completion of 12th grade; must be attending an accredited college or university and enrolled in at least 6 semester or 8 quarter units and maintaining a "C" average. Must be at least 18 years old and possess a valid California Driver’s license.
Applicants must be able to pass an extensive background check, including a polygraph exam, medical, drug screen and psychological exam.

Welcome to New Engineering Staff
Please join the Public Works Department in welcoming Eduardo Huizar as our new Engineering Technician! Eduardo has experience in the private and public sector. He previously worked for a construction company in Richmond preparing plans, managing product inventory, and conducting field assessments. Most recently, he interned at the El Cerrito Recycling Center working on a variety of special projects and assisting the public.
Eduardo is a recent graduate of the University of California at Berkeley, where he earned a Bachelor of Science degree in Civil Engineering. In his position with El Cerrito, Eduardo will be focusing on our encroachment permit, traffic, accessibility, and clean water programs, as well as assisting with capital projects, mapping and more.

El Cerrito Del Norte Complete Streets Project Construction Begins Next Month
Construction of the El Cerrito Del Norte Transit-Oriented Development (TOD) Complete Streets Project is scheduled to break ground in March 2024, with a groundbreaking event planned for March 6 at 10 am (details here).
Improvements consist of enhanced and new protected crosswalks, new context-sensitive bikeways, bus boarding islands, circulation improvements, and streetscape amenities. The project is on San Pablo Avenue from Potrero Avenue to the Ohlone Greenway near northern city limit, Eastshore Boulevard from Potrero Avenue to San Pablo Avenue, Hill Street from San Pablo Avenue to Liberty Street, Cutting Boulevard from I-80 to Key Boulevard, and Knott Avenue from San Pablo Avenue to Key Boulevard.

EBMUD Wildcat Pipeline Improvement Project on Richmond Street
EBMUD’s Wildcat Pipeline Improvement Project is installing approximately 2.6 miles of 36-inch pipeline mostly along Richmond Street. The project will improve operational flexibility and water system reliability in the northern portion of EBMUD’s service area.
Installation of the pipeline began in December 2023 and is scheduled to be completed by June 2025. Current work areas include the intersections of Lynn Avenue/San Carlos Avenue, Hill Street/Liberty Street and Richmond Street at and north of Stockton Avenue. Expected work areas over the next few weeks are Richmond Street working northbound from Waldo Avenue to Moeser Lane. Please watch for temporary pavement and traffic control and detour signs at all of these locations

Climate Action & Adaptation Plan Update
Development of the El Cerrito Climate Action and Adaptation Plan (CAAP) is in full swing, charting a course to reduce our City's Greenhouse Gas emissions and build resilience against climate change impacts. Thanks to everyone who participated in the City’s stakeholder meetings, Environmental Quality Committee (EQC) sessions, Community Workshops, online surveys and in-person tabling events to share your thoughts over the past year.
The Public Draft CAAP will be available for public review from March 8 to April 1 on the City's website. Please stay tuned to review the Draft Plan, or provide your comments in-person at an upcoming Public Meeting of the Environmental Quality Committee, tentatively planned for March 12, 2024.

El Cerrito Arbor Week, March 7-14
Although the City of El Cerrito and the El Cerrito Garden Club have observed Arbor Day for many years, the City now celebrates California Arbor Week from March 7 - 14 each year. This year, the El Cerrito Urban Forest Committee (UFC) has planned two events at the El Cerrito Public Library. A children’s program “Leaf and Learn with us” with Children‘s Librarian Terri Dix and members of the UFC on Saturday March 9, from 10:15 to 11:30, and an adult program “Trees in our World” on Tuesday March 12 from 6:30 to 7:30 p.m. with Professor Yan Linhart and UFC members, including information on tree care and planting and a Q&A period. The City is also planning a tree planting event at a local school. In 2019, the City first qualified for the Tree City USA designation and has met these criteria each year since. Celebrating Arbor Day is one of several qualifying activities. Please join us in celebrating trees!

The Group meets regularly to review and discuss accessibility projects in the City and the needs of those with disabilities as described in the City’s ADA Transition Plan. New Red Curb Markings on Navellier Street, Avis Drive, and Lincoln Avenue Our Maintenance team recently installed new red curb markings on Navellier Street and Avis Drive near the intersection of Moeser Lane. The new red curb markings will improve traffic flow at the intersection and ensure the traffic signals are operating more efficiently. Our Maintenance team also installed new red curb markings on Lincoln Avenue near the intersection with Kearney Street to improve sight lines between vehicles.

Roadway Safety Corner
Each month, we’ll share more information about a roadway safety feature that the City has implemented, and this month, we’re covering Leading Pedestrian Interval (LPI). A Leading Pedestrian Interval gives pedestrians a head start to cross at signalized intersections. They’re typically given 3-7 seconds before the traffic signal turns green for vehicles traveling in the same direction. This is intended to improve the visibility of pedestrians in the crosswalk. You can see this type of safety treatment at the intersection of Fairmount Avenue/Ashbury Avenue, as well as Caltrans-operated intersections on San Pablo Avenue, such as at Stockton Avenue.

Summer Camp Discount Day
Thank you to everyone who participated in the Recreation Department’s annual Discount Day virtual event. Over 3,700 registrations were processed for the ten weeks of summer camp (which is 1,000 more than last year’s Discount Day). While many camps have reached their maximum capacities, there are still lots of options with availability. Anyone interested in joining us for a summer of fun is encouraged to register early to secure their spot. Teen Leadership Programs
The El Cerrito Recreation Department is excited to offer teen leadership programs this spring and summer to help those in grades 6-12 gain skills and experience that will help them land their first job. The Junior Guard program prepares future Lifeguards in grades 6-9 to meet the prerequisites of the American Red Cross Lifeguard Training program. Junior Guard is offered as a week-long camp over spring break (4/1-4/5) and over multiple summer weeks. The Junior Rec Leader program is designed for those in grades 9-12 interested in a future job as camp counselor or childcare aide. This program focuses on vocational skills, job etiquette, and the basics of child development. Junior Rec Leader is offered for 5 weeks over the summer. Swim Center and High School Swim Team
El Cerrito High School Swim Team began practice at the El Cerrito Swim Center on February 5th and has one of their biggest teams yet! We are excited to share the pool with the Swim Team, and please note the changes to the Swim Center schedule. This includes closing early on Wednesdays at 3pm and splitting lanes in the evening. I.T. DIVISION
Please join the I.T. Division in welcoming Luzdary (Luz) Mora-Reyes as our newest member.
Luz is thrilled to join the City of El Cerrito as a Network Security Engineer, with a solid background in healthcare IT, a Cybersecurity certification from UC Long Beach and an Information Technology degree.
Over the past years, Luz honed her skills in network security, project management, and compliance across various roles including System Administration and Technical Engineering.
In her previous positions, she has led initiatives to fortify network defenses, streamline IT operations, and ensure compliance with data privacy regulations. From spearheading the implementation of IT asset management systems to leading critical projects like Automation and VPN upgrades, she's demonstrated her ability to tackle complex challenges and drive tangible results.
With expertise in PowerShell scripting, HIPAA compliance, and proactive threat mitigation strategies, she is eager to collaborate with the team to strengthen our network security measures and safeguard our organization's assets.
