City Manager's Update / April 2025

A quick glance at the news these days shows the chaos that is happening in the economy because of actions taken by the federal government. Considering the uncertainty we face, our City organization must continue to be cautious as we budget and plan for the future. That’s why, despite cost pressures we’re experiencing that range from new labor agreements to rising insurance premiums and utilities, our City staff team put forward a proposal at the City Council Budget Study Session earlier this week that proposed no change to the Fiscal Year 2025-26 budget developed last Spring. Instead, the intention is to absorb these costs across Departments and to ensure we continue to operate with a balanced operating budget.


As City staff reported to the City Council, to ensure a balanced operating budget beyond our two-year budgeting cycle, larger adjustments may be needed in the future. The findings from the Citywide Fee Study and Cost Allocation Plan that are underway now will help inform the Council’s decision making, as will the planned Citywide Service Delivery Study that would provide benchmarking and analysis to inform any structural changes.


The good news is that the City’s General Fund reserves (our “savings account”) remain extremely healthy, and total above 43% of expenditures. The City Council will consider what expenses or investments are worth making from reserves, including how much to dedicate for vehicle and equipment replacement needs, deferred maintenance costs, adding to the Section 115 Pension Trust to address pension costs, and/or funding other one-time needs. Following the discussion at the Budget Study Session, the City staff team will be preparing options for the City Council to consider at an upcoming meeting.


The next two-year budget that we’ll begin developing later this year will be an opportunity to use data to ensure the City operates without an operating deficit not just one year at a time, but looking forward many years. We’ll be able to do that thoughtfully by incorporating the findings of the Cost Allocation Plan, and also by revamping our approach to saving for vehicle and equipment replacement needs, managing the Capital Improvement Program, and more. And of course, we will seek input from the Financial Advisory Board and will hold public meetings and workshops to hear from you, our community.


So while we must continue to hunker down through this next fiscal year, we are doing so with strong reserves and from a position of strength. Despite the economic headwinds we may be facing, we will continue to be fiscally disciplined and our current mindset is to show patience, not panic. I am extremely proud of the financial strides we’re continuing to make as an organization and I’m optimistic about the additional improvements we’re planning to include in the next biennial budget.


Until then, with City Council’s leadership, we’ll focus on getting through the next fiscal year without the use of reserves for operating costs, while putting plans into action for a more comprehensive budget development process to begin in the Fall. I am grateful to our community for your input on the City’s priorities, and look forward to hearing more feedback as we work together to maintain our City’s financial stability now and in the future.

Congrats to El Cerrito’s 5 Leadership Academy Graduates

Congratulations to our most recent Contra Costa Local Government Leadership Academy graduates, including Senior Planner Jeff Ballantine, Senior Accountant Jill Du, Neighborhood Preservation Officer Steven Mello, IT Manager Eric Ng, and Firefighter Gary Williams! Each year, the program offers a cohort of participants from 19 participating agencies an opportunity to learn alongside others that are outside of their department and outside of their organization, to support their long-term professional and personal growth. Their graduation on April 2, 2025, celebrated the commitment and extra effort they’ve put in over the last year to grow as leaders in local government organizations here in Contra Costa County and beyond.

First-Ever El Cerrito Youth Poetry Festival

May 2 & 3, ECHS Library & Harding Elementary

Join Tess Taylor, El Cerrito's Poet Laureate, for the inaugural El Cerrito Youth Poetry Festival in collaboration with El Cerrito High School and Harding Elementary. The event kicks off on May 2 at 5:30 p.m. at the ECHS Library with live performances by Poetically Speakin', The Gaucho Review, and a Student Open Mic. Teachers will also take the stage, making for an evening full of poetry, games, pizza, donuts, and fun.


On May 3, head to Harding Elementary from 10 a.m. to 2 p.m. for a Poetry Carnival featuring intergenerational poetry, music, word games, and even the chance to read a poem live on the radio.


The City would like to give a huge thank you to El Cerrito’s current Poet Laureate, Tess Taylor, for coordinating this festival and for the numerous other events she’s initiated during her tenure this past year.

City Office Network Restoration Expected this Week

Over the past two weeks, City of El Cerrito offices have been experiencing an internet/network outage with some digital services impacted. City staff have been able to continue providing services through workarounds set up by our IT team, however we’re pleased to announce that full restoration of our network and internet connection is anticipated to occur by the end of this week. Bike to Wherever Day 

On Thursday, May 15, 2025, thousands of bicyclists of all ages will show their support for two-wheeled transportation by taking part in Bike to Wherever Day! Each year, the City participates in the regional Bike to Wherever Day by hosting an Energizer Station along the Ohlone Greenway at the El Cerrito Plaza BART Station from 7 to 9 a.m. Energizer Stations are a big part of Bike to Wherever Day. Located along many commute routes during morning commute hours, bicyclists can stop by for refreshments, giveaways, and bicycling information or simply to be 'cheered on' by fellow participants.

2025 Affordable Housing Month Kickoff Celebration 

May is Affordable Housing Month! Building Permits In March, 125 building permits were issued, 7 of which were solar permits and 3 were ADUs. Last year in March, 110 building permits were issued, which included 15 solar permits and 1 ADU. Currently, the application processing time for building permits requiring plan check is up to 15 days after the date a complete application is submitted. Over the counter permits are available in person during counter hours or can be submitted via email at buildingapplications@ci.el-cerrito.ca.us and will be issued within 1-2 business days. Summer Kick-Off Festival & Makers Faire: Call for Vendors  

Save the date, Saturday, June 7, 2025, for El Cerrito’s 2nd annual Summer Kick-off Festival & Maker's Hall at Hana Gardens. This event is co-sponsored by the City, The Little Hill / Little Hill Real Estate and the El Cerrito Chamber of Commerce. There will be food trucks, live music, and craft tents in the City Hall parking lot, with a large maker's faire inside Hana Gardens, and outside in the plaza area. FIRE

Operations

The storms and heavy winds in March pulled some sheds and roofs apart in our neighborhoods. One of the roof sections settled into a tree, creating a life hazard. Crews from the Fire Department responded to the hazard and found a way to remove the roof section from the tree before it fell on someone. Our Firefighters primarily train for fire suppression and medical emergencies; however, they can never predict what special scenario will come next, and they respond to any hazard that threatens life or property.  

Training

The goal of every Firefighter is to know the job above and below them so that in times of emergency we can still function. Our new Firefighters recently received engineer training on how to operate the main pump of the fire engine. Operating the pump requires understanding and calculating the friction loss water experiences flowing through a hose while adjusting for the length, diameter, and type of hose to provide the correct pressure to the nozzle in a fire fight. In addition, every fire requires at least two hoses of different length or size to be deployed from the same pump, requiring constant adjustments to the pressure.  

Every year our Firefighters test the engine’s hoses to the National Fire Protection Association 

(NFPA) standard to ensure the hoses can withstand the pressure and rigors of an interior fire attack. These pressures typically range from 200 to 300 pounds per square inch, depending on the hose type. Hoses that fail are retired from service and replaced.

Public Outreach 

Engine 52 A shift (Captain Hoyer-Nielsen, Engineer Hood and Firefighter Becker) visited Cameron School this week to teach the kids about fire safety. School visits are typically the first time children are exposed to Firefighters and public safety. During these regular visits, children learn about what to do during fires, what dangers around the home to avoid, and what a firefighter will look and sound like when they enter a burning home to search for them. 

POLICE

Calls for Service  

The El Cerrito Police Department (ECPD) handled 1,968 calls for service in February. To read more about the types of calls the ECPD handles, check out our Nixle Feed at www.local.nixle.com/el-cerrito-police-department/.

Drone Training

In March, El Cerrito Police Department Officers joined law enforcement agencies from across the region for an intensive day of training focused on Unmanned Aircraft Systems (UAS) drone operations. The training session covered a wide range of topics, including drone safety protocols, real-time surveillance, search and rescue operations, and disaster response. Officers practiced operating drones, which can enhance situational awareness in critical incidents such as missing person searches, crime scene documentation, and crowd monitoring during large public events. 


This regional training event not only fostered collaboration and knowledge-sharing between agencies, but also helped ensure that Officers are up-to-date with the latest tools and techniques in drone technology. The El Cerrito Police Department is committed to utilizing advanced technology to serve and protect the community.

The El Cerrito del Norte Complete Streets Project Continues!  

Progress on the El Cerrito Del Norte Complete Streets project continues with sidewalk replacement, bike lane paving, curb and gutter forming, and irrigation and electrical infrastructure installation. We have completed the bike lane buffer work through the east side of San Pablo Avenue and have made progress on the west side as well. Most recently, work began in the center median of San Pablo Avenue. The work in the median stretches from Knott Ave. to Potrero Ave. and is expected to be completed in May. This means that construction activities will be performed on both sides of San Pablo Ave. as well as in the center medians as we push to accelerate our progress! Impacts to expect:  


  • Lane closures from 6 a.m.- 4 p.m.
  • Lanes will be shifted, but traffic flow will continue on San Pablo Ave. – please be mindful of the temporary traffic control devices.
  • Crosswalks may be partially or fully blocked, but alternative paths will be clearly marked.  

This is an exciting time in the construction of the project. We appreciate your patience and understanding as we work to complete this important project to bring improvements for bicyclists, pedestrians, and transit users. Please exercise caution in this area, for the safety of other drivers, pedestrians, bicyclists and the construction crews.

2025 Surface Seal Project 

The City of El Cerrito is advertising for bids for the 2025 Street Sealing project. The project entails resurfacing approximately 9 centerline miles of streets in the northern portion of the City and various striping improvements for pedestrian and traffic safety. Streets will be “rubberized cape sealed” or “slurry sealed”, along with localized pavement repair and crack sealing, in an effort to extend pavement life, address moderately cracked pavement, and improve ride quality. Seven new ADA curb ramps will also be constructed at various intersections. Bids are due May 6. 

The Richmond Street Complete Streets Improvements Project aims to enhance safety and mobility along Richmond Street between Elm Street and Fairmount Avenue. Five project strategies have emerged from citywide plans and public input received, including striving for: A Balanced Use of Public Space, Safe Speeds, Safe Walking, Safe Bicycling, and Green Infrastructure.  

 

Refinement of the project’s design continues! City staff have conducted focused conversations with Richmond Street residents, as well as community members who use Richmond Street to move about by bicycle. On-going community comments identify a range of perspectives and questions about how the project can balance the needs of all users. The design team is currently working on responsive design refinements and a strategy for bringing these updates back to the community.

El Cerrito Street Name Sign Replacement & Traffic Improvements 

Public Works staff have been working on replacing faded, missing, and outdated street name signs throughout the city. Replacing street name signs throughout the City will make navigating throughout the City easier. We are currently working through a backlog of requests and will begin prioritizing main corridors such as arterial and collector streets in the coming months. 

Additionally, staff has been evaluating and addressing requests from residents to improve traffic safety in their neighborhoods. As a result, we recently installed delineators as a quick-build vertical measure to calm traffic in combination with the existing high-visibility signage and striping. The delineators were installed at the Potrero Ave and Navellier St intersection as well as at the Carlson Blvd. and Lassen St. intersection. 

Encroachment Permits

For March, 62 encroachment permits were issued. Currently the application processing time for encroachment permits is no more than 7 days after the date a complete application is submitted. Check Out Our Compost Ads at the El Cerrito Del Norte and El Cerrito Plaza BART Stations  

Last year, the City was awarded a $75,000 grant from CalRecycle to implement SB 1383 programs and promote composting to help reduce greenhouse gas emissions from landfills. To do so, part of the funds are being used to display ads at the El Cerrito Del Norte and El Cerrito Plaza BART stations that remind riders of how important placing food scraps, yard waste and food-soiled paper in the green cart is in helping us combat climate change. 

 

Compost ads in English, Chinese and Spanish will be on display at the Del Norte and Plaza BART stations from Monday, April 7 to Monday, May 5 as a part of the City’s Earth Month efforts to promote sustainable actions across our community. El Cerrito Arbor Week Tree Planting in Arlington Park 

The annual arbor week tree planting hosted by the Urban Forest Committee on Friday, March 21 was a very satisfying albeit smaller event after it was postponed due to rain. This year we planted two ‘Eddie’s white wonder’ dogwood trees in Arlington Park Picnic Area 2. While a limited number of people attended specifically for this event, the kids and parents playing in the park were quite intrigued, and some participated. Arbor Day tree planting is one of the key components that qualifies El Cerrito as a Tree City USA. The four requirements are to have 1) a tree board/department, 2) a public tree care ordinance, 3) a community forestry department program with an annual budget of at least $2 per capita, and 4) an arbor day observance and proclamation.

Shop the Spring Citywide Garage Sale – Saturday,

May 17, 2025 | 9 a.m. – 3 p.m. 

The City of El Cerrito coordinates the Citywide Garage Sale in the Spring and Fall to promote reuse, so that one person's unwanted items can become another’s treasure!  

 

Printed maps with listings of all the garage sale locations and offerings will be available one week prior to the event online and at El Cerrito City Hall, the Recycling Center and the Community Center. A digital map with listings and locations will also be hosted on our website at

el-cerrito.org/GarageSale.  

El Cerrito Repair Workshop Helps Community Fix, Learn, and Reduce Waste

On Saturday, March 22, 2025, RecycleMore, in partnership with Sustainable Contra Costa and the City of El Cerrito, hosted a successful free Repair Workshop at the El Cerrito Community Center. The event welcomed 56 community members and 19 volunteer repair coaches who came together to breathe new life into broken items and promote reuse over replacement. 


A total of 79 items were brought in for assessment. Here's how it broke down: 


  • 39 items (49%) were fully repaired 
  • 14 items (18%) were partially repaired 
  • 26 items (33%) couldn’t be fixed—but many participants still walked away with valuable tips and next steps 


The workshop not only helped prevent usable items from ending up in the landfill, but also gave attendees a chance to build confidence in maintaining and repairing their own belongings. Even when items couldn’t be completely repaired, participants gained insight from knowledgeable coaches to help guide future fixes. 


Beyond the repairs themselves, the event highlighted the power of hands-on skills, community collaboration, and practical knowledge in reducing waste to combat climate change.

Support the 4th of July Festival 

Thanks to our many sponsors and donors, the City of El Cerrito/worldOne 4th of July Festival continues to be a renowned tradition. The City is once again seeking proud sponsorship from businesses and organizations, as well as individual donations from the community, for our 2025 festival. The goal is to reach $50,000 in raised funds that will allow the event to continue to be admission free, support high quality musical performances and family entertainment such as rides and bounce houses, and keep costs low for participating non-profits and civic organizations. With over 30 years of experience in facility management, customer service, and team leadership, he brings a wealth of knowledge to his position. Jaime’s innovative approach has already sparked improvements at the Recycling Center, driving both greater sustainability and a more streamlined experience for visitors.
