COVID-19: Tips for Personal Hygiene and Preparedness
We continue to monitor the novel coronavirus COVID-19 and want to provide an update on how the City is responding. The City has been involved in daily updates with the County of San Mateo including the San Mateo Public Health Department in an effort to ascertain how best to proceed with City operations. The community's health, safety, and well-being is our top priority. In light of San Mateo County Health Official Dr. Morrow's latest statement (3/10/20), we have taken the following steps we feel are necessary to lessen the broad impact of the disease and to keep our community as safe as possible:

Adjustments to City Operations

As of today, March 11th, programming at the Senior Sunrise Room and Wednesday Senior Club Lunch & Bingo have been suspended until further notice out of an abundance of caution and concern for our most at-risk community members. Dr. Morrow is still recommending that cities focus on "community mitigation"; our senior population is the most susceptible to contracting the virus, with the highest risk group being those age 80 and over.

Park and Rec staff will be holding off on taking any new facility bookings through April of this year. Private events that have already been booked will not be canceled by the City at this time.

Dr. Morrow currently is allowing cities to make determinations between "essential" and "non-essential" gatherings. We have determined public meetings – including Council, Commission, and Committee Meetings – as essential, but are looking into how they can be conducted differently with the use of technology, and most importantly, still be aligned with the Brown Act. An effort is being made to move items of great community interest (Short-term Rentals, Cannabis, etc.) to later in the springtime. A similar approach will be taken for Council Subcommittee Meetings, should any need to be scheduled going forward. As this is an ever-evolving and fluid situation, we will be re-evaluating these procedures after two weeks and make any necessary adjustments. As Dr. Morrow has recommended practicing "social distancing" at this time, meeting rooms will be arranged to allow a minimum of 3 ft. of distance between audience members.

In addition to Brisbane Village Helping Hands' "Spring Fling" social event, "Climate Action Game Night: Jeopardy!", which was scheduled to take place on March 18 th , as well as LUNAFEST, which was scheduled to take place on March 28th, have been postponed until further notice.

Actions Staff are Taking

We are in the process of increasing the frequency of cleanings by custodial staff at all City facilities, including: City Hall, the Community Pool, the Library, Mission Blue Center, and the Community Center. Extra gel hand sanitizers have also been placed on all public counters along with the above poster from the the CDC. For the two kiosks located in City Hall (next to the Community Development and Finance Depts.), we have placed disinfectant/antimicrobial wipes for visitors to use before and after using the terminal; staff will also be wiping down commonly used equipment down. Staff will also be wiping down surfaces after meetings that occur in any of the conference rooms as well as the Community Meeting Room. We are also sending regular reminders to practice personal hygiene and preparedness and we encourage everyone in the community to do the same. Did you know that the proper time to spend washing your hands equates to singing the "Happy Birthday" song, twice?

What the Public Can Do

In addition to washing your hands, covering your cough or sneeze, and staying home when you're sick, we want to remind the public that a number of City services are offered electronically. You can pay your water bill , apply for a building permit , submit a service request , request a copy of a police report , file your business license , and sign up for Parks and Recreation programs ... all from the comfort of home. This webpage on the City's website will continue to be refreshed as information is shared by the County. See their latest news release here . If you prefer to receive these news updates from the County as they're posted, you can sign up for email updates here: https://cmo.smcgov.org/eoc . Their plan to to share a daily news release at 4pm, which they will be archiving on that webpage. If you prefer to receive updates via text message, text "coronavirus" to 211211. A County Public Call Center continues to operate 24/7 in 180 languages. Callers can dial 2-1-1- to get answers to questions about how residents, schools and businesses should prepare for COVID-19, as well as ways to prevent the spread of the virus.
This is also a good reminder to get signed up on SMCAlert if you haven't already . Just text "94005" to 888-777 or register an account so you can opt-in for email and/or text messages from other cities. The City will use SMCAlert to communicate urgent alerts (i.e. a fire incident, evacuation, etc.) to Brisbane residents and individuals who have opted in. It's important to get signed up, please take the time to do so now. We will also continue to post updated information on our social media platforms: Facebook , Twitter , and Instagram .

Baylands Specific Plan Notice of EIR Preparation and Scoping Meeting
On Thursday, February 20, 2020, notice was officially given that the City of Brisbane would be the Lead Agency in preparing an Environmental Impact Report (EIR) for the Brisbane Baylands Specific Plan. The City is interested in your input on the scope of the EIR for the Baylands.
 
The applicant for the Specific Plan, Baylands Development Inc. (previously Universal Paragon Corporation or UPC) is proposing development of up to 2,200 residential units and 7 million square feet of commercial use, along with an acquisition of an annual water supply of 2,400 acre-feet from the Oakdale Irrigation District. A summary description of the project, its location, background, and the potential environmental effects to be addressed in the EIR can be found  here and on the  Baylands microsite.

The City of Brisbane is requesting written comments on the scope and content of the EIR, which may be sent to:

Due to the time limits mandated by State law, comments must be sent at the earliest possible date but no later than 30 days from February 20 th . Therefore, the review period for the Baylands NOP will last through Friday, March 20, 2020, 11:59PM.

A Scoping Meeting to solicit input from public agencies, organizations, and members of the public regarding the scope and content of the EIR was held on Wednesday, March 4, 2020 at 7pm in the Community Meeting Room at City Hall, 50 Park Place, Brisbane.

Application Period Extended to 4/2 to Serve on the Open Space and Ecology Committee
At their March 5th City Council Meeting, the Council motioned to re-open the application period for the Open Space and Ecology Committee. Applications will be accepted through 5pm on Thursday, April 2nd. All current applications will still be considered and go through the interview process with the City Council, who encourages all members of the public with an interest to apply. Water Main Replacement Project | March 9-13 UPDATE
Kings Road will be closed in 500’ sections to all through traffic, including driveways, which started on Wednesday, 2/26. The road closures will be from 8am – 5pm, M-F. These closures, while inconvenient, are necessary as the crew starts the main line pipe replacement. They will be closing the road starting just past Beatrice and working their way towards Margaret; flaggers are at each end of the project area to help direct motorists. The contractors will deliver notices to residents, outlining which days they plan on being in front of their house and blocking their driveway access. Please note the dates on all No Parking/Tow-Away signs that will be posted 72 hours in advance of enforcement; these signs WILL BE STRICTLY ENFORCED DURING THIS MAIN LINE INSTALLATION WORK

Emergency vehicles and pedestrian access will accommodated at all times, but please allow for additional time for safe access and egress.
