Brisbane to Receive Innovation Award for Adopting Reach Codes
Earlier this week Sustainable San Mateo County announced that it will recognize the cities of Brisbane, Menlo Park, Pacifica and San Mateo, as well as the County of San Mateo, for adopting strong, local building codes (called “Reach Codes”) that will result in safer and more comfortable buildings, increase electric vehicle readiness, and reduce carbon emissions. The organization will honor them, along with other sustainability champions, during its 21st annual Sustainability Awards Dinner on April 2 at the College of San Mateo. 

In December 2019, the Brisbane City Council unanimously adopted local Reach Codes addressing electric vehicle (EV) charging infrastructure, building electrification, on-site solar generation, and fire protection. Brisbane’s EV Reach Codes are among the strongest in the state, and will require all new residential units (single-family and multi-family) to have at least one Level 2 EV-ready circuit, and for commercial buildings to have 25 to 50 percent electrified spaces. Brisbane followed Menlo Park’s model for building electrification, and as of January, 1, 2021, will require new, all-electric buildings, with exceptions for natural gas cooking and fireplaces in residential units, and life science buildings in the commercial sector. Aside from building electrification, the City’s Reach Codes went into effect January 1, 2020, and included the City extending previously-adopted Reach Codes for on-site solar generation and fire protection. Baylands Specific Plan Notice of EIR Preparation and Scoping Meeting
On Thursday, February 20, 2020, notice was officially given that the City of Brisbane would be the Lead Agency in preparing an Environmental Impact Report (EIR) for the Brisbane Baylands Specific Plan. The City is interested in your input on the scope of the EIR for the Baylands.
 
The applicant for the Specific Plan, Baylands Development Inc. (previously Universal Paragon Corporation or UPC) is proposing development of up to 2,200 residential units and 7 million square feet of commercial use, along with an acquisition of an annual water supply of 2,400 acre-feet from the Oakdale Irrigation District. A summary description of the project, its location, background, and the potential environmental effects to be addressed in the EIR can be found  here and on the  Baylands microsite.

Due to the time limits mandated by State law, comments must be sent at the earliest possible date but no later than 30 days from February 20 th . Therefore, the review period for the Baylands NOP will last through Friday, March 20, 2020, 11:59PM.

A Scoping Meeting to solicit input from public agencies, organizations, and members of the public regarding the scope and content of the EIR will be held on Wednesday, March 4, 2020 starting at 7pm in the Community Meeting Room at City Hall, 50 Park Place, Brisbane. 
2/28 Wildfire Incident in San Bruno Mountain State and County Park
North County Fire Authority formed a unified command with CAL FIRE this afternoon to fight a vegetation fire that started in San Bruno Mountain State and County Park next to the picnic area and was reported at 10:03am. The fire has been mapped to 6 acres and is under containment. Crews will remain on-site overnight conducting mop-up operations. The cause of the fire is still under investigation by CAL FIRE; we will inform the community when they have made a final determination. We thank the over 60 local firefighters who assisted, CAL FIRE for sending additional crews, apparatus, and supplying the helicopter, and are thankful NO INJURIES were sustained by anyone involved in the firefighting. Today's incident through is a stark reminder that we need to always Be Ready, Get Set, and Go Early (video). Please also heed keeping 100 ft. of defensible space around your home - not only is it the law, it provides for firefighter safety when protecting homes during a wildland fire.
March 3rd Presidential Primary Election Info
Brisbane City Hall’s Council Chambers will soon be transformed into a County Vote Center, as tomorrow kicks off its opening. Stop in: Saturday, February 29 th through Monday, March 2 nd (9am-5pm) and Election Day, Tuesday, March 3 rd (7am-8pm).
 
A Ballot Drop Box is also available in the lobby of City Hall, where you'll be able to drop your mail-in ballot during City Hall's regular hours of operation -- M, Tu, Th: 8-5, W: 8-8, F: 8-1 -- and to of course, get your 'I Voted' sticker!
 
Note: If you missed the 2/18 mail-in and online voter registration deadline, it’s still possible to vote in the March 3 rd Presidential Primary Election.  Voter registration can be done in-person at the County Elections Office or any County Vote Center from 2/18 through Election Day, 3/3.
COVID-19: Tips for Personal Hygiene and Preparedness
As COVID-19 (“Novel Coronavirus”) continues to spread and impact more countries around the globe, we want to remind you of the two most important areas for you to consider to protect yourself, your loved ones, and your community:
 
Personal Hygiene – COVID-19 is a respiratory virus and the same preventative measures as the flu should be taken:
 
  • Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
  • Avoid touching eyes, nose, and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Cover a cough or sneeze with a tissue, then throw the tissue in the trash.
  • Avoid shaking hands, and use a barrier such as a tissue when touching public surfaces (e.g., bathroom door handles).
  • If you are not feeling well with cold, flu or other symptoms – contact your primary care provider, and STAY HOME from school or work.
 
Personal Preparedness – we are already starting to see effects in certain industries where the supply chain of goods, transportation, and travel have been impacted. Now is the time to:
 
  • Review your household preparedness. We recommend you follow the same suggestions shown here for earthquake preparedness kits.
  • Attempt to obtain several months’ supply of any critical medications.
  • Think about any other critical supply needs, and stock up on them now (please refrain from buying up medical supplies such as N-95 or surgical masks – it’s more important for healthcare workers to continue to have access to them)
 
The City and the Brisbane School District are both working on monitoring this situation and will provide updates as necessary; Superintendent Collver will be sending out a letter later today with similar tips and actions the schools are taking to minimize the spread of germs. For additional information, you will find the San Mateo County Health Officer’s latest statement here . Thank you for your careful attention and mindfulness in keeping our community safe.

Community Pool Upgrades, Re-Opens Monday, 3/2 @ 6:30am
As you can see in the pictures above, the Community Pool locker rooms got upgraded over the past couple weeks! The showers (see before/after pics above) and the counter tops were re-coated, and the benches were refinished. Thank you for your patience during the closure.

The Community Pool will be re-opening, Monday, March 3, 2020 at 6:30am. Can't wait to see the lap swimmers return!
Software Issue - Apologies for the Multiple Sends
For customers enrolled to receive their utility bills via email, the bills were distributed on Tuesday, February 25 th . Unfortunately, we experienced technical difficulties and some of our customers received multiple emails. We apologize for any inconvenience this may have caused and have confirmed that these customers were only billed once. Our Finance Team is working with our software vendor to resolve this issue. Thank you for your understanding.

If You See Something, Say Something!
The City uses GORequest to track service requests. Fill out the form on the City's website , or download their free app to submit service requests via your smartphone. Just make sure you turn on Location Services after getting the app, so you can start properly reporting. 
How to Properly Address a Neighbor's Barking Dog
Sometimes, we don't see something, we hear something. In the case that's a neighbor's barking dog, your best option is to call Dispatch immediately at (415) 467-1212 so that one of the officers can immediately come out to the property to see if the barking rises to a level of a violation. Section 6.14.020 (G) of the Brisbane Municipal Code, under Owner Responsibilities, reads, "No person shall keep or permit to remain on any premises within the city any animal that disturbs the peace and quiet of any neighborhood, or person residing therein, by barking, crying, baying or making any other noise sufficient in volume to so disturb the neighborhood or its residents. Any such animal so disturbing the peace is hereby declared to be a public nuisance."

Next time you find yourself in this situation, please remember to call Dispatch immediately so that the issue can be properly addressed.

Weekend SF Caltrain Closure
Weekends between February 22 and March 29, Caltrain Electrification crews will be installing the overhead contact system in the four San Francisco tunnels. In order to facilitate this work, trains will not serve the San Francisco or 22 nd Street stations on weekends from February 22 to March 29, 2020. Caltrain service will stop at Bayshore Station and free bus service will transport passengers to the 22nd and San Francisco stations.

Caltrain encourages customers to consider alternative transit options on weekends, including BART via Millbrae Station. Weekday Caltrain service will not be impacted. For more service information, including a list of transit alternatives, please visit www.caltrain.com/sfweekendclosure .

Water Main Replacement Project | March 2-6 UPDATE
Kings Road will be closed in 500’ sections to all through traffic, including driveways, which started on Wednesday, 2/26. The road closures will be from 8am – 5pm, M-F. These closures, while inconvenient, are necessary as the crew starts the main line pipe replacement. They will be closing the road starting just past Beatrice and working their way towards Margaret. The contractors will deliver notices to residents, outlining which days they plan on being in front of their house and blocking their driveway access. Please note the dates on all No Parking/Tow-Away signs that will be posted 72 hours in advance of enforcement; these signs WILL BE STRICTLY ENFORCED DURING THIS MAIN LINE INSTALLATION WORK

Emergency vehicles and pedestrian access will accommodated at all times, but please allow for additional time for safe access and egress. Your continued cooperation and patience is greatly appreciated as the crew works to complete these important upgrades to the City’s water system.
Reminder: Garbage pickup will be early citywide - be sure to put your carts out the night before. If pesky critters are preventing you from being able to do so, please reach out to SSF Scavenger at (650) 589-4020 - they will install a gravity-locking mechanism for free!
2/24 Structure Fire at 34 Visitacion - Incident Update
Just after 2:30am on Monday, February 24 th , six engines responded to a structure fire at 34 Visitacion Ave. The first arriving fire company found smoke coming from the second floor of the 3-story apartment building. Firefighters made entry into the second-floor unit and found smoke and flames coming from the kitchen with fire extending up through the wall area into two apartment units directly above and onto the roof. Using hose lines, firefighters were able to contain the fire to those areas.

Fire companies remained on scene for 2.5 hours checking for fire extension and completing overhaul and mop up operations. Two residents were displaced by the fire and were provided with housing assistance through the American Red Cross. There were no injuries to any of the occupants or firefighters. The cause of the fire was due to cooking and underscores the importance of installing and maintaining smoke alarms in homes.

On the morning of February 25 th , inspectors from the City’s Building Department red-tagged the unit where the fire originated (unsafe, complete fire damage inside the unit, no occupancy), with the two other units inspected and found to be yellow-tagged (restricted use only to retrieve items, no occupancy). They will remain tagged until the required repairs are made. The City will actively monitor the progress made by the property owner in repairing the units so that they are safe for future occupancy.
