PEACEFUL PROTEST
The events resulting in the tragic death of Mr. George Floyd in Minneapolis have resulted in protests around the globe. The Oceanside Chief of Police released a statement on May 30 condemning the actions of the MN officers involved, outlining the expectations he has of our Police force, and relaying the sadness we feel about this disturbing conduct. Yesterday, the Chief announced the ban of the use of the carotid restraint technique and the renewed focus on de-escalation tools to ensure the safety of all.

Yesterday, citizens exercised their right to a peaceful protest in the downtown area, and OPD was present to monitor the safety of the crowd and local businesses. Be assured that safety is paramount and the Oceanside Police Department is fully staffed and attentive to the needs of the community during this time of strife.
MEASURE X - ROAD REPAIRS
Measure X is the 1/2 cent sales tax increase passed by Oceanside voters, which went into effect in April 2019. Measure X funding is strictly slated for road repairs, infrastructure improvements, public safety, and addressing homelessness. At its meeting last night, the City Council awarded a contract for over $4.6 million for road repairs this year. This is a combination of Measure X revenue, SB 1 (gas tax) and TransNet funding. Streets were selected using the City's Pavement Management Program and citizen comments. Some streets will be rebuilt, some with grind and overlay, and others will be slurry sealed. This is to include the replacement of ADA curb ramps. Construction is scheduled from early summer to late fall.
CITY BUDGET
At its meeting last night, the City Council voted to approve the fiscal year 2020-2021 operating budget . The financial forecast was revised for COVID-19 impacts to revenue and expenditures. The new budget includes a 10% reduction to Citywide maintenance and operations budgets and utilizes other cost containment efforts in order to maintain City service levels. The City Manager instituted a freeze on recruitment and replacement hiring and a freeze on employee travel for conferences or training.
