A Message from the City Manager

Greetings:

 

If you are wondering whether you missed my latest email e-blast, you likely did not, as my office spent its time working on a few other publications:

 

2025 Inside Temecula Newsletter: This is the City's first “Citywide Projects Edition” newsletter, which was printed and mailed to every address in Temecula. If you did not receive this newsletter in your mailbox, it is available electronically here, and we have extra copies at City Hall. Moving forward, we will produce this every January to provide Temecula residents and businesses with a snapshot of infrastructure projects recently completed or in progress for the coming year. Additionally, over the last few months, the City team created/enhanced an online Project StoryMap Webpage where you can find information about some of the more prominent projects in progress throughout the City. 

 

2026 Temecula Magazine: This magazine is a component of our economic development strategy to showcase the City of Temecula to discerning retailers as the premier investment destination for both small and large retailers seeking growth opportunities in Southern California. We distribute it throughout the year, and at the world's largest commercial real estate/retail event in Las Vegas, ICSC, to attract new retailers to Temecula. Check it out here.

 

On the personnel side, I would like to congratulate Luke Watson on his well-deserved promotion from Deputy City Manager to Assistant City Manager. Luke is a Temecula Valley High School graduate and, like me, began his City of Temecula career as an intern a few decades ago. He steadily advanced to become Community Development Director, then moved to the City Manager's Department as Deputy City Manager, and is now Assistant City Manager. At the same time, I congratulate Kevin Hawkins, Assistant City Manager, on his retirement planned for May 1, concluding a distinguished 35-year career in public service spanning three agencies, including the Cities of Inglewood, San Bernardino, and ultimately Temecula, where he served for the past 13 years, initially as our Community Services Director, and then Assistant City Manager since 2021. I thank both individuals for their commitment and dedication to excellence in our great City. Read the full press release.

 

Finally, I am sincerely honored and humbled to be recognized by the California City Management Foundation (CCMF) with the 2026 City Manager of the Year award. I share this recognition with the Temecula City Council and the entire amazing, talented, and dedicated team of staff at the City of Temecula. This award is a reflection of the leadership of our elected officials, and the work of our entire City. You can read

Weed Abatement Program

for Fire Prevention


Vegetation management is needed for effective fire prevention measures. Private property owners, including homeowners, HOAs, commercial properties and vacant landowners, are required to keep their yards and property free of hazardous vegetation throughout the year.


The City's comprehensive weed abatement webpage includes frequently asked questions, a link to report violations, and information about the weed abatement process.

Temecula General Plan Update:

Participate in Planning Temecula's Future


Temecula residents and businesses: Do you have comments, suggestions, concerns or feedback to share with City officials about the City of Temecula's future?


The City is updating its General Plan which addresses circulation, land use, growth management, economic development, and more.


Submit General Plan comments using the "contact us" portion of the webpage (scroll to the bottom), Contact — Temecula General Plan Update. All comments sent through this page are being compiled for consideration as the City plans for the next 20 years.

Great Oak Trail will soon be powered by Solar Lights in 2026

 

Solar-powered lights will soon light up the Great Oak Trail, a nearly 2-mile path along Wolf Creek in south Temecula- making your evening walks and rides a little brighter.

 

This trail is fully separated from traffic and connects Friendship Park and Patricia H. Birdsall Sports Park.

Nicolas Road Extension Open


In February, we opened the Nicolas Road extension. This road extension connected Nicolas Road to Butterfield Stage Road. This project also included constructing a new trail segment.

New Trail Segment Along Nicolas Road


A new trail segment along Nicolas Road now connects to Butterfield Stage Road. This means trailblazers can use this trail, which is separated from the street, as a safe, traffic-free mode of transportation from Wine Country to Old Town and back.

New Sidewalk Under Construction Along Pauba Road

A new sidewalk is being constructed along Pauba Road, between Elinda Road and Showalter Road. Construction activity is taking place Monday through Friday, 7am-4:30pm. Watch for intermittent lane, road, and shoulder closures until the project is completed, which is anticipated to be in April 2026.

First Street Bridge in Old Town Closed through May 1


The First Street Bridge will be closed until May 1 to allow for underground utility work involving deep trench excavation and utility system installation. For safety, please avoid the area and follow posted construction signs.

Parking Sensor Project in Old Town
Phase II Construction: April 2-15, Weekdays


Old Town’s growth since the adoption of the revised Old Town Specific Plan in 2010 has been exceptional. This growth has created competing demands for parking from residents, businesses, visitors, delivery providers and transportation providers (ride sharing, taxis, etc.). The City will be installing Phase II of the parking sensor project in Old Town. Phase I has been operational since February 12, 2025, and consists of 89 sensors, one in each individual parking space along Old Town Front Street from the northern arch to Main Street. Phase II will encompass the remaining public parking spaces, including the Civic Center garage and public parking lots. In the Civic Center parking garage, these sensors will provide visual indicators to indicate whether spots are occupied or vacant. Additionally, public on-street and off-street parking availability will be viewable to the public, via an app, once construction and testing are complete.


Construction will occur April 2, 2026, through April 15, 2026 (excluding the weekend). Streets will remain open during the installation. For more information regarding the City’s parking sensor project, please visit TemeculaCA.gov/Parking.

District Attorney PSA to Parents Regarding their Liability re: Underage E-bike Riders

 

Parents and guardians of e-bike riders, the Riverside County District Attorney's Office has a quick 1-minute public service announcement to help parents understand the difference between e-bikes, dirt bikes, and e-motorcycles, and a reminder that parents are liable for their children riding e-bikes (click here to watch).
