A Message from the City Manager

Greetings:

 

As we progress into December and enjoy the holiday festivities, as a City Manager, I must admit I am also reminded that we are nearly midway through the City’s fiscal year budget cycle, which begins every year on July 1st.

 

This halfway point in the fiscal year does indeed mark a significant moment to review and track progress and efforts. Each fiscal year, the City looks five years into the future to plan for major projects including infrastructure, circulation, parks/recreation, and more, prioritizing projects with available funding.

Are you aware of the projects outlined within the City of Temecula’s 5-Year Capital Improvement Program (CIP)? This comprehensive plan includes a nearly $900 million budget, which is approximately 70% funded, and provides for the City’s commitment to enhancing the quality of life for residents, supporting local businesses, and maintaining the vibrant, beautiful character of our City.

 

In 2025, we completed several projects, and many more are underway in 2026, currently in varying stages of design or construction. 

 

The City provides updates on active projects on social media (follow us @City of Temecula on Instagram and Facebook), and through eblasts. You can check project status updates on our website, and we are developing a newsletter that will be mailed to every Temecula address, via US Postal Service, in January 2026 about projects citywide to keep you informed.

 

CIP projects improve connectivity, safety, and aesthetics throughout Temecula, fostering a beautiful and thriving City for all residents and businesses. I encourage you to browse through the projects included in this year’s CIP Budget Book, and reach out if you have any questions.

Evacuation Preparedness Community Survey



We want to know your needs, thoughts, and input on what should happen during a major disaster that may require a large-scale evacuation in Temecula.

 

A safe community is a prepared community, which is why we’re developing an Emergency Evacuation Plan and want your feedback.

 

Having a plan in place will allow us to be prepared, ready, and efficient when it matters most.

 

The Survey will be active until December 15.

Murrieta Creek Improvements

 

Have you noticed work being done on Murrieta Creek? Contractors are clearing out over 60 acres of invasive vegetation and reconstructing the creek to provide the following benefits:



- Flood protection

- Wildfire prevention

- Capture sediment and improve water quality

- Support wildlife movement/habitat

- Remove surrounding businesses from ‘flood risk’ zone, which also reduces insurance costs

NEW Old Town Temecula Directory Signs

 

Have you noticed the Old Town Temecula Directory signs?

 These directories include:

- Public Facilities

- Free Public Parking

- Fire & Police Stations

- Public Restrooms

- Old Town App QR Code for List/Map of Businesses

 

You can find these signs throughout Old Town while you’re exploring the local shops and eateries, specifically at the north and south arch, Old Town Front Street, and Sixth Street.

 

A new overall Old Town Wayfinding sign project is in design for future planning.

New Landscaping in the Center of the Temecula Parkway Off-Ramp


Have you seen the new landscaping in the center of the Temecula Parkway off-ramp? This project includes many details you may notice as you drive by, such as touches of Native American inspired design and hand-picked plants and trees, which will soon begin to grow. There is also a place in the center reserved for future Pechanga themed public art.

What if we told you that you could soon get from Old Town to Wine Country without driving?

 

Recent years’ improvements have created seamless connections under Margarita Road, I-15, and Winchester Road.

 

Currently, the Nicolas Road Trail segment (linking to Butterfield Stage Road) is under construction (with some portions open now), and expected to be complete in Spring 2026.

Construction of the new Hockey Rink at Ronald Reagan Sports Park is nearing completion!

Pedestrian Curb and Ramp Upgrades in Temecula



While our teams continue to work on major roadway improvements, we’re also taking care of the smaller maintenance projects that help keep Temecula safe.

 

The City of Temecula was awarded grants to improve pedestrian curb ramps and striped crosswalks at various schools throughout the City. This is part of our continuous effort to maintain public safety, Americans with Disabilities Act (ADA) compliance, and provide proactive improvements to help keep students/pedestrians safe on our roadways.

- Margarita Middle School

- Rancho Elementary School

- Temecula Luiseno Elementary 

- Helen Hunt Jackson Elementary 

Temecula Street Maintenance

  

Santiago Road (from East of Bridge to Ynez Road), Felix Valdez (from Vincent Moraga Drive to Pujol Street), and Rancho Way (from Diaz Road to Business Park Drive) were recently repaved.

 

Next are several residential communities that will be receiving slurry seals - shown on these maps.

Holiday events have kicked off in Old Town Temecula! If you missed the parade in on Friday night, you can watch the recorded live stream of it on the City of Temecula’s YouTube page, starting at about 1:16:20. Also, Winterfest in Wine Country has begun which includes family fun activities and ice skating options at Galway Downs and Peltzer Winery's Ice Rink

 

This week, celebrate with A Very Merry Christmas in Old Town. The fun includes a Winter Boutique Crawl on Thurs., Dec. 11, Cruisin’ & Cocoaing on Fri., Dec. 12, and Kid’s Roll & Stroll on Sat., Dec. 13. Don’t miss Wine Country Holiday Shopping with hop-on hop-off shuttle service on Fri., Dec. 12.

 

Throughout the month there are live holiday performances at the Old Town Community Theater and several wineries. There are plenty of holiday craft workshops from holiday aprons to wreaths to ornaments at several wineries and other businesses.

Thinking about buying an e-bike?

 

Watch this important message from our Riverside County District Attorney's Office. While e-bikes remain a popular gift request among youth, parents should be aware of the criminal liability that can come with providing their children with a motorized vehicle, especially if it isn’t the appropriate class of e-bike for their age or skill level.

 

Before gifting an e-bike this holiday season, it’s important for parents to research the laws, safety requirements, and restrictions that apply to under age riders. In light of this, a new PSA titled "Before You Wrap That Bow" encourages families to be mindful of these responsibilities and make informed decisions.
