CUSD Spelling Bee

On March 17, 2022 the Chester Upland School District held a community spelling bee for their elementary school students. The event was held in the Chester High School auditorium.

The children did a great job. They were being cheered on by family, friends and fellow students. As you can see in the photos they enjoyed the event. There were refreshments, music, prizes, raffles and a grand prize awarded to each elementary school to their best speller.

Annual Oratorical and Art Contest
On March 31, 2022 STEM High School hosted the Annual Frederick Douglass Oratorical Contest and Andrew Turner Art Competition.

The program started with a meal in the cafeteria prior to the starting of the program. The program included dance performances, singing selections and a presentation by a jazz pianist.

Pre-K thru 8th grade presented an excerpt from a Frederick Douglass speech. Grades 9th thru 12th presented an original speech on any topic of their choice. The students who participated in the Art Competition presented drawings in black and white no larger than 16x24 inches. Children from Pre-K to 12th grade participated in the contest and awards were given for 1st, 2nd and 3rd place winners.

Delcora Wastewater System Expansion

On March 21, 2022 at 6:00 pm Mayor and Council hosted a public meeting for Delcora. Delcora wanted to share their plans for the expansion of the Delcora wastewater system (Tunnel Project).

INFORMATION PROVIDED BY DELCORA -
Tunnel Project
DELCORA is embarking on an innovative, new project, the DELCORA Wastewater Tunnel Project. Right now, the wastewater our community generates is collected and sent to be treated by the Philadelphia Water Department. It costs our ratepayers substantial annual fees to have our wastewater treated by the Philadelphia Water Department (PWD). However, in 2028, we have an opportunity to withdraw from this contract with PWD and become more self-reliant. In addition to the rising costs of the PWD contract, our PWD costs will also escalate dramatically due to U.S. Environmental Protection Agency and U.S. Justice Department mandates that require DELCORA to fund part of PWD’s improvements. The last estimate for this cost is $605 million. But DELCORA has a better plan. Instead of paying PWD for improvements in the Philadelphia system, DELCORA will invest $450 million in OUR OWN system, so that we can treat our own wastewater. By taking this bold action, DELCORA will:

  • Save ratepayers money over the long-term
  • Expand a state-of-the-art water treatment facility in Chester at no additional cost to taxpayers
  • Invest in our own infrastructure and destiny
  • Create jobs in our own community
  • In addition to upgrading the Chester Wastewater Treatment Plant in Chester, we will also build a new deep tunnel underground to convey our wastewater from our communities to our plant in Chester.

Say Hello To The New Fire Captains
On Thursday, March 9th, 2022, Firefighters Amy DeNight, Brian Decker, and Kevin Postlewait were promoted to the rank of Fire Captain for the Chester Bureau of Fire. Mayor Kirkland, Public Safety Director Councilwoman Elizabeth Williams and City Council presided over the ceremony, which took place at the council meeting. Fire Commissioner William Rigby swore in the three new Fire Captains. While all promotional ceremonies are remarkable, this one was historic.

Captain DeNight, who was the first female firefighter in the Bureau of Fire’s history, also became the first ever female promoted to the rank of Fire Captain. Upon completion of the promotional process, which included testing and interviews, she was ranked number one on the promotional list. Captain DeNight is assigned to the “A” Platoon on Squrt 81 and is a member of the Delaware County HazMat Team.

Captain Decker, through hard work and dedication, rose to the rank of Fire Captain quickly. From the very beginning, Captain Decker exhibited all the qualities of a good leader. While his platoon mates on “D” Platoon were happy to see him promoted, they are sad to see him leave. Captain Decker is assigned to the “B” Platoon on Engine 82 and is also member of the Delaware County HazMat Team.

Captain Postlewait has served with the Bureau of Fire for 10 years, first as a firefighter and then as the fire prevention officer. In that time, he has done extensive work with the community conducting fire safety classes in city schools, fire safety inspections in day cares, and installing smoke detectors in thousands of city residences. Captain Postlewait is assigned to Fire Headquarters where he serves as the Fire Prevention Officer. He also is serves on the city’s Emergency Management team and is a member of the Delaware County HazMat Team as well.

Free Tax Preparation Available Now!!!

Community Action Agency of Delaware County, Inc. (CAADC) is operating free Volunteer Income Tax Assistance (VITA) sites for a 16th year. CAADC will be serving low- and moderate-income families in Delaware County.

All services will be done by IRS trained and certified community volunteers and will aim to serve families who qualify for the Earned Income Tax Credit and the Child Tax Credit.

Free Soil Lead Testing for Childcare & Community Centers

The students in an Environmental Justice course at Cabrini University will be offering soil lead testing as a community service project.

It’s easy! If you sign up to participate, a small group of college students will come to your facility on Wednesday, April 6th and collect 5 small soil samples. In May, we’ll let you know what the results were, and if necessary, work with you to address any problems.

Presentation to the Chester Police Department for their Outreach

On March 23, 2022 during a Chester City Council Meeting, Delaware County Councilman Richard Womack presented a check to Commissioner Gretsky for the Chester City Police Department.

The Chester City Police Department was among 13 emergency services who will be receiving a check for their department. A check for $2,500 was present on behalf of the Delaware County Interactive Gaming Revenue Authority to the Chester City Police Department as a reimbursement for their community outreach during the summer of 2021.

Commission Gretsky stated that "the check will be going back into their fund for the next event and they will make another event successful."

Chester Children’s Chorus
(Open Auditions)
Chester Children’s Chorus Holding Open Auditions on April 22, 2022

For the first time in its 28-year history, the Chester Children’s Chorus (CCC) is holding open auditions for children ages 7-17 who reside or attend school in Chester from 5-7 PM on Friday, April 22 at the CCC office located on the Swarthmore College campus.

Auditions have historically been held in every second-grade classroom in Chester under the guidance of CCC Executive and Artistic Director John Alston and Assistant Music Director Sean Tripline. In-school auditions were suspended in March 2020 due to the pandemic, which has caused fewer children to participate in the CCC’s year-round music and math education program at a time when it’s needed most.

“We know that the pandemic has affected children’s wellbeing. They have had to adapt to interrupted schooling and reduced socialization,” said Alston. “Music allows children to express themselves without judgment. They may not be able to fully explain how they’re feeling but music can help them process those feelings. And most important, singing is joyful, thrilling and fun.”

(SNAP) Supplemental Nutritional Assistance Program
(You Don't Have To Be on Welfare!)

Message from CAADC:
There are many families in Delaware County that cannot afford to sufficiently provide a healthy and nutritious diet for their children. There are also many seniors that cannot make ends meet anymore during difficult financial times. This is especially the case during the COVID-19 Pandemic with many residents out of work and many families needing help for the first time.

Residents may be eligible for Food Stamps, also now known as Supplemental Nutritional Assistance Program (SNAP). SNAP is the largest program in the domestic hunger safety net helping put food on the table for low-income residents. The Community Action Agency of Delaware County, Inc. (CAADC) continues to help these families through the SNAP/Food Stamp Participation Project. Last year the Project helped nearly 500 families register for assistance.

The Project is an outreach program to assist low-income individuals and families in understanding and applying for participation in the SNAP/Food Stamp Program. Eligible applicants do not even need to go into the County Assistance Office to apply but can do it through CAADC’s Program. Many people who would be eligible for the SNAP/Food Stamp Program do not apply because they believe that they have to be on Welfare to be receiving SNAP/Food Stamps or because they do not want to use paper Food Stamps at a grocery store. However, participants do not have to be receiving Welfare benefits to be eligible. In addition, participants now use a card similar to a bank ATM card instead of paper stamps.

CAADC CEO Edward T. Coleman stated “It is really important that all families have access to the help they need. This program can assist families with getting food for their household and to keep children from being hungry.”

Broadband Access in
Delaware County
Survey

Delaware County is seeking to collect additional data regarding residents’ access to broadband internet by surveying residents and business owners. The County has created a survey to identify residential and commercial locations that don’t have access to broadband internet or that have limited access in order to identify places where broadband infrastructure does not exist or places that do not meet the minimum speed suggested by the FCC for appropriate service.
14% of Pennsylvania households do not have an internet subscription, and 3.1% of Pennsylvanians live in areas where, under the FCC’s benchmark, there is no broadband infrastructure. Even where infrastructure is available, broadband is too expensive for some residents and small business owners.

Under the recent Infrastructure Investment and Jobs Act, Pennsylvania will receive millions of dollars to help provide broadband coverage across the state and 23% of people in Pennsylvania will be eligible for the Affordability Connectivity Benefit, which will help low-income families afford internet access.

Day Light
(is it really saving time):


In March of 2022 the U.S. Senate voted unanimously to make daylight saving time permanent from 2023—getting rid of the biannual ritual of Americans changing their clocks back or forth by an hour.

What is the point of day light saving time - The main purpose of Daylight Saving Time (called "Summer Time" in many places in the world) is to make better use of daylight. We change our clocks during the summer months to move an hour of daylight from the morning to the evening.

Hawaii and Arizona are the only two states in the U.S. that do not observe daylight savings time. However, several overseas territories do not observe daylight savings time.

Why doesn't Arizona use Daylight Savings Time? Arizona was granted an exception to Daylight Saving Time due to the extreme heat the state experiences. If the Grand Canyon State were to "spring forward," the sun wouldn't set until 9 p.m. during the summer. This would impede nighttime activities as well as push back bedtime for children.

Yell for Kale

Kale is considered a superfood because it’s a great source of vitamins and minerals. It has very high levels of Vitamins A, C and K-one cup of chopped kale provides well more than your recommended daily allowance of these vitamins. It is also a good source of Vitamin B6, calcium, thiamine, folate, iron and several other nutrients. It is low in calories, fat and cholesterol and is a good source of fiber and protein.

Kale is a leafy green vegetable that belongs to the Brassica family, which also includes veggies like cabbage, broccoli and brussel sprouts. There are many different varieties of kale including curly, Tuscan (also known as lacinato or dinosaur kale), and Redbor. The leaves have an earthy taste and some varieties are slightly bitter. Other varieties such as Tuscan kale have a milder, sweeter flavor. Kale is at its best in the fall and winter and actually tastes sweeter after it has been exposed to a frost.

Child Tax Credits Up to $3,600 
(Don't leave money on the table)

The American Rescue Plan, which became law in March 2021, provided a third stimulus check and three major tax cuts for working families, including transformational changes to the Child Tax Credit. It increased the maximum credit amount to $3,600 per child for kids ages 0 to 5 and $3,000 per child for kids ages 6 to 17. The economic relief bill also made the Child Tax Credit fully refundable for 2021—meaning even families with $0 in income last year can claim the Child Tax Credit if they have qualifying children.

Lead Paint Hazard Control Program

Community Action Agency of Delaware County, Inc. (CAADC) is now accepting applications for the Lead-Based Paint Hazard Control Program. In this program, qualifying families who have a child age 5 or under may qualify for new windows and other repairs to help remediate lead paint hazards. Income eligibility guidelines do apply.

Work detailing the steps that will be taken to remove or reduce the lead to acceptable levels may include replacing doors and windows, installing new drywall, replacing trim and moldings, etc.  All of the services are free if the family is determined eligible.

Pennsylvania Homeowner Assistance Fund


MORTGAGE & UTILITY ASSISTANCE PROGRAM - CLOSED

Effective March 31, 2022, the City of Chester will close its Homeowner Mortgage & Utility Assistance Program.

Funding through the Pennsylvania Homeowner Assistance Fund (PAHAF) is now available for qualified homeowners facing financial hardship due to the COVID-19 pandemic who need assistance for mortgage and other housing-related expenses. Applications must be completed on line. For more information, visit the PAHAF website at www.pahaf.org.

Mortgage & Utility Assistance Program

The City of Chester created the Homeowner Mortgage & Utility Assistance Program to provide temporary relief to homeowners in response to the COVID-19 pandemic related to economic hardship.

Using CDBG-CV funds from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, the City provides eligible City of Chester homeowners with up to three (3) months of mortgage and/or utility payment assistance. The Program is administered for the City of Chester by the Chester City Improvement Project (CCIP) and the Chester Economic Development Authority (CEDA).

Requirements
  • Must live in the residence
  • Be current on mortgage payments as of 3/1/2020
  • Must NOT own other income producing property
  • Have homeowner's insurance
  • Have an income of not more than 80% of the AREA Median Income

Water Assistance Program/LIHWAP

Applications are now being accepted for the Low-Income Household Water Assistance Program (LIHWAP).

The Low-Income Household Water Assistance Program (LIHWAP) is a temporary emergency program to help low-income families pay overdue water bills. LIHWAP is a grant. You do not have to repay it.

LIHWAP crisis grants may be available if you have an emergency situation and are in jeopardy of losing your water service. You can receive one crisis grant for your drinking water service and one crisis grant for your wastewater service, up to $2,500 each. Crisis situations include:
  • Past-due water bills.
  • Termination of utility service.
  • Danger of having utility service terminated (received a notice that service will be shut off within the next 60 days).

Trash, Bulk & Recycling Collection Information
Starting April 4th, the City of Chester will provide weekly Bulk Collection Services for all households that receive weekly household waste collection by the City’s Contractor (J. P. Mascaro & Son). Along with your weekly curbside waste collection, you can now place curbside one (1) bulk item per week to be collected on your collection day.

Bulk items are large household items such as furniture, bicycles, mattresses and box springs, and non-freon appliances such as washers, dryers and stoves (not refrigerators, freezers or dehumidifiers).
