City Manager Reich Holds All-Staff Meeting

On June 27, City Manager Linda Reich held the first biennial All-staff meeting of the year. All members of Team Chino were encouraged to attend one of two back-to-back meetings to learn about all the great things underway.


Linda provided an update on the City's first two-year budget, explaining that it will help the City Council and staff focus on the long-term strategic aspects of budgeting.


She laid out her vision as City Manager to make Chino the premier City in the Inland Empire, while focusing on employee growth,

providing the tools for success, and recognizing the work and dedication of team members.


Linda responded to questions that had been submitted by staff online and took additional questions from those present.

The Community Services Department is Now the

Community Services, Parks & Recreation Department

CSPR Kicks Off Parks & Recreation Month


At the July 5 meeting of the City Council, during the Council's proclamation of July as Parks and Recreation Month, Community Services Department Director Silvia Avalos announced that the department name was being changed from Community Services to Community Services, Parks & Recreation, or CSPR for short. CSPR team members had kept the secret for several weeks, despite building up to the announcement with a series of "teasers" on social media.


The initiative to change the department’s name was in response to community feedback and insights gathered from the Parks and Facilities Master Plan survey, which revealed that there was some confusion about the services provided by the department. The City Council took these insights to heart and unanimously approved the renaming.


"By including 'Parks & Recreation' in the department's name, we hope to provide a clearer picture of what we do for our residents - from parks programming and organizing community events to offering an extensive variety of recreational and social services for all ages," said City Manager Linda Reich.

Happenings of Note in Chino

Chino PD Substation Now Open in The Preserve

As our City has grown, the Chino Police Department has remained committed to providing the same high-quality level of service and access to residents and businesses in all parts of Chino. To this end, Chino PD and the Chino Valley Independent Fire District are collaborating to provide a temporary Chino PD substation inside Fire Station 63, serving the city's southern portion.


Chino PD and Chino Fire held a community barbeque on June 24 for the public to meet the police officers and firefighters that serve the community from Station 63.


The facility is located at 7550 Kimball Avenue, just east of Euclid Avenue. The police substation will be staffed Monday through Friday from 8:00 am to 7:00 pm. The fire station is staffed 24 hours a day, seven days a week. Drop in for a visit next time you are in the neighborhood!

City Debuts New Quarterly Print Newsletter

If, in addition to being a member of Team Chino, you are a Chino resident, then you've probably already received a copy of the City's new quarterly print newsletter. As we work to improve internal and external communications and to engage all Chino stakeholders, we are trying to ensure that the different communications needs and preferences of our stakeholders are being met.

Pelaez Named Professional Staff Member of the Quarter

1st Quarter: January – March 2023


Chief Wes Simmons announced that Public Safety Dispatcher Fernando Pelaez was selected as the Professional Staff Member of the Quarter for his overall performance during the first quarter of 2023.


PSD Pelaez is an excellent employee with a strong work ethic that shows in everything he does. In January, PSD Pelaez collaborated with his shift partner to create an innovative and unique training tool to help facilitate learning in the communications center. In February, PSD Pelaez received a complimentary SPIDER in which the reporting party stated, “Fernando sounded like he cared about the telephone call and was very attentive and had a great attitude.”


In mid-February, PSD Pelaez received a commendation from the traffic unit for his excellent work on a traffic enforcement detail where there were 165 traffic stops and 154 citations issued. The traffic Corporal stated in part, “… it would not be as successful as it was without the assistance of PSD Pelaez and his trainee.” PSD Pelaez was actively training during the traffic enforcement detail.


PSD Pelaez is actively engaged and participates regularly with the Chino High School Christian Club. PSD Pelaez will take his lunch break to attend the meetings where he is asked to speak at regularly. Through his personal ministry work, PSD Pelaez has coordinated food drives for the Chino Neighborhood House, where he collaborates with dispatch to donate food to the organization.

Matthew Sharp

Sharp Named Beat Cop of the Quarter

1st Quarter: January – March 2023


Chief Simmons also announced that Officer Matthew Sharp was selected as the Beat Cop of the Quarter for his overall performance during the quarter ending March 2023.


Officer Sharp was nominated by his supervisor for his proactivity and work ethic, which is motivational to the newer officers on his team. Throughout the 1st quarter, Officer Sharp made 35 arrests, many of which were investigations that showcased his level of experience and investigative knowledge. Officer Sharp has mastered the use of FLOCK and LPR cameras to identify lost/stolen plated vehicles frequenting the City of Chino and motivates his teammates to assist in locating the vehicles he has identified.


On January 11, during a staff briefing, Officer Sharp learned of a Gold Mercedes being involved in the theft of a catalytic converter. Shortly after the briefing, the Mercedes hit the LPR at Central Avenue and El Prado Road. Officer Sharp responded and located the vehicle. The investigation resulted in one arrest and the seizure of a sawzall, sawzall blades, and bolt cutters. On January 17, Officer Sharp conducted a traffic stop on a vehicle and learned the vehicle was a cold-plated stolen vehicle. During the investigation, Officer Sharp also located three additional stolen plates in the vehicle.


Later that day, Officer Sharp conducted a directed patrol at Motel 6, where he observed a Ford Van from ILP and ran the license plate, which returned as a suspect vehicle in a residential burglary. According to the return, there were two suspects listed. Officer Sharp arrested both subjects and recovered stolen property belonging to the victim. During a Miranda Interview, both subjects admitted their involvement in the burglary. Officer Sharp continues to hold himself to a higher standard and prides himself on disrupting crime throughout the Chino Community.

MADD Recognizes Lind and Solano


On June 15, Mothers Against Drunk Driving (MADD) held a luncheon and recognized two Chino Police Department Officers, Scott Lind and Matthew Solano, for their efforts to stop drunk drivers. In 2022, Officer Lind made 33 DUI arrests and Officer Solano made 11 DUI arrests. Congratulations to both and thank you for making our streets safer!

Pat received a written note from a resident who had sought help on behalf of her elderly parents. The note thanks Pat for being patient and understanding, and for taking the time to find out ways to assist them. Mariela Takes Initiative


In July, a resident contacted City Manager Linda Reich to express appreciation for Mariela's assistance with several issues. The grateful resident notes having replacement trash cans delivered, sprinklers serviced through the water conservation program, and an auto-pay account established within a few days after a call with Mariela.


The resident noted, "Thank you Mariela for your friendly and professional demeanor in taking the initiative to send an email to WM on my behalf. I appreciate that you took the time to follow through on my inquiries and follow up after the fact."
