City of Chino and Regional Partners Celebrate Groundbreaking of West End Navigation Center

CHINO, CA (April 8, 2026) -- Chino Mayor Eunice Ulloa joined Congresswoman Norma Torres, Congressman Pete Aguilar, San Bernardino County Supervisor Curt Hagman, San Bernardino County Supervisor Chair Dawn Rowe, and elected officials from across western San Bernardino County for the groundbreaking ceremony of the West End Navigation Center.


The West End Navigation Center will be a 200-bed facility offering supportive services designed to help individuals experiencing homelessness transition into permanent housing. In addition to the City of Chino, the regional partnership includes San Bernardino County and the cities of Fontana, Montclair, Ontario, Rancho Cucamonga, Rialto, and Upland. 


The West End Navigation Center is scheduled for completion in 2027. 



“The West End Navigation Center represents a meaningful step forward in assisting people who are struggling with homelessness,” said Chino Mayor Eunice Ulloa. “I am proud to stand alongside a group of local and regional leaders who are leading with compassion and committed to delivering real solutions in addressing the homelessness crisis. I look forward to the day this Center opens and begins serving the community.” 


Located in the City of Fontana on a 1.65-acre repurposed commercial site, the West End Navigation Center will feature 100 emergency shelter beds and 100 recuperative care beds. Services at the center will include case management, housing navigation, benefits assistance, document readiness, and behavioral health support, all provided in one centralized location.
