CHINO, CA (April 1, 2026) -- The City of Chino and its partners are proud to announce $2 million in federal funding secured by Congresswoman Norma Torres to support an upcoming project aimed at accelerating local business development and supporting startups.
In partnership with the City of Chino, the Chino Valley Chamber of Commerce, Chaffey College, Music Changing Lives, and the Microenterprise Collaborative of Inland Southern California, this initiative will seed a business launch program and facility that will serve as a cornerstone of Downtown Chino.
“This investment is about delivering real results for families and small businesses right here in our district,” said Congresswoman Norma Torres. “The Chino Valley Innovation Center will create opportunities for local entrepreneurs, support good-paying jobs, and strengthen our regional economy. I’m proud to bring these federal dollars back home to ensure our communities have the resources they need to grow, compete, and succeed. Together, we’re building a stronger, more vibrant future for everyone in our district.”
“This initiative will propel economic opportunity in our community like never before, giving our budding young entrepreneurs the tools they need to make their dreams a reality,” said Chino Mayor Eunice Ulloa. “I want to extend my heartfelt thank you to Congresswoman Torres for continuing her hard work in Washington on behalf of the Chino community.”
“This investment from Congresswoman Norma Torres is a game-changer for the Chino Valley,” said Zeb Welborn, President & CEO of the Chino Valley Chamber of Commerce. “The Entrepreneurship and Innovation Center will create real pathways for entrepreneurs to start and scale businesses, strengthen our workforce, and drive long-term economic growth. By bringing together education, industry, and community, we are building an ecosystem that empowers individuals, supports small businesses, and positions our region for sustained success.”
This City-owned facility will house diverse programming from its partners to support social enterprises and emerging entrepreneurs across sectors, including but not limited to retail, fashion, arts, design, film, and technology. The center will offer collaborative space, including studios and business offices available for rent.
As part of the City’s economic development strategy, the City seeks to cultivate creative industries as a catalyst for new business and job creation, helping to diversify the local economy.
