CHINO, CA (May 15, 2025) -- The City of Chino welcomes a new regional partnership dedicated to animal care in San Bernardino County’s west end. Beginning July 1, 2025, animal services for Chino will be provided through the Animal Resource Center of the Inland Empire (ARC).
The ARC is a Joint Powers Authority (JPA) formed by the cities of Ontario, Chino, Montclair, and areas of unincorporated west San Bernardino County, with the City of Chino Hills soon to follow. This collaborative effort was established to meet the growing needs of the region with a service model rooted in local control. The ARC will prioritize outreach, community engagement, and comprehensive care for the area's animal population.
Currently, animal services in Chino are provided by the Inland Valley Humane Society (IVHS). With the City’s contract with IVHS set to expire on June 30, 2025, the ARC will officially take over animal services in Chino the following day.
“I am excited to welcome the Animal Resource Center of the Inland Empire—better known as the ARC—to the Chino community,” said Chino Mayor Eunice Ulloa. “As our City grows, it’s important that we maintain local control over the issues that matter most to us, including the well-being of our animal population. I deeply appreciate our long-standing partnership with the Inland Valley Humane Society and look forward to a smooth and successful transition.”
There will be no immediate impact on animal services for Chino residents, and no action is required from the public as this transition takes place. All existing pet license records will automatically transfer from IVHS to the ARC. Residents who renew their license before July 1 will not need to pay again, and the ARC will continue using DocuPet, the same pet licensing platform currently in use. Fees will remain the same as ARC will follow the fee structure already approved for the City of Chino.
The ARC Board will include one voting representative from each member agency and will hold regular public meetings. The ARC’s temporary animal care facility will be located at 1630 Shearwater Street, Ontario, with plans underway to open a permanent facility by mid-2027 at 13130 Campus Avenue, Ontario.
