CHINO, CA (November 22, 2024) -- During the Tuesday, November 19, 2024 meeting, the Chino City Council adopted the 2021-2029 Housing Element, a roadmap that outlines Chino’s plans, goals, strategies, and opportunities for current and future housing needs.
The Housing Element is a crucial part of the City’s General Plan that provides a blueprint for future housing growth and helps Chino to retain local control over development. With a certified Housing Element in place, the City of Chino is prepared to meet the housing needs of residents now and into the future.
To ensure a balanced approach to development, every city in California must develop a Housing Element and renew it every eight years to comply with State housing law. The 2021-2029 Housing Element is Chino’s sixth update.
A vital component of Chino’s Housing Element is the Regional Housing Needs Assessment (RHNA), an allotment of potential residential units spread across low, very low, moderate, and above moderate income levels that Chino must provide space and adequate zoning for to satisfy State housing law.
The planning process for the 2021-2029 Housing Element began in 2020 and included extensive technical analysis as well as community engagement with residents, businesses, and local stakeholders. The City of Chino has also been in regular contact with the State of California’s Department of Housing and Community Development (HCD) to ensure it remains within the parameters of State housing law throughout the Housing Element process.
After Council adoption, Chino’s Housing Element will be sent to HCD for final certification. With a certified Housing Element in place, Chino will be able to enforce a developmental framework throughout the City and become eligible for State housing grants and funding opportunities to provide fair housing for all.
