Dear Neighbor,

By now, you should have received your yearly TRIM (Truth in Millage Rate) notice from the Broward County Property Appraiser’s Office. A TRIM notice is NOT a tax bill. It simply allows you the opportunity to review your proposed property taxes, assessment, and exemptions to ensure that your November tax bill is correct and that you are receiving the eligible tax-exemptions allotted for your property.

The amount of taxes that you owe is determined by two factors: the assessed value of your property and the tax rate. The Broward County Property Appraiser determines the assessed value of your property; his office does not set the tax rates. The tax rate is determined by the entities that have taxing authority over the community in which your property is located. In Fort Lauderdale, this would include the Broward County Commission, the Broward County School Board, City of Fort Lauderdale Commission, the hospital district, and multi-county districts such as South Florida Water Management. The property appraiser compiles these individual millages proposed by those entities and sends an all-inclusive TRIM notice to every property owner.

I have heard feedback from neighbors expressing concern as their overall taxes have increased and they are blaming the city, when in fact, you must take a look at the entire TRIM notice and study all of the taxing authorities and millage rates. When you do that, you will see that there is a significant increase with the North Broward Hospital District, which is proposing a millage rate increase from 1.2770 to 1.6029. I am very proud to say that the City of Fort Lauderdale will be able to maintain our current low millage rate of 4.1193 (4th lowest in Broward County) for the sixteenth (16th) consecutive year and produce a structurally balanced General Fund Budget.
  
Each taxing authority is required to hold two public hearings before they set the tax rate. I encourage everyone to attend the annual public meetings and give input on the tax rates being set. The taxing authorities’ phone numbers, as well as the dates and times for each of the meetings being held, is included in your TRIM notice. The City of Fort Lauderdale will hold two Budget Hearings in-person at City Hall (100 North Andrews Avenue) on September 6, 2022, and September 12, 2022, at 5:01 P.M.

If you feel that your assessed property value is too high, please contact the Broward County Property Appraiser’s Office.  A representative will be more than happy to speak with you and address your concerns. If after speaking to the property appraiser’s office, you still feel that your market value is too high, you can file a petition with the Value Adjustment Board (VAB). The Broward County Value Adjustment Board (VAB) is the independent appeals board that has initial jurisdiction over challenges to any property valuations (the "assessed value"), denials of exemptions, denials of classifications, and other similar matters. The statutory deadline to file with the VAB is September 19, 2022.

Property values and the corresponding tax rate have always been, and will continue to be, a top concern for the residents in our community. Because of that, I am so pleased that the City of Fort Lauderdale has done everything it can to maintain its same millage rate for the past 16 years, even coming through these last few years of the pandemic without raising the millage rate and without cutting services. As property values and the tax rate both serve as the driver for your tax obligation, understanding the methodology for the rates proposed in your recent TRIM notice is a very important step in joining the conversation and having your voice heard.

City Park Rezoning Initiative
Implementation Summary
I am very proud to be part of a Commission that recognizes the importance of open space and parks as our city continues to grow. That is why we placed the parks bond on the ballot and that is why we directed staff to study and rezone open space and parks for their protection. Thank you to the Parks and Recreation Department, the Development Services Department, and the Planning and Zoning Board for their work in this important effort.

This rezoning project was made possible by the ballot initiative crafted by this Commission, which was overwhelmingly passed by the voters in March of 2019. In October of 2021, the City Commission directed Parks and Recreation staff to coordinate with the Development Services Department to rezone numerous properties to Parks, Recreation and Open Space zoning District.

Phase 1 was presented at a public presentation meeting on June 17, 2022 and approved by the Planning and Zoning Board on July 20, 2022. Phase 1 is currently scheduled fort first reading by the City Commission on September 22, 2022. Staff anticipates completing Phase 2 and Phase 3 by July 2023.

Phase One is Complete!

The Pedestrian Safety Project finished its new six-foot wide pedestrian walkway near NE 4th Avenue and Flagler Drive.
City Staff, County Staff , FED staff and residents have been working to address the pedestrian safety project along this corridor at the FEC railroad crossing. After approval from the Fort Lauderdale City Commission, the Broward County Public Works department installed white posts and temporary curbs to keep pedestrians, cyclists and scooter users safe. Phase two of the project includes improved pedestrian and vehicle access across the railroad tracks.

Central City Redevelopment Advisory Board
