City Engagement

January 5, 2026, City Council Meeting Recap:

  • Interviews were held for open seats on boards, commissions, and committees. Appointments are anticipated to take place at the January 26 Council meeting.
  • Matt Morley was appointed as City Administrator effective February 9, 2026. Mr. Morley is a longtime Gilroy resident with over 29 years of experience in local government.
  • Finance Director Harjot Sangha was appointed as Interim City Administrator for the period of January 5, 2026, through February 8, 2026.
  • The Arts and Culture Commission's recommendations for the selection of 14 designs and award of intellectual property rights agreements for $500 each as part of the "For the Love of Gilroy" public art banner campaign were approved by Council. These art designs, created by local artists, will be printed on banners and posted on streetlight poles along Monterey Road in Downtown Gilroy.
  • An Urgency Interim Ordinance was adopted, establishing a temporary prohibition on the issuance or approval of any new Tobacco Retailer Permits citywide for 45 days.

Council Meeting Highlight: January 5, 2026



Appointment of Matt Morley as City Administrator Effective February 9, 2026, and Approval of Employment Agreement

The City Administrator position became vacant at the end of July 2025. Since then, an Interim City Administrator has served while the City conducted a nationwide recruitment. After a comprehensive selection process, the Council identified Matt Morley as Gilroy's next City Administrator.

 

Mr. Morley has over 29 years of local government experience, including serving as the City Manager of Saratoga, Assistant City Manager and Public Works Director of Cupertino, Parks & Public Works Director of Los Gatos Matt began his local government career with the City of San Jose. He holds a bachelor's degree in political science & German and a master’s degree in business administration.

 

A long-time Gilroy resident, Mr. Morley is a results-oriented leader focused on aligning with Council priorities, fostering economic development, and building high-performing teams.

 

 At Monday's meeting, the City Council appointed Mr. Morley as Gilroy's new City Administrator. He will begin his role on February 9th. Until then, Finance Director Harjot Sangha will serve as Interim City Administrator.

Be Part of the Kidz Love Soccer Experience

Classes Start Saturday, February 7

The Recreation Division invites children ages 2 to 10 to participate in a fun, interactive soccer program offering activities such as skill demonstration, and instructional scrimmages conducted in a non-competitive, recreational format. This program is designed for first time players and for kids with some experience.


Classes begin Saturday, February 7 at Wheeler Center Gym, 250 West 6th Street.

Now Hiring: Senior Planner

Community Development Department, Planning Division

The City of Gilroy is currently hiring a Senior Planner to join the Community Development Department, Planning Division.

 

In this role, you will manage complex planning projects and entitlement permits, performing high-level professional planning duties with independent judgement in analysis, recommendations and decision making.

 

The ideal candidate will have a strong understanding of concepts, principles and techniques of city and regional planning and zoning administration and be versed in processing planning entitlements.

Utilities Department

The City of Gilroy is seeking a Supervising Water Quality Specialist to join the Utilities Department. This vital supervisory role supports the community by ensuring Gilroy’s potable and recycled water systems meet the highest standards of safety, reliability and environmental compliance.


The ideal candidate will have a strong understanding of water quality sampling, testing methods, and regulatory standards, including but not limited to potable water distribution, treatment systems, and SCADA systems.

Santa Teresa Fire Station Staffing Report

During the week of December 26, 2025, the Interim Santa Teresa Fire Station was staffed for four days.


The station will be staffed as often as possible based on available personnel and the responsible use of overtime.


When staffing is available, the station may be placed in service with:

  • A Type 1 engine with three firefighters, or
  • A Type 6 engine with two firefighters, depending on daily personnel availability.


There may be days when no qualified staff are available, in which case the station will be unstaffed. This is consistent with our operational approach during the winter season.


We will continue to staff the station when needed in response to heightened public safety concerns, including:

  • State of emergency declarations
  • Red Flag Warnings
  • Fourth of July and surrounding weekends
  • Potential flood conditions or other disasters
  • Public events or gatherings where increased risk is identified


This weekly report is part of our ongoing commitment to transparency regarding the staffing status of the Santa Teresa Fire Station.

Can someone please give a concise explanation why they are not building the new business square and fire department in Glen Loma? I’m sure you can’t speak about it for legal reasons but there must be something you can tell the public that gives us answers and does not pose a legal quandary. Inquiring minds want to know. Thank You. 


The City approved the Glen Loma Ranch Specific Plan in 2005 to establish a framework for a complementary mix of uses in the neighborhoods. While commercial uses were evaluated in the environmental assessment, they were not mandated by the Specific Plan. Instead, the Plan allowed flexibility by permitting a range of uses.


Currently, the Glen Loma Ranch development is building out at a lower intensity than originally anticipated, with residential uses and no commercial uses in the Town Center Flex area. The current proposal remains consistent with the Specific Plan, as the Plan permits a range of uses and does not require commercial development in the Town Center Flex area. 


As for the fire station, the proposed Santa Teresa Fire Station will be located on a 1.36-acre parcel at the southeast corner of West Luchessa Avenue and Miller Avenue in the Glen Loma Ranch Area. On August 18, 2025, the City Council approved entering into an agreement with Griffin Structures, Inc for Construction Management with Master Architectural Services for the station. The project is currently in the design phase and is anticipating ground-breaking by December 2026.
