Hire Houston First was developed to promote economic opportunity for Houston businesses and to support job creation. The City of Houston spends billions of dollars to maintain and improve the City’s infrastructure and provide services for the public. Hire Houston First grants the City the ability to give preference to local companies, as long as their pricing is competitive.
The Office of Business Opportunity (OBO) is the administrator of the Hire Houston First program. It is the policy of the City of Houston as defined in the Hire Houston First Ordinance Chapter 15, Article XI, to use the City’s spending powers in a manner that promotes fiscal responsibility and maximizes the effectiveness of local tax dollars by ensuring City spending provides business opportunity to city and local businesses as a measure to support the local economy.

Purpose: Houston Land Bank (HLB), a local government corporation formed by the City of Houston, seeks statements of qualifications from companies providing real estate title services to assist with real estate transactions including but not limited to the sale of new affordable homes to income-qualified Houstonians. While HLB currently assembles and initiates the development of residential properties to promote construction of affordable homes, the organization intends to expand its focus to complementary projects that support small business, workforce development, community engagement and the City’s Complete Communities initiative.
HLB welcomes responses from firms with professionals who possess the required agent licensing from the Texas Department of Insurance, including those who are certified through the City of Houston’s MWBE program or a similar governmental process.
HLB is presently served by two title firms and wishes to identify a third firm to increase capacity. Transactions will generally help to create affordable housing units and encourage community-centric redevelopment of underutilized land tracts in various Houston sub-markets. Transactions may include private, public and/or non-profit entities as well as individuals, and will primarily be related to development of affordable homes for income-qualified buyers. HLB intends to contract for services through October 31, 2022.
