Hire Houston First was developed to promote economic opportunity for Houston businesses and to support job creation. The City of Houston spends billions of dollars to maintain and improve the City’s infrastructure and provide services for the public. Hire Houston First grants the City the ability to give preference to local companies, as long as their pricing is competitive.
The Office of Business Opportunity (OBO) is the administrator of the Hire Houston First program. It is the policy of the City of Houston as defined in the Hire Houston First Ordinance Chapter 15, Article XI, to use the City’s spending powers in a manner that promotes fiscal responsibility and maximizes the effectiveness of local tax dollars by ensuring City spending provides business opportunity to city and local businesses as a measure to support the local economy.

Tarleton State Health Science & Human Services Building - Stephenville

The Texas A&M University System Office of Facilities Planning & Construction (FP&C), on behalf of the Board of Regents of The Texas A&M University System (Owner) and Tarleton State University, is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide preconstruction services such as constructability guidance, cost estimates, and construction schedules; provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the CMAR construction delivery process as utilized by The Texas A&M University System for the Health Sciences and Human Services Building project (#04-3360) located in Stephenville, Texas.
The new Health Sciences Building will support the growing health-related academic programs, which will produce a knowledgeable and skilled workforce for the rural Central/Northwest Texas region. The building contains medical and health teaching facilities to serve a growing student population on the Stephenville campus of Tarleton State University. The research laboratories, dedicated clinical spaces, and state-of-the-art high-impact teaching tools will expand learning experiences for current and future students. The clinical spaces are anticipated to see patients, including children; however, the project will not require oversight by the Joint Commission because the college does not intend to bill for services and the spaces will be for educational purposes.
