Winter Parking
From December 1 to March 15 inclusive of each year, no person shall permit any vehicle to be parked on any street or alley in the City of Plymouth between the hours of 2 AM - 6 AM.
If you need to leave a vehicle on the street, please call the Police Department at (920) 893-6541

With the Christmas season approaching, here are some tips that may prevent package theft (porch pirates):
- Schedule deliveries for times when you will be home.
- Ask a trusted neighbor or relative to pick up your packages.
- Consider having your packages delivered to another location where someone is available.

Introducing Plymouth's New Assistant City Administrator: | |
Assistant City Administrator/Community Development Director
PLYMOUTH, WI – The City of Plymouth is pleased to announce the hiring of Jack Johnston as the new Assistant City Administrator/Community Development Director. This newly created position will strengthen the City’s management and development efforts, supporting its commitment to serving residents, businesses, and utility customers.
Johnston brings a broad range of experience to this role. Since 2020, he has served as the Assistant Town Administrator/Clerk for the Town of Cedarburg. His prior experience includes internships with the City of Milwaukee and the City of Beloit. Johnston holds a Master of Public Administration from the University of Wisconsin–Milwaukee and a Bachelor of Science in Public Policy and Administration, with an emphasis in Planning and Budgeting, from the University of Wisconsin–Whitewater. In 2023, he earned the Wisconsin Certified Municipal Clerk (WCMC) designation. Outside of work, Johnston enjoys cheering for the Milwaukee Brewers.
As Assistant City Administrator/Community Development Director, Johnston will assist in managing daily City and Utility operations. His responsibilities include serving as a zoning administrator, facilitating development initiatives and other city programs, supporting various boards and committees, and co-coordinating City communications. With Plymouth poised for significant growth, this role will also emphasize close collaboration with residents, businesses, and community organizations.

When: Expect to see your tax bill middle to end of December.
Where: You can always mail your payment to City Hall, 128 Smith St., Plymouth WI, 53073. You can place payment in the drop box outside City Hall, or pay them in person Monday - Thursday 10 AM - 2 PM and Friday 10 AM - Noon. Taxes can also be paid in the Bank First Lobby, 2700 Eastern Ave. Monday - Friday 8:30 AM - 4:00 PM.
Dates City Hall is Closed: 12/24/24, 12/25/24, 12/31/24 and 01/01/25
Dates Bank First is Closed: Starting at 11 AM on 12/24/24. All day 12/25/24, 01/01/25 and 01/20/25
How: You can pay by cash, check (made out to "City of Plymouth"), card (service fees will apply), or online at www.plymouthgov.com (service fees will apply).

Leaf Pick-Up Update
Crews will be going through the City one last time to collect leaves on December 2. If you have leaves piling up after December 2, you can take them down to the City Garage during their normal business hours Monday - Friday 7:15 AM to 3:15 PM.

New Building Inspector and Hours
Brian Witkowski is the new Building Inspector. The new office hours will be:
Monday 8:30 AM - 1:30 PM
Tuesday 8:30 AM - 1:30 PM
Thursday 8:30 AM - 1:30 PM
Friday 8:30 AM - Noon
Updated permit fees will be coming January 2025.

2025 City / Utilities Budget
2025 City Budget and Tax Rate: The Common Council approved the 2025 City and Utility Budget on November 12, 2024, Common Council meeting. The general property tax levy drops from $4,772,305 to $4,741,934, a 0.63% decrease. The city -assessed tax rate increases from $5.96 to $6.06, marking a 1.67% increase. The assessment ratio for Plymouth will decrease from 88% in 2024 to 81% in 2025. Common Council members, staff, and residents continue to seek strategies to increase efficiency and cost-effectiveness while maintaining exemplary service levels in the City. Where Do My Property Taxes Go? In addition to collecting taxes to fund its own operations, the City also collects taxes for four other taxing jurisdictions that establish their own budgets and levies. Below is an example of how your property taxes are allocated to each taxing jurisdiction:

What Do I Pay For City Services? Though the City collects all the taxes, 67% of the funds are allocated to other jurisdictions. The portion of property taxes the City retains are used to provide police and fire protection, snow and ice control, city pool and golf course, leaf and yard waste service, street and sidewalk maintenance, street and traffic lighting, library services, park facilities and maintenance, building inspection, election administration, and many other City services! The City tax rate is $6.06, which means the owner of a home assessed at $200,000 would pay approximately $1,212 in property taxes for City provided services. There is an additional yearly fee of $100.63 for trash collection and $38.95 for recycling collection on the tax bill for applicable properties. The total monthly cost for all City services (including the trash and recycling collection fee) is approximately $112.64. | |
The City of Plymouth has sent letters to properties with confirmed lead or unknown water service lines. This notification complies with the EPA's Lead and Copper Rule Revisions, underscoring our commitment to protecting the health of every household in our community. Public side lead service line replacements have already begun and continue yearly with our annual street replacement/repair program. The EPA mandated that all remaining public side lines must be replaced by 2037, or potentially longer if an extension is granted. Private side lateral replacements can take advantage of the Plymouth Water & Sewer Lateral Loan Program.
Over the coming year, the City will work to develop a detailed replacement plan, addressing phasing and financing options to meet EPA requirements. For more information and to view the lead line inventory, please visit here.

Santa Night

Kick off the holiday season at your library! Starting at 4:00 PM, Duke Otherwise is giving a special holiday performance for kids and families in our meeting room. Then at 5:00 PM, Santa will be there for a meet-and-great in the children's library! Don't forget to bring along your camera to take pictures with Santa.
