Engineering Department Update

Temporary Front Street One-Way Detour for Raised Crosswalk Installation

What is being constructed: A raised crosswalk is replacing the existing striped crosswalk near the King

Olaf parking lot on Front Street.

Why: Key locations were identified in our 2018 Citywide Safety Plan that needed safety improvements.

The plan identified crosswalks along Front Street that either needed to be removed or enhanced. The

plan is to create an enhanced and safer crossing in our downtown core.

Funding: The Systemic Safety Project provides safety improvements at six locations within the City and

is fully funded by a Federal Safety Grant.

Background: According to Federal Highway Administration (FHWA) in 2016, 72‐percent of pedestrian

fatalities occurred at mid‐block crossings (between intersections). Raised crosswalks are an effective

countermeasure and can reduce pedestrian crashes by up to 45%. They provide an emphasis on the

pedestrian priority and slow vehicles down and make the pedestrian more visible. They are designed to

not impact transit or emergency vehicles. They provide a ramp up to a flat 10‐foot‐wide crossing and a ramp down. See the below images for map and examples.

Housing, Health & Human Services Update

Summer is in full swing--and the Housing, Health and Human Services Department is working with community partners to keep residents safe (and cool) this summer.

Help finding COVID boosters, testing, treatment. H3 provides information to Poulsbo residents looking for a nearby booster shots or PCR testing. Call Kim at (360) 394-9794. Did you know that there are pharmacies nearby that provide medication for high-risk individuals who have been infected with the COVID virus? Information about the national “test to treat” program here: https://aspr.hhs.gov/TestToTreat/Pages/process.aspx

Cooling Center at City Hall. H3 works with the County’s Department of Emergency Services to set up cooling centers, at City Hall, when the heat index rises to dangerous levels. Notifications about openings are on the DEM facebook page https://www.facebook.com/KCDEM and are sent through the City’s NIXLE service. Thanks to the wonderful volunteers who helped to staff our center in July—and thanks to the Poulsbo library that serves as an alternative cooling center.

Fire CARES Program Expands. The Poulsbo Fire CARES program is expanding, this summer, thanks to state funding secured by Representative Tarra Simmons. We’re adding a second social worker to our team and a second firefighter/crisis intervention officer. Once new staff is in place, the CARES program will be responding to non-emergency calls for service involving mental health and substance use 7 days a week. The team operates throughout North Kitsap and will soon be expanding to the Central Kitsap area. The team’s expansion comes as 988 goes live in Washington state—an easy to remember, 3-digit number to call or text for people experiencing suicidal thoughts or other kinds of mental health or substance use related crisis. The City of Poulsbo has worked diligently to expand access to behavioral health services over the past few years, and it’s great that the 988 number is available to connect more people to care.

Calling Good Samaritans: Anyone interested in helping with a new initiative matching seniors with volunteers in the Poulsbo area? Housing, Health and Human Services, in partnership with Parks and Rec and Poulsbo Police, is creating a new, phone-based service to connect our 65+ neighbors with phone buddies for companionship and check-ins. We’ll be starting a social media campaign, in the fall, to recruit volunteers.

Police Department Update

*We regret having missed the following update in our last newsletter, highlighting one of the many outstanding services our Police Department recently provided:

WASPC Helmet Distribution Grant

Thanks to a generous grant received from the Washington Association of Sheriff and Police Chiefs (WASPC), Sgt. Wheeler and School Resource Ofc. Kunz were able to distribute and fit over 60 children in need of helmets from Vinland and Poulsbo Elementary.

Students were very appreciative of their new helmets!

These kids are ready for a fun and safe summer of biking, skateboarding, riding scooters and more!

Officer Kunz ensures a proper helmet fitting.

Sergeant Wheeler discusses safety with a local student.
