City Hall Closures

To help stop the spread of COVID-19, the City of Poulsbo customer service counters in City Hall have been closed since March 23, 2020 until Phase 3 of the Governor's Safe Start Plan. The Public Works office, Parks & Recreation office, Police Administration office, and Municipal Court office counters are currently closed, as well as restrooms in most City parks. City staff are still working and available by email or phone. To learn more on how to reach us, click here.
Housing, Health & Human Services (H3) Update
COVID 19 vaccines have arrived in Kitsap County. Supplies are limited and are being restricted to some high-risk workers in health care settings, some high-risk first responders, and some staff and residents of long-term care facilities. Clinics, hospitals, pharmacies, and other health care organizations are administering the vaccinations. Vaccine administration will occur in phases. Not everyone will be able to get vaccinated immediately. The Kitsap Public Health District updates its website frequently with information: https://kitsappublichealth.org/CommunityHealth/CoronaVirus_Vaccine.php

Mask wearing and testing are still critically important. The Kitsap Health District/EOC continues to offer free, drive up tests in the Poulsbo City Hall every Friday (next date January 8). Registration is required and can be made here: https://www.testdirectly.com/patient/search/provider_search

The Poulsbo Cares program continues to assist home-bound individuals who need help with shopping or errands during the COVID-19 outbreak. Poulsbo residents who would like to learn more about services are encouraged to call the City's HELP line at 360 517 5037. The phone is staffed M-F 8am to 5pm.
 
Gateway Church will resume its community meals program in January after kitchen staff took a much-deserved break. Free, home-cooked meals are available “to-go,” at no cost, every Saturday morning at 11:30am. Food donations and volunteers always welcome.
 
In with the new! The Poulsbo Police Department will be hiring a new Police Navigator this month to help our officers respond to individuals struggling with mental health and substance use issues. This is the third year of our Navigator program, and we’re very proud to be featured in a recent MRSC newsletter highlighting police/mental health professional partnership programs: http://mrsc.org/Home/Stay-Informed/MRSC-Insight/December-2020-1/Police-Mental-Health-Professionals-Partner-to-Imp.aspx.

Parks & Recreation Update
2021 brings optimism and hope to our community, locally, regionally and worldwide. The Poulsbo community has been strong through these challenging times, and we look forward to providing new and fun opportunities in the new year. So much has changed for all of us, but together we go into 2021 with our new normal in mind.

Staff is continuing to find new ways to offer recreational programs, using Zoom and limited space at local studios. While we won’t be producing a full catalog of classes until we can resume full programming, watch for an emailed newsletter that will be sent out at the first of each month. The Recreation Center remains closed to the public, but staff is available Monday through Friday by phone. We look forward to the day that we can open the doors and provide a full array of programs for the greater Poulsbo area.

City parks and trails are open, and people are enjoying the many wonderful amenities that we have here in Poulsbo. Restrooms at the parks are closed at this time, with the one exception being a single restroom that remains open at the Waterfront Park. Masks and social distancing required.

And finally, this is the final newsletter for me, as I am retiring after 26 years with the City of Poulsbo. I have thoroughly enjoyed being Poulsbo’s Parks and Recreation Director, and will always remember the people that I worked with and residents and customers served. I’ve seen a couple of generations walk through the recreation center doors during my tenure. The people in this community are excellent stewards, supportive participants and all around fun people. The new director, Dan Schoonmaker, will be working with staff members Kris Goodfellow and Pat Hightower to continue providing quality and affordable programs, park spaces and goodwill in this great community. Thank you to everyone for your support over many years, including the recently concluded year known as 2020. Happy New Year everybody!

Poulsbo's Fish Park Improvements - Phase IV: Along Bond Road Complete!
The community history of support by volunteers, organizations, schools, businesses, grantors, government and the City is immeasurable to Poulsbo’s Fish Park. Construction for Phase was completed on December 19, 2020, and the park is fully open to the public.

The City Council awarded the contract to W.S. Contractors of Buckley in July. The finished project includes a 12 space parking lot renovation with stormwater improvements along Bond Road, 560 lineal feet of 6’ wide sidewalk and 200 lf of boardwalk along the west side of Bond Road to the Lord Property, which is the park’s shoreline parcel on the estuary. An additional 228 lf of elevated boardwalk leads visitors from the parking lot and into the park.

Volunteer projects this spring will include two new platforms built by community organizations including the Poulsbo-NK Rotary Club and Poulsbo Lions Club. Kitsap Audubon and steering committee volunteers have also created six new interpretive signs.

This project provides public access, environmental improvements and education to ALL parcels in PFP's 40 acres. This project was funded by the City of Poulsbo and two state grants: one through the Recreation and Conservation Office and one through a senate appropriation thanks to the support of Senator Christine Rolfes. Poulsbo Event and Recreation Center (PERC)
The Poulsbo Events and Recreation Center (PERC) is a concept for a multi-use recreational, educational, and events center. The vision for the PERC grew from the community’s expressed desire for new recreational facilities, more tournament-scale sports fields, and a regional center for events and business functions from across the greater Puget Sound and Olympic Peninsula. The PERC is also the opportunity to connect secondary and higher education systems to new meeting and use space to support their missions. 
 
The Kitsap Public Facilities District has provided the City of Poulsbo with the funding needed to study the feasibility for a PERC in Poulsbo. A key part of this study is gathering community input on the project. The PERC is envisioned as a 20,000 square foot facility that will cover three main areas:
 
  • Indoor recreation that may include offices, classrooms, fitness, aquatics and administrative space for Poulsbo Parks and Recreation programs and youth activities
  • Outdoor recreation and plaza areas that may include multi-use lighted, all season sports field(s) for tournament capabilities for soccer, lacrosse, football, ultimate and other field sports; a skate park; a welcoming plaza to create a sense of space; water features; and other features that provide a community preference for outdoor sports and recreation
  • Event space for trade shows, corporate meetings, exhibitions, weddings, and institutional functions such as lecture series’ or off-campus collaboration events.
