Short-Term Rentals Are a Neighborhood Affair! Take the Survey to Let the City of Redding Know Where You Stand

The City of Redding is considering several updates and changes to the current ordinance for Short-Term Rentals (STRs) operating in Redding. A Short-Term Rental is defined as a rental of any single-family dwelling unit for a short period of time, generally less than 30 days and not more than 180 days in a calendar year. Popular services like Airbnb and VRBO are well-known websites that advertise and book Short-Term Rentals in communities across the nation, including Redding.

Many community members are divided over the issue of Short-Term Rentals. Some worry that too many Short-Term Rentals in the city degrade the quality and safety of our neighborhoods and limit access to affordable housing. Others claim Short-Term Rentals bring jobs, vital tax revenue, and tourism dollars into the community. As an issue that impacts the whole community, it's important for the City of Redding to consider both sides of the discussion and learn the perspectives of those who are sitting quietly in the middle.

"We value both the health and safety of our neighborhoods and the Short-Term Rentals that generate jobs, revenue, and tourism in our City," says City of Redding Development Services Director, Jeremy Pagan. "Our goal is to strike a balance between these two valid perspectives. We want to be fair to the neighbors who call Redding home, the Short-Term Rental owners who operate successful businesses in our community, and those community members who have yet to determine their stance on the matter."

Please take a moment to learn more about the proposed updates to the ordinance on Short-Term Rentals and let us know your thoughts by taking the survey. Hurry! The survey closes soon and your feedback is vital to the process.

The Redding Regional Airport Gets a New Logo!

On June 21, 2022, Redding City Council unanimously approved the name change for RDD, from the Redding Municipal Airport to the Redding Regional Airport. This name change helps represent not only Redding but the greater surrounding regions to which the airport provides services. This name change was a recommendation in the Airport Strategic Plan, which was approved by Council on November 15, 2022.

As a result of the name change, the Airport logo required an update. It was recommended by staff to take advantage of the rebranding effort with a fresh logo. The logo was designed in-house, and the Airport Strategic Plan Strategy Group reviewed and selected the final option.

“It’s an exciting time for the Redding Regional Airport — from construction projects to the potential for additional flights. The name change and the new logo are signs of forward movement for the community,” says Jim Wadleigh, Redding Airports Manager.

The Airport will follow through with a gradual rollout of the new logo. New Airport branding will begin to appear on structures and marketing materials as they need to be replaced at the facility. This gradual rollout process helps to keep the rebranding cost to a minimum.

A Reason to "Bee" Happy: Redding Is Recognized as a Bee City USA Member for Another Year!

Since 2017, the City of Redding has been part of a non-profit organization called Bee City USA that brings communities together to help sustain bees by increasing the abundance of native plants, providing nesting sites, and reducing the use of pesticides. Affiliates of Bee City USA also work to inspire others to take steps to conserve bees through education and outreach.

After the City’s initial Bee City application was submitted and approved six years ago, the City has applied annually for renewal, providing a report on the previous year’s activities. The City has officially been approved to be a member of Bee City USA for another year!

The City of Redding helps to sustain bees by performing proper landscape maintenance of City-owned property through the Parks Division and volunteer events like the Community Creek Clean-Up. The City works to limit and regulate herbicide use and continuously plants native trees and plants. Check out the City of Redding Parks Division’s Bee City USA Informational booth at the Earth Day Festival at Caldwell Park on April 22nd.

Redding Regional Airport, Redding Fire Department, and Other Partnering Agencies to Conduct Three Days of Live Emergency Exercises

Don’t be alarmed if you happen to be in or around the Redding Regional Airport between tomorrow, Tuesday, March 28th, and Thursday, March 30th! On Wednesday, March 29th, the Redding Regional Airport will be conducting our Full-Scale Emergency Exercise, known as the Triennial Exercise. The exercise will include emergency responders, mutual aid partners, and other agencies closely aligned with airport operations. The Triennial Exercise is required by the Federal Aviation Administration every three years for commercial service airports.

On both Tuesday, March 28th, and Thursday, March 30th — on either side of the Triennial Exercise — the Redding Fire Department and other regional fire agencies will be conducting training on a mobile aircraft mockup prop that will produce some light to moderate smoke in the area. There will be no impacts to flight service, streets, or parking during this emergency training, but there will be additional activity at the airport. This event is NOT open to the public.

Live emergency exercises like these simulate real aircraft and fire emergencies in a safe and controlled environment to help ensure the airport and its community partners are fully prepared in the event of the real deal! Thanks to our many community partners for joining us as we train for real-life emergencies!

Redding Electric Utility's Rates are the Fourth-Lowest of 24 California Cities Surveyed!

The City of Redding Electric Department (REU) completes a detailed comparison of Residential Electric Rates in California twice a year, in the Summer and the Winter. This study has been performed since 2010 to assist staff in ensuring that REU’s rates are competitive and within industry standards.

To get an accurate picture, the report includes all the components an electric utility customer pays per kilowatt-hour of energy usage, not just the base rates. The tool allows a comparison of REU's rate for average customer usage to other utilities at that same usage level. The average residential use for REU in the fiscal year 2022 was 816 kWh per month. 24 California utilities were surveyed, including municipal utilities, utility districts, and major investor-owned utilities.

Based on the study, REU residents pay the fourth-lowest combined electric rates of the 24 utilities surveyed! REU's rank has improved even since the Summer Residential study, in which REU ranked 7th lowest.

As a reminder, the rates highlighted in this survey are for electric rates only. When you receive your City of Redding Utility bill, you are paying for four different utilities in a single step: Redding Electric Utility, Water, Wastewater, and Solid Waste, too.

What Is the Future of Electrification in Redding? This City of Redding Podcast Episode Has Answers.

You may have read about Redding Electric Utility's short-term and long-term resource planning in February's Your City at Work Department Highlight. In a recent episode of the City of Redding Podcast, Katie and Steve spoke with Lisa Casner, Electric Manager - Resources with Redding Electric Utility. Lisa and her team take a big-picture approach to energy supply and demand, industry changes like State Mandates for clean energy, and Electric Vehicle adoption. Their work includes planning for shifts in weather patterns that could affect available energy resources in the future.

Is Redding ready for electric vehicles and fully electric appliances? The answers are complicated but Lisa shares them in the most recent episode of the City of Redding Podcast, entitled “The Power Grid and the Future of Electric in Redding.” Check it out to learn more about how Redding Electric Utility is working to provide our community with options that align with State and Federal mandates and the growing trend toward more sustainable fuel sources.
