The City of Rosenberg has called for two special elections to be held on Saturday, May 2, 2026, in conjunction with the City’s general election. Positions on the ballot for the general election include Mayor, Councilor At-Large Positions 1 and 2, and Councilors for Districts 1 through 4. The special elections will allow Rosenberg voters to consider the creation of a Crime Control and Prevention District and proposed amendments to the City’s Home Rule Charter.
Special Election: Crime Control and Prevention District
On Feb. 3 and 4, 2026, City Council and the Rosenberg Crime Control and Prevention District Temporary Board approved Ordinance No. 2026-06, which authorizes a special election to be held on May 2, 2026. The purpose of this election is to submit to qualified voters a proposition regarding:
- The creation of the Rosenberg Crime Control and Prevention District.
- The adoption of a local sales and use tax at a rate of 0.25% to fund crime control and prevention programs.
- The reduction of the sales and use tax currently levied for the Rosenberg Development Corporation from 0.50% to 0.25% in order to maintain the same overall sales and use tax rate within the city.
Special Election: Home Rule Charter Amendments
At the same election, voters will also consider five proposed amendments to the City of Rosenberg Home Rule Charter. The proposed amendments, which were authorized under Ordinance No. 2026-05, are summarized as follows:
Proposed Amendment 1 – Compensation
If approved, would increase the maximum monthly compensation for City Council members from $400 to $600 and for the Mayor from $500 to $700.
Proposed Amendment 2 – Comprehensive Plan
If approved, would remove the requirement that City Council adopt, implement, and review a comprehensive plan.
Proposed Amendment 3 – Benefits
If approved, would allow City Council members to participate in the City’s group health insurance plan on the same terms as full-time City employees.
Proposed Amendment 4 – Recall, Initiative, and Referendum Petitions
If approved, would eliminate the requirement to file a Notice of Intent with the City Secretary prior to circulating a petition for recall, initiative, or referendum.
Proposed Amendment 5 – Certificates of Obligation
If approved, would require a unanimous vote of the entire City Council to authorize the issuance of Certificates of Obligation.
