Redevelopment Planned for 500 Block of Soquel Avenue

On August 17, 2023, the Planning Commission approved an application for redevelopment of 513, 515, and 519 Soquel Avenue, including demolition of both existing structures and related site features and construction of three new buildings.


Forty-three residential units and approximately 1,510 square feet of ground-floor commercial space totaling 52,486 square feet of gross floor area will be part of the new build. The development features a 17,124 square-foot mixed-use building with 26 single-room occupancy units, a second 19,160 square-foot building with 14 residential units, and a third 1,865 square-foot building housing three residential units. The project also includes a 14,247 square-foot mostly subterranean parking garage for bicycle parking, storage, and 39 vehicle parking spaces.


Each of the three existing lots which compose the project site has a different General Plan designation, and the lots collectively have two separate zoning designations, which the project combines to form a single consolidated lot while retaining the underlying Genal Plan and zoning designation for each constituent area of the project site.


The development provides 20% of the units at very-low income and low-income levels to allow for a 35% density bonus and the use of waivers for increased floor area ratio and building height and variations from setbacks and open space requirements. The project includes an air-rights subdivision in which each building is mapped as a separate condominium, while the units within will remain rental apartments. No appeal of the project was filed, and entitlement of the project is now effective. The timing for building permit application submittal has not yet been determined by the applicant. 

Calling All Surf Photographers!

In preparation for November’s Cold Water Classic, the Economic Development Department released a call for artists to submit their best surf photos to be considered as artwork for banners that will line Ocean Street, welcoming guests and locals into the City of Santa Cruz.


We are seeking original high-resolution, surf-themed photos taken at one of the beautiful beaches or spaces in the City of Santa Cruz. Ideally, we are looking for wide-shot images that can expand across banners or pairs of complementing images, as the banners will be side-by-side lining Ocean Street. Each banner is 84 inches tall by 29.5 inches wide. Photos should provide room for copy.

San Lorenzo River Annual River Management Project Begins This Week


On Tuesday, September 12, 2023, Public Works is scheduled to begin the annual required San Lorenzo River Management Project.


River management helps to reduce risk of flooding and prevent both damage and evacuations during major storm events. Santa Cruz' river levee system was built in the 1950s in partnership with the U.S. Army Corps of Engineers. It is now the City's responsibility to maintain the flood control structure channel. The Federal Emergency Management Agency, or FEMA, also requires the City to maintain the levee system in order to receive FEMA certification. The certification greatly reduces flood insurance cost for land owners within the City's flood plain.


Work is expected to continue weekdays from 8:00 AM to 5:00 PM for four to six weeks. The project will minimally impact vehicle, pedestrian, and bicycle traffic, though some paths may be closed for safety purposes. Watch our video featuring two flood prevention projects.

Affordable Housing is Almost Here


While the target occupancy for the first of several new 100% Affordable Housing projects in the City of Santa Cruz is early 2024, Tabasa Gardens in Watsonville is targeting December 2023 to be open for low-income residents.

The community will serve residents earning between 25% to 50% of the area’s median income, which is equivalent to an annual income of $28,000 to $56,000 for a two-person household and feature 46 units. Tabasa Gardens will set aside approximately half of the units for farmworkers. There will also be 6 units dedicated to households experiencing homelessness. Additionally, a resident services coordinator will be on-site offering a mix of services including wellness, career, education, and financial literacy programming – to help ensure residents succeed.

  • This project is similar to the Cedar Street project in downtown Santa Cruz, which will feature 65 affordable units in a supportive housing environment. Learn more about the affordable housing projects in the City of Santa Cruz here.
