Chief Keith Meadows and Councilwoman Helen Z. Willis
Cleared Of All Allegations

An investigation into a former employee’s allegations of harassment and hostile work environment are without merit, according to the probe conducted by an independent law firm. The report found no violations of the City of South Fulton’s Healthy Workplace Ordinance or the Georgia Whistleblower Act.

In July, City of South Fulton Mayor khalid kamau stood on the steps of a condominium complex and made unsubstantiated charges of police corruption and interference by a councilmember, despite the fact that the investigation in the case was still pending. The completed investigation, conducted by the law firm Hoffer and Webb, clears Police Chief Keith Meadows and Councilwoman Helen Willis of any wrongdoing.

“Hopefully in the future the mayor will exercise restraint and allow an investigation to be concluded before openly publicizing unsubstantiated, incorrect, and harmful accusations against his fellow elected officials,” said Councilmember Helen Z. Willis. His July news conference was for his own political expediency and was at the expense of the truth and the reputations of members of the City Council and the police chief,” said Willis. “We need a mayor who respects the hard-earned reputations of everyone, including his fellow elected officials. We also need a mayor who is willing to follow the charter, not his political impulses.” The Mayor’s actions cost the City considerable finances, and he is on notice that this continued behavior will have swift consequences.

On May 3, 2022, Tanesha Niki Graham, the former City of South Fulton director of human resources, filed a complaint against Councilwoman Willis and Police Chief Meadows, alleging she was subjected to harassment, intimidation and “hostile and humiliating remarks.”

Following a series of interviews and an examination of emails and other records, the investigation conducted by attorney Robyn Oliver Webb found no evidence to support Graham’s claims. To the contrary, “City Manager Tammi Sadler-Jones protected Graham and assured her that no action would be taken against her,” the report said. Emails from Chief Meadows to Graham “do not constitute bullying and harassment,” the investigation found.

Graham also claimed that Councilwoman Willis conspired with Chief Meadows to get her fired. “I have seen no evidence in support of this allegation,” the investigator concluded. The only “evidence” offered by Graham were
her “suspicions and assumptions.”

The report also dismisses Graham’s charge that the two officials violated the Georgia Whistleblower Act. “Since no action was taken against [Graham] as a result of her investigation into the City of South Fulton Police Department or in retaliation for her complaints” under the Healthy Workplace Ordinance, there was no violation of the state statute, the report concluded. Prior to the conclusion of the investigation, Ms. Graham voluntarily submitted her resignation on August 26, 2022.
