ARPA Open Houses
Mayor Nadine Woodward and the City Council will host a series of drop-in-style open houses to discuss ideas to use the latest round of federal American Rescue Plan Act relief funding to speed the community’s pandemic recovery.
Open houses are scheduled as drop-in style so participants can arrive at any time during the two-hour sessions and engage for as long as they have time.

Halloween Safety Tips from SRHD
Halloween is a fun and spooky night for all. Let's make it a safe one too. If you plan to trick-or-treat:
- Keep your group small
- Make a cloth face covering part of your costume
- Keep six feet of distance from others
- Wash hands before and after and bring hand sanitizer

Riverfront is searching for additional vendors for our Winter Market! Preferred vendors will be local farmers, processors, artisans, and handcrafters. Please become an approved member of our Qualified Vendor Program prior to submitting your application. The Winter Market application deadline is Friday, Oct. 29.

See lights flashing? Move over. It’s that simple. Whether it’s law enforcement, an ambulance, a firetruck, or a tow truck, remember to move over to allow a safe space for emergency personnel to work. Not only is it the safe and courteous thing to do; it’s the law.

2021 Business Crime Prevention Conference
Crime costs money to your business, as well as time spent dealing with issues that should be spent taking care of customers. Spokane C.O.P.S. wants to help out and give you some good information you can actually use! Coming up on Tuesday, Nov. 9, C.O.P.S. will be hosting an online event to help inform you on crime prevention.

All Washington Residents Age 12+ Eligible for Vaccine
All Washingtonians age 12 and up are eligible to receive a COVID-19 vaccination. The Governor and the state Department of Health (DOH) have also prioritized equity issues to ensure vaccine access to populations disproportionately affected by the virus, including communities of color and low-income communities.

CDC Guidance for Fully Vaccinated People
Currently authorized vaccines in the United States are highly effective at protecting vaccinated people against symptomatic and severe COVID-19. Centers for Disease Control and Prevention has published updated interim recommendations for people who have been fully vaccinated. Until more is known and vaccination coverage increases, some prevention measures will continue to be necessary for all people, regardless of vaccination status.

Utility Payment Options
We know that the pandemic has created economic hardship for many of the City’s utility customers. Assistance with monthly City utility bills for water, sewer, and solid waste is available during the COVID-19 pandemic:
Residential property owners as well as tenants can seek direct financial assistance through the City's U-Help program by calling 456-SNAP. Utility Billing can also provide interest-free payment plans for residential customers. More information.
Business owners with an active City of Spokane utility account, may qualify for a small business assistance utility bill deferral. More information.

If you have one day a year, or one day a week, there is an opportunity for you. Pick your passion below and get involved!
The City is accepting applications to fill three at-large vacancies for the Council Districting Board. Individuals selected for these positions will fill one term, beginning Dec. 1, 2021 and expiring Nov. 30, 2022.
The Council Districting Board is tasked with redistricting the City of Spokane to ensure citizens are receiving equal and accurate representation. Candidates must meet the following criteria:
- Candidates must be a registered voter within the City of Spokane.
- Candidates must be a current resident of the City of Spokane and have maintained a primary residence within the City for the past two consecutive years.
No member of the Council Districting Board shall:
- Have been a register lobbyist in the State of Washington within one year prior to selection.
- Campaign for elective office or actively participate in or contribute to any political campaign of any candidate for local, state, or federal office while a member of the districting board.
- Hold or campaign for any city council position for two years after the effective date of the districting plan.
Applications for the Council Districting Board must be received by the Mayor’s Office no later than Friday, Oct. 29, 2021.

Autumn Adventures: Spo-Candy Crawl
Hey kids! There are SPOOKY scenes happening all over downtown Spokane. From October 29 through 31 locate each scene and decipher a riddle to earn a treat-bag full of fall goodies.
How it works: Use your Spo-Candy Worksheet (found online, or in person at the River Park Square Concierge or Riverfront Park Sky Ribbon Cafe) to find ten scenes. Each scene contains a clue to help complete the worksheet riddle.
Once you know the answer to the riddle, trade-in your completed worksheet at Whiz Kids, inside River Park Square on the 3rd floor or at the Sky Ribbon Café in Riverfront Park for a treat.

On the Bright Side
Spokane Public Library has joined a national movement to stock freely accessible tampons and pads in library restrooms. We have partnered with Aunt Flow, a woman-owned company, to provide 100% organic cotton tampons and pads in dispensers available to any individual that needs them.
