City of Vallejo Secures Four Opportunity Zone 2.0 Designations to Support Economic Growth and Investment

Vallejo, CA - The City of Vallejo is pleased to announce that four local census tracts have been selected for inclusion in California's Opportunity Zone 2.0 Program, effective January 1, 2027. The designated census tracts are 06095250701, 06095250900, 06095251000, and 06095251600.

This achievement represents a significant success for the City and its economic development efforts. In early August, only two Vallejo census tracts were identified for designation. Following extensive outreach and advocacy, Vallejo successfully secured inclusion of four census tracts, doubling the number originally proposed.

The City initially nominated eight census tracts that encompass key business corridors, waterfront assets, and areas that play an important role in Vallejo's maritime economy. Through direct engagement with the Governor's Office of Business and Economic Development (GO-Biz) and collaboration with strategic partners, the City helped build a strong case for expanded designation.

“We are encouraged by this outcome and the opportunities it creates for Vallejo,” said City Manager Black. “The designation enhances the City's ability to attract private investment and supports long-term economic development goals in some of our most important commercial and waterfront areas.”

The City would like to recognize Sidney Wilson, the City's lead grant writer, along with the grant-writing team at Cal Consulting, for their exceptional work during the public comment period. Their efforts effectively highlighted the strengths of the proposed census tracts and demonstrated the economic potential of these areas, contributing to the successful outcome.

The newly designated area includes much of Vallejo's waterfront, extending from Lemon Street to the U.S. Coast Guard station, as well as portions of Sonoma Boulevard, with the northern boundary reaching Couch Street.

Residents, businesses, and stakeholders can view the designated census tracts using the State's Opportunity Zone map:

While designation does not guarantee private investment, Opportunity Zones provide substantial tax incentives for businesses and investors that make qualifying long-term investments in designated communities. Over the program's 10-year effective period, the designations can serve as a valuable economic development tool by encouraging investment, supporting business expansion, creating jobs, and fostering revitalization.

The City will continue to monitor program guidance and identify opportunities to leverage these designations in support of Vallejo's economic development priorities. Staff will keep the City Council informed as additional implementation details and investment opportunities become available.
