Mentorship, Impact, Opportunity:

City of Vista Announced as CCMF 2026 Judy L. Kelsey Recipient

Valuable experiences and opportunities are abundant in the City of Vista. That's why we're pleased to announce we've been selected as a recipient of the California City Management Foundation (CCMF) 2026 Judy L. Kelsey grant!

This grant helps cultivate a pathway for mentorship opportunities, career growth, and exceptional customer service. The City is using this grant to fund a paid summer internship within our Community Development Department, occasionally providing additional support to City Manager’s Office projects.

Allow us to introduce the intern (as pictured) achieving these goals and engaging with the public on a day-to-day basis: Planning Intern Jack Tunney!

Jack began his journey at the City in February 2026, interning in the City Manager's Office through an intern partnership with Cal State San Marcos (CSUSM). This program gives students hands-on experience in local government while exposing them to different departments and projects across the organization.

While in the City Manager's Office, Jack was mentored by staff and supported a variety of projects, including research, policy analysis, and administrative initiatives. Now in the Community Development Department, Jack works in the Planning Division, where he assists residents, developers and business owners at the planning public counter, and helps answer your zoning and permitting questions.

Community Development Director Joe Vacca shares how mentorship can shape experiences and provide opportunities:

"Bringing on a Planning Intern that our team can coach and mentor to help them learn the ropes of planning in this fine community is win-win because it helps us with having an extra set of hands in polishing our gem and it will help them start their career with excellent hands-on work experience that in turn facilitates them polishing their gem of their budding career in local government. We couldn’t be more thrilled to do this for, and with Jack Tunney.”

We're glad to have you on the team, Jack!

Stormwater:

Only rainwater allowed in the streets & storm drains

Residents play an important role in preventing debris and sediment from blocking or filling the catch basins and flood control channels near homes. All sources of pollution, including soil and sediment, are prohibited from leaving your property and entering streets or storm drains. Remove trash, sediment, and debris from your private storm drain system on a regular basis, including removal of debris from gutters, ditches, inlets, or pipes, to ensure water can flow through the system freely.

You can help keep our storm drains and waterways clear by:

  • Planting trees, shrubs, or ground cover on slopes to help keep topsoil in place.
  • Stabilizing any bare soil or unvegetated areas with mulch or gravel.
  • Using temporary solutions such as sandbags or other soil stabilizers until a permanent alternative solution is implemented.
  • Using drought-tolerant or native plants to reduce water use and potential for over-irrigation.
  • Covering stockpiles of soil, dirt, and gravel.

If you observe something being dumped into the storm drain or street, or observe water running in the street when it is not raining, please report this to the Water Quality Hotline: 760-643-2804, email waterquality@vista.gov, or use the Report a Problem form.
