Step Inside City Hall: Apply for the Spring 2026 Vista Leadership Academy
Want a real, behind-the-scenes look at how the City of Vista works? The Vista Leadership Academy is a free, eight-week program designed for residents and business owners who want to better understand how decisions are made, how City services are delivered, and how local government impacts daily life.
Participants meet weekly on Wednesday evenings from 5:00 to 7:00 p.m., with one daytime citywide bus tour. Through hands-on sessions, you’ll learn how City funds are allocated, how departments operate, and how Vista plans for the future. The academy also offers opportunities to meet elected officials, the city manager, and department directors; tour City facilities, the Vista Business Park, and downtown; and take part in discussions on planning and growth, traffic, infrastructure, and City finances.
The Spring 2026 session runs March 11 through May 6 (no class on April 1), with graduation on Tuesday, May 12. Participation is limited to 20 individuals, and applications are accepted on a first-come, first-served basis. Applicants must be 18 or older and be a Vista resident or business owner.
Registration is now open. Completed applications must be submitted by March 1.

Call for Artists: "Kites Over Vista" Exhibition
The Vista Public Arts Commission is now accepting artist proposals for "Kites Over Vista" 2026, a temporary public art installation designed to elevate Vista’s creative identity and showcase bold, imaginative artwork in the heart of the community.
Through a juried selection process, up to six artists will be chosen to participate in this dynamic exhibit. At least five selected sculptures will be prominently displayed in public areas throughout downtown Vista for a minimum of 12 months, with ownership of the artwork remaining with the artists. Selected artists will receive a $3,500 stipend, paid in increments over the course of the project.
Proposals will be evaluated based on artistic merit, public safety, appropriateness for public display, materials, and the artist’s résumé. A maximum of two submissions per artist is allowed. Winning proposals will be selected by the Public Arts Commission and forwarded to the Vista City Council for approval.
Artists must deliver kite models to the Recreation and Community Services Department (200 Civic Center Drive) by 5:00 pm on Tuesday, February 17. Final selections will be made at the March 3 Public Arts Commission meeting, with City Council consideration scheduled for March 24. Completed artworks must be ready for installation by May 1, 2026.
For full details or questions, artists may contact the staff liaison at VistaPublicArt@vista.gov or call 760.643.5261.

Prescription Medication Drop-offs Can Save Lives
The City’s Public Safety Commission reminds residents that keeping your expired, unused, or unneeded medications at home can pose a risk to public health and safety.
The U.S. Drug Enforcement Administration (DEA) notes the majority of those who misuse a prescription medication most likely got that medication from someone they know personally, such as a family member or friend.
Improper consumption of prescription medications can lead to addiction, which can cause significant harm or even death. To help keep Vista safe, properly dispose of prescriptions before misuse can begin.
The best way you can help prevent medication abuse is to dispose of them at an official drop-off location. The San Diego County Sheriff’s Office offers disposal options at the following Vista locations Monday through Friday during business hours:
- Vista Detention Center, 325 South Melrose Dr, Ste 200
- Vista Sheriff’s Station, 325 South Melrose Dr, Ste 210
-
For a full list of Sheriff’s Office Drop-Off locations, click this link.
The DEA also highlights 3 conveniently located drop-off locations in Vista:
- CVS Pharmacy, 883 S. Santa Fe Ave.
- CVS Pharmacy, 635 S. Melrose Dr.
- CVS Pharmacy, 1441 N. Santa Fe Ave.
Not a Vista resident? Find nearby authorized medication drop-off locations on the DEA website.
