Vista City Council Special Meeting - Nov. 18

The Vista City Council will hold a special meeting on Tuesday, November 18, 2025, at 5:30 pm in the City Council Chambers (200 Civic Center Drive) to consider a single agenda item: Community Safety and Due Process. The Council will review and consider a proposed resolution the Council directed staff to draft regarding community safety and due process.

Background

September 23, 2025: The City Council discussed community safety and due process at the request of Councilmember Contreras. Following the discussion, the Council directed staff to draft a resolution incorporating four specific items from an exhibit presented at the meeting. The motion passed 3–2, with Mayor Franklin and Councilmember Fox opposed.
February 25, 2025: The Council reviewed community civil rights presentations and directed staff to continue following existing facility rental policies and procedures (no vote taken).

Resolution Elements

The draft resolution includes the following provisions:

Create and share “Know Your Rights” information, including a dedicated page on the City’s website.
Prohibit federal law enforcement from conducting immigration-enforcement activities in non-public areas of City-owned or City-controlled facilities without a judicial warrant.
Require future City contracts to include clauses preventing contractors from sharing sensitive or non-public personal information with federal immigration-enforcement agencies, unless required by law.
Restrict the City from sharing sensitive or personal data with immigration-enforcement agencies unless required by state or federal law.

SR-78 Closure Information for This Week

Caltrans has informed the City of Vista that they will be temporarily closing Highway 78 at Mar Vista Drive from 10 pm-5 am to allow for construction of the pedestrian walkway on the bridge.

Turn right on South Melrose Drive
Turn right on Hacienda Drive
Turn left on Vista Village Drive
Turn left onto the west SR-78 onramp

Eastbound closure dates: November 19-20 and November 23

Proceed to east bound SR-78 onramp

Kick Off Vista's Cigarette Litter Blitz with I Love a Clean San Diego on Nov. 18

Residents are invited to join I Love A Clean San Diego (ILACSD) on Tuesday, November 18, from 3–5 pm for a community Cigarette Litter Blitz in downtown Vista. The event will begin at the Vista Village Gazebo at Main Street and South Indiana Avenue.

ILACSD recently installed 15 new cigarette litter recycling receptacles across the city. Tobacco waste collected in these bins will be recycled and transformed into useful products like park benches, shipping pallets, and gardening tools keeping harmful litter off our streets and out of local waterways.

During the blitz, participants will help collect cigarette litter, learn about ILACSD’s Cigarette Litter Prevention and Recycling Program, and take part in hands-on efforts to protect our neighborhoods and ocean.
