Don't know who to call if your recycling wasn't picked up this week or if you have questions about road construction? Here's a list of resources for Windsor Heights residents that will come in handy. In the case of an emergency, always call 911.

Send a Text
You can text a question or concern to (855) 637-9442. If you are asking a question, you will get a response with a link to our website with more information. If that doesn't answer your question, you will then be able to send a message to City staff who will contact you during normal business hours (Monday - Thursday 8 am to 4:30 pm and Friday 8 am to 3 pm). You can also report a concern by texting (855) 637-9442. This is a quick and convenient way to let the City know about issues in the community. This is for non-emergency issues. Please always call 911 in the event of an emergency.

Start/Stop Trash or Recycling
Call Des Moines Water Works at 515-283-8700. Garbage/recycling service begins when water service is requested. If it’s a new home, a cart will be delivered shortly after. Garbage/recycling service ends when water is canceled. If you move, leave your cart with the house.
Sewer Backup
If you suspect that the sanitary sewer is backing up through a basement drain, call the Public Works Department at 515-645-6825. If this happens outside of regular working hours (Monday - Thursday 8 am to 4:30 pm and Friday 8 am to 3 pm) or you are unable to reach the Public Works Department by phone, call Polk County Dispatch at 515-286-3333 and they will contact the City for assistance.

Construction Questions
Permit Application/Questions
The City of Windsor Heights contracts permit and inspection services to Safe Building Iowa. To apply for a permit, please send your application and plans (as needed) to Safe Building at office@safebuildingiowa.org or call 515-333-4161. Safe Building will process your application and answer any of your questions. The City of Windsor Heights will contact you for payment once Safe Building has approved your permit.

WH Police Officers Receive Awards
Two Windsor Heights police officers were recently recognized by the Noon Optimist Club of Western Des Moines. These awards were not held in 2020 due to the pandemic. Instead the group gave out two years of awards at this ceremony.
Officer Irlbeck was selected by his peers as the 2019 Windsor Heights Officer of the Year. Officer Irlbeck was previously selected as the recipient of the 2019 Central Iowa Traffic Safety Task Force OWI Enforcement Officer of the Year and he recently received recognition from the Clive (Iowa) Fire Department for his role in saving a life while off-duty at Genesis Health Clubs in Clive.
Detective Johnson was selected by his peers as the 2020 Windsor Heights Officer of the Year, in part due to Johnson’s role in saving a female subject who was suicidal and threatening to jump from an Interstate 235 bridge.

Officer Michael Irlbeck received his award from Noon Optimist Club of Western Des Moines President Rebecca Butler Mona, Windsor Heights Police Chief Chad McCluskey, and Optimist Respect for Law Project Chair Janet Lloyd.

Chief McCluskey also said, "while these examples only show a very small snippet in time of the great work both officers do on a daily basis, both Officer Irlbeck and Detective Johnson exemplify the Windsor Heights Police Department culture of respect, compassion, empathy, and integrity in their work daily. They both display a positive attitude and are always willing to help those in our community in need. I take great pride in announcing Irlbeck and Johnson as our recipients of these awards and the City of Windsor Heights is lucky to have such well qualified members of our Police Department Team!"

You have a couple of options for disposing of appliances like a deep freeze, refrigerator, kitchen range, air conditioner, dehumidifier, water heater, furnace, washer/dryer, microwave, and more!
Option 1: Self-Haul It
Load your appliance up and take it to Metro Park East Landfill in Mitchellville. If your appliance is smaller, such as a microwave or dehumidifier, you can also take it to Metro Hazardous Waste Drop-Off in Bondurant. When you self-haul your appliance, it can be recycled for $15 at either Metro Waste Authority location.
Option 2: Get It Picked Up
To get an appliance picked up at the curb, you must purchase 7 large item stickers ($5 each) and call Metro Waste Authority to schedule collection.
Large item stickers are available on Metro Waste Authority’s website or at the customer service departments of many local retailers such as True Value and Hy-Vee on Grand Avenue , as well as at City Hall. Make sure to purchase the orange stickers and check that you have the correct number.

Join us for the free Movies in the Park series! The movies are free to watch and will be shown in Colby Park at 6900 School Street. There will be free pizza, popcorn, cookies and drinks for the first 200 guests.
If the event needs to be canceled or moved indoors due to weather, a decision will be made on the event day by 2 pm and will be announced on the City's Facebook page.

Use your Des Moines library card to check out an Iowa Adventure Pass to the Blank Park Zoo, the Greater Des Moines Botanical Garden, and the Science Center of Iowa. Have your next event at the Windsor Heights Community Center! Windsor Heights residents receive a 25% discount off of the rental fee. This signature facility can seat over 200 people. Since opening in 2010, the facility has hosted wedding receptions, birthday parties, corporate meetings, and countless other events.

Suggested Lawn Watering
Des Moines Water Works wants to remind central Iowa businesses and homeowners to Use Water Wisely, a recommended program aimed at smart summer irrigation. By improving the efficiency of irrigation practices, businesses and homeowners can reduce consumption, save money, and reduce the peak load on water facilities.
- Watering is not recommended on Mondays.
- Even-numbered addresses are encouraged to water on Sundays, Wednesdays, and Fridays, before 10:00 a.m. or after 5:00 p.m.
- Odd-numbered addresses are encouraged to water on Tuesdays, Thursdays, and Saturdays, before 10:00 a.m. or after 5:00 p.m.
- Watering is not recommended during the hottest part of the days hours of 10:00 a.m. and 5:00 p.m.
