CAMPBELL RIVER: Bob Bray is pleased to describe how a complaint procedure is the responsibility of each school board in British Columbia, what it looks like in the Campbell River School Board and what three courses of parental action can be considered when a complaint-worthy situation is perceived.

Classroom Lesson Complaint

There is a classroom complaint procedure in for parents in British Columbia. It is the responsibility of the Superintendent and the Trustees. Both. This duplication is also seen in the debate on whether SOGI123 is curriculum or teaching aid. The Minister in avoiding the curriculum label has directed the School Boards to have a policy that requires the use of SOGI123 teaching aids in every classroom during some of the Language Arts lessons.


But back to the complaint procedure.

Learning Resources Complaint Policy

"Any concerns or challenges to the use of a learning resource should be dealt with at the district level. Boards/authorities should also develop policy and procedures to challenge the use of a learning resource."


Interpretation:

"at the district level" is a responsibility of the Superintendent

"Boards/authorities should also" is a responsibility of the Trustees

Operational Procedure 215(4) Request for Reconsideration of a Recommendation of a Learning Resource


SD 72 Operational Procedure 215 can be viewed here in full.


4.2 "The school receiving a request regarding a learning resource shall try to resolve the issue informally."


Informal resolution mean a parent would discuss the age appropriateness, or other aspect, of the learning resource with the child's teacher. If unresolved, the parent would meet with the child's principal.


4.3 "When the issue cannot be resolved, the principal shall provide a copy of the Learning Resource Challenge form (SD73 Form 215-1) to the person(s) making a formal request and assist in completing the form if necessary."

4.4 "A completed form is to be returned to the principal who will forward it to the superintendent of schools. If the applicant wishes to have multiple resources recondsidered, a separate application form must be completed for easch item."


4.5 "Where a formal written request has been filed the superintendent of schools will convene a review committee comprised of the superintendent of schools or a designate, an administrator, a teacher, a member of a Parent Advisory Council, a trustee and a student where appropriate."


4.7 "The committee shall refer to Ministry guidelines, ERAC recommended resource lists, district electronic information systems acceptable use guidelines, and any other related policies to make its decision."

4.8 "The determination of the committee shall be final except for the right to request an appeal to the board."

Classroom Lesson Complaint - Parent

I am reminded of a CBC Radio One show which I enjoyed very much, The Dead Dog Cafe, that signed off every one of its four season episodes "Stay calm! Be brave! Wait for the signs!".


What are the classroom signs?

#1 Student Absenteeism

Signs of what?

Dr. Philip Ney, a physician-child psychiatrist who is also a trustee candidate for the Sooke School Board, observes that adult induced confusion is one of the most destructive forms of child abuse. He states, "Anyone who claims their confusion is a sexual identity disorder had better have scientific justification or they are seriously abusing children." He emphasizes that the burden of proof rests on them.


#1 Student Absenteeism

When a child uses the time-honoured excuse that he or she is too sick to go to school and the parent realizes that physical health symptoms are exaggerated, it may be a sign of the child being very uncomfortable in the classroom without being able or ready to describe what the teacher is doing.


#2 Staff Turnover

The retention of Teaching Assistants is an increasing focus of School Boards. Teaching Assistants haven't been through a Faculty of Education or belong to a Teacher Association and so have not been prepared for the content of classroom lessons on gender fluidity. Those who are uncomfortable sitting through such teacher presentations, listening to and viewing the lesson material, can readily decide to opt out of the scene.

Three courses of action

When a parent perceives their child is being abused in the classroom, these are three of the possible actions that can be taken:


(a) downplay the significance

The abuse may not be so serious after all, and pointing it out to the teacher may worsen the situation for the child.


(b) use the complaint procedure

Surely the abuse is unintentional and can be stopped by bringing it to the attention of the teacher and, if necessary, the principal.


(c) remove the child from the classroom

When a parent realizes that the abuse is systemic in school boards and won't be mitigated in their child's classroom, the course of action open to them is private schooling, public charter schooling in Alberta, online schooling or home schooling.

Two questions for trustee candidates are:

Would you as a Trustee side with a parent who submits a written complaint about a classroom lesson where he or she perceives that his or her child was abused by the content of a learning resource?


Would you as a Trustee support the Superintendent* who refuses to remove the learning resource from school board classrooms?
