Clayton County Special Purpose Local Option Sales Tax (SPLOST) Project Updates

Clayton County Administration Building

Project Details: A new 103,000 sq. ft. three-story Clayton County Administration Building will be located on an 18-acre parcel of land on Old Poston Road in Jonesboro. The facility will be home to several county departments including the Board of Commissioners, Finance, Human Resources, Legal and Communications.

Update: Review of the revised stormwater plans by the Clayton County Water Authority is ongoing. Designs for widening of Old Poston Road are approximately 60% complete.

Small Business Incubator

Project Details: The Small Business Incubator will provide resources to introduce, connect, support, and expand new businesses in Clayton County to bolster the creation of jobs, investment, and economic development.

Update: Two pre-bid, non-mandatory site visits were held on March 6 and March 13. The deadline to submit a bid to the county is March 31, followed Central Services opening packets on April 7. A vendor is expected to be recommended to the Board of Commissioner on May 6.

Shelnutt Senior Center

Project Details: The interior renovations of the Shelnutt Senior Center will include bathroom upgrades, interior lighting replacement, installation of a new washer and dryer, interior wall and ceiling finishes, including wall patching and painting. A new canopy entrance with two new Americans with Disabilities Act (ADA) compliant ramps for accessibility will round out the exterior renovations.

Update: Demolition of the facility’s existing canopy has been completed, and contractors are preparing to pour concrete footings for the new canopy. Construction of the interior metal frame will begin after the concrete has sufficiently dried.

Lakeview Events Center

Project Details: Renovations of the VIP Complex at International Park integrate outdoor spaces while maintaining a multi-functional facility for arts and entertainment. Other enhancements include additional covered seating, event administrative space, dressing rooms, additional concessions, re-design of restrooms, backstage facilities, and vendor kiosks.

Update: The project is out for bid to the public. Submitted bid packets will be opened by Central Services on April 2. A vendor recommendation is expected to be presented to the Board of Commissioners on May 6.

Winter Weather Supply and Storage Building

Project Details: The new Winter Weather Supply and Storage Building will be located behind the Clayton County Jail on Post Way in Jonesboro. The facility will be used to store approximately 14 days of cold weather material such as salt, sand, and gravel. In addition, it will serve as storage for a salt brine maker and brine solution and house snowplows and spreaders.

Update: A request for proposal was issued by Central Services. Packets are scheduled to be opened on March 14 with evaluation meeting to be held at the end of March and early April. A vendor recommendation to the Board of Commission is expected in May.

Clayton County Fire Station No. 1 Replacement

Project Details: The new 3-bay, 10,689-sq. ft. Fire Station No. 1 will be a replacement facility for the existing 38-year-old Fire Station No. 1 in Riverdale. The $7.2 million project will be funded with SPLOST.

Update: Installation of electrical and water/sewer lines in ongoing. The concrete foundation has been laid as well as the concrete pad for the first floor.

Clayton County Fire Station No. 9 Replacement

Project Details: The new Fire Station No. 9 will be located at 4181 Old Dixie Highway. The new station will replace the current facility at 4320 Old Dixie Highway in Hapeville. The new 9,994-sq. ft. station will be 2-bay and built using the new prototype design. Total cost for the project is $6 million.

Update: Planning, Development and Construction team members held a meeting with the Georgia Department of Transportation to discuss removal of a guard rail surrounding a portion of the parcel. The rail is blocking a part of the property needed by contractors for use as an entrance/exit. Meanwhile, grading and installation of sewer lines is ongoing.

River's Edge Walking Trail Phase III

Project Details: River’s Edge Walking Trail Phase III will begin where Phase II extension ended at Harbour Lake Drive cul-de-sac and run parallel to Fairway Overlook. The trail is just shy of one mile.

Update: The hydrology report has been issued and staff with the Clayton County Water Authority are reviewing the plan.

River's Edge Walking Trail Phase IV

Project Details: River’s Edge Walking Trail Phase IV will wrap around the lake between Gleneagles Drive and Gleneagles Way, ending at the clubhouse on Plantation Parkway. The trail is just shy of one mile.

Update: The hydrology report has been issued and staff with the Clayton County Water Authority is review the plan.
