Clayton County Special Purpose Local Option Sales Tax (SPLOST) Project Updates

Clayton County Administration Building

Project Details: A new 103,000 sq. ft. three-story Clayton County Administration Building will be located on an 18-acre parcel of land on Old Poston Road in Jonesboro. The facility will be home to several county departments including the Board of Commissioners, Finance, Human Resources, Legal, Communications and the grant-funded District 3 pocket park.

Update: Underground stormwater structures are being installed. Hogan Construction and the Clayton County Water Authority are meeting to discuss locations of water valves and extending the main water line to the property. The landscape architects are nearly complete with designs for the exterior. In addition, Planning, Design, and Construction is developing a procurement package to solicits bids for the construction of the new facility as part of Phase II. Phase III of the project will entail widening Old Poston Road.

Small Business Incubator

Project Details: The Small Business Incubator will provide resources to introduce, connect, support, and expand new businesses in Clayton County to bolster the creation of jobs, investment, and economic development.

Update: The parking lot striping and door installation are complete. Access controls and card readers are scheduled to be installed. Landscaping is underway.

Shelnutt Senior Center

(Kinship Care Resource Center)

Project Details: The interior renovations of the Shelnutt Senior Center will include bathroom upgrades, interior lighting replacement, installation of a new washer and dryer, interior wall and ceiling finishes, including wall patching and painting. A new canopy entrance with two new Americans with Disabilities Act (ADA) compliant ramps for accessibility will round out the exterior renovations.

Update: Exterior improvements are ongoing that will enhance accessibility for all facility visitors and overall site function of the building to include a new covered drop off area, stairs and ramp with updated handrails.

Lakeview Events Center

Project Details: Renovations of the VIP Complex at International Park integrate outdoor spaces while maintaining a multi-functional facility for arts and entertainment. Other enhancements include additional covered seating, event administrative space, dressing rooms, additional concessions, re-design of restrooms, backstage facilities, and ticket booth.

Update: Installation of underground utilities continues. Plumbers are establishing locations for interior piping.

Winter Weather Supply and Storage Building

Project Details: The new Winter Weather Supply and Storage Building will be located behind the Clayton County Jail on Post Way in Jonesboro. The facility will be used to store approximately 14 days of cold weather material such as salt, sand, and gravel. In addition, it will serve as storage for a salt brine maker and brine solution and house snowplows and spreaders.

Update: Planning, Design, and Construction has received 100% building design documents from engineering firm, WSP USA Inc., and are reviewing with designers and the Clayton County Water Authority.

Clayton County Fire Station No. 9 Replacement

Project Details: The new Fire Station No. 9 will be located at 4181 Old Dixie Highway. The new station will replace the current facility at 4320 Old Dixie Highway in Hapeville. The new 9,994-sq. ft. station will be 2-bay and built using the new prototype design. Total cost for the project is $6 million.

Update: A review of the punch list items is scheduled for the end of May. Clayton County Fire & Emergency Services personnel are preparing to relocate from the current Fire Station No. 9 to the new building.

River's Edge Walking Trail Phase III & IV

Project Details: River’s Edge Walking Trail Phase III will begin where Phase II extension ended at Harbour Lake Drive cul-de-sac and run parallel to Fairway Overlook. The trail is just shy of one mile.

Update: Trail clearing and grading is ongoing as weather permits.

Project Details: The District 1 Pocket Park, 851 Alpine Way, Forest Park, GA, 30297, will feature a skate park, playground, pavilion, open multipurpose area, and a staging area for Clayton County Fire & Emergency Services mobile medical clinic.

Funding to construct the District 1 Pocket Park is twofold. The 2021 Special Purpose Local Option Sales Tax (SPLOST) monies have been used to design the park while a Federal Grant obtained by Clayton County will pay for the building of the new park.

Update: Erosion control fencing has been installed. Construction crews are preparing to begin clearing the property in June.

Project Details: The District 2 Pocket Park, 1740 Flat Shoals Road, Atlanta, GA 30349, will provide a space for open multipurpose play, playground, pavilion, dog park, and a staging area for Clayton County Fire & Emergency Services mobile medical clinic.

Funding to construct the District 2 Pocket Park is twofold. The 2021 Special Purpose Local Option Sales Tax (SPLOST) monies have been used to design the park while a Federal Grant obtained by Clayton County will pay for the building of the new park.

Update: Site clearing has begun. Parks and Recreation personnel are reviewing the proposed playground equipment plans.

Project Details: The District 3 Pocket Park, Old Poston Road, Jonesboro, GA 30236, will be constructed next to new Clayton County Administration Building on Old Poston Road in Jonesboro. The park will include a picnic shelter, restroom, greenspace, gardens, fitness area, covered seating, walking trails, and a staging area for Clayton County Fire & Emergency Services mobile medical clinic. Additionally, the park will feature an inclusive playground that will allow children of all abilities to play.

Funding to construct the District 3 Pocket Park is twofold. The 2021 Special Purpose Local Option Sales Tax (SPLOST) monies have been used to design the park while a Federal Grant obtained by Clayton County will pay for the building of the new park.

Update: Underground stormwater structures are in the process of being installed on site.

Project Details: The new one-acre District 4 Pocket Park, 849 Battle Creek Road, Jonesboro GA 30236, is being built on Battle Creek Road in front of the Shelnutt Senior Center (Kinship Care Resource Center). The park will include a picnic shelter, restroom, sidewalks, playground and lawn area for play as well as a staging area for a Clayton County Fire & Emergency Services mobile medical clinic.

Funding to construct the District 4 Pocket Park is twofold. The 2021 Special Purpose Local Option Sales Tax (SPLOST) monies have been used to design the park while a Federal Grant obtained by Clayton County will pay for the building of the new park.

Update: Erosion control fencing has been installed around the location and crews have begun clearing and grading the lot.
